Italian police have found a video tape, thought to be from Al-Qaeda, containing threats to destroy Rome, right-wing weekly magazine Panorama said on Friday.

"The person who will destroy Rome is already preparing his swords. Rome will not be conquered by words but by force and weapons," Panorama quoted the message on the tape as saying.

The video was discovered at a flat in the northern city of Cremona suspected by investigators of being used as a base for an Islamic extremist group, the magazine said.

The threats came from Sheikh Abu Qatadah Al Falastini, a Jordanian accused of belonging to Al-Qaeda who was being held in prison in Britain, it added.

"Rome is the cross and the West is the cross. And the people of Rome are the patrons of the cross. Muslims' target is the West. We will open Rome," the message continued.

The interpreter who provided the anti-terrorist police with an Italian version of the tape said "open" was a historic term meaning "seize through force and bloodshed by destroying and subjugating the people", Panorama continued.

Daily newspaper La Stampa said investigators were taking the threats seriously. They come nine days before the Christian world celebrates Easter.

Panorama said the video had been discovered at a flat that Italian investigators believe to be the headquarters of an Islamic extremist group led by a Tunisian called Mohammed Trabelsi. The 35-year-old had been arrested in Cremona in 2003 and was being held in prison in Milan, it added.

Panorama alleged Trabelsi had warned: "We want to hit Italy because that dog Berlusconi has supported that dog Bush", in references to the Italian and US leaders.

from everything i've been reading, it seems that the vatican's policy toward islam is one of accommodation and perhaps friendship-seeking. i wouldn't hold my breath for the vatican to come out against terror in ways that american catholics wish. indeed, in the future, it seems noteworthy to speculate that the vatican and the american catholic church will experience even more of a divide than currently exists. ultimately, the vatican will win this struggle, but along the way, many american catholics will lose faith in the leadership of the vatican due to the quarrel in its philosophy. not to worry, the only way to salvation is through Jesus Christ. no priest or cardinal or pope will save anyone. if they wish to be saved as individuals, it will be through the same way, truth, and light.

This is getting out of hand. We have to stop these Islamists from mocking us and making threats. If it takes our own blood, we must stop it. If it takes blooshed against Muslims, we must do it to protect our own.

I am not a religious man; however, if a Muslim steps foot onto my property, I will kill him first and ask questions later. Muslims have no business being near me or my family. Let this be a warning - a threat - to any Muslims who dare approach me.

Too many of my brothers and sisters died on 9/11 at the Pentagon. I will not stand to see my family threatened any longer. I do not threaten Muslims directly - but be warned - never cross paths with me.

We're in for a ride. The Spanish government is almost certain it was Islamic extremists who killed 200 people in Madrid Thursday Read about it here.

Here's the situation: They happened to find a van that contained detonators and a tape about the Koran in Arabic. Are you thinking what I'm thinking?

Let's see: In less than 50 days the EUbeast will have 10 new little heads to contend with. The poor things already has15 heads spinning around. Soon it'll have 25! Could this somehow have something to do with what just happened in Madrid?

Why am I thinking such a thing? Because, if the prophecies about the rise of 10 kings in Europe are now being fulfilled, we can expect things like this. If you recall, Hitler in his rise to power had a building burned down and blamed it on the Jews.

Am I saying things similar to what Hitler did could be happening now? No. What I'm saying, in light of these end-times prophecies, nothing would surprise me.

The fact is, for some time now I've been wondering if some emergency might trigger Recommendation 666 before the 10 nation alliance looses its majority in the Council. And I don't know what could better fill the bill than a European 9/11.

Now The Aftershocks
The big question is who did it. If ETA was alone behind the Madrid bombings, there will be a slight sigh of relief in some circles. That's because ETA is seen as a home-grown terrorist group in Spain. However, if an Islamic connection is made, serious aftershocks may follow Read about it here.

What kind of aftershocks? For one thing, the sleepy military alliance known as the Western European Union may awaken. The reason is, article 5 of their modified Brussels Treaty binds these 10 EU nations together in mutual defense agreement. And another possible outcome could be a very negative reaction by the populations of Britain, Spain and Italy to their leaders who supported the Iraqi war against their will.

I must admit, I'm a bit suspicious. After all, here at Fulfilledprophecy we are aware of the Bible prophecies. In the end-times, a 10 nation alliance is to rise over Europe. And for this to occur, a terrible bombing like this could certainly help bring this event about.

Like I said, now the big question.

It's still hard for me to believe what's happening. The Madrid bombings sure got things rolling in Javier Solana's direction.

According to this report, not only have the EU heads agreed to have their new, super EU constitution by June, they have asked Solana to tell them how they can integrate the intelligence of the member states within the Council. In other words, under Solana Read about it here.

A friend called and said she found something interesting. She said she stumbled on a report in Spanish (I don't have the link) that said the new socialist government in Spain had offered Solana the job of Spanish Foreign Minister. And according to the report, Solana told the EU heads either they give him the job of Commission President, or the new EU Foreign Minister, otherwise he would go home to Spain and accept the offer. The report was dated March 20. On March 25, it was announced agreements were reached in Brussels to grant Solana sweeping new powers to combat terrorism.

This is what I think: The bombings in Madrid broke the deadlock over the constitution and the new, super EU is a done deal. I also suspect Solana may already have the job as the EU's new Foreign Minister.

All this reminds me of the popular Beatles song, Come Together. It also reminds me of something in my book. At the beginning of the chapter titled, Introducing Mr. Europe, I quote J. Dwight Pentecost, past president of Dallas Theological Seminary. Pentecost said:

The time will come when the nations of Europe will say to one man, "You take authority over us."

Is this what we're now seeing? Are the leaders of Europe coming together over Solana? And will they soon say, "You take authority over us."

Negotiations to resume with EU neighbours

EUOBSERVER / BRUSSELS – Brussels has been given the go-head to restart talks with the EU’s neighbours on deepening ties, after an internal dispute forced negotiations to be delayed.

At a meeting yesterday in Brussels, ambassadors agreed to restart negotiations aimed at developing closer ties with seven countries that border the Union.

A previous round of talks had been delayed after EU members complained that the Commission – which carries out the negotiations – was not supplying them with enough information.

A new round of negotiations with Israel, Palestine, Jordan, Moldova, Morocco, Tunisia and Ukraine are now scheduled to start shortly.

Sphere of influence
The talks aim to lay the groundwork for a series of agreements with the countries surrounding the EU designed to strengthen ties in the area.

The main short term aim is to create joint action plans with each of the countries, setting out areas of increased co-operation.

The plans will be tailored to each individual country but come under an overarching European Neighbourhood Policy

The EU hopes this policy will eventually mean that neighbours will share 'everything but institutions' with the EU - meaning, for example membership of the single market.

The Action Plans are due to be concluded in the summer, with the Irish presidency of the Council aiming for a June completion of the documents.

Working together
However, the talks were recently put on hold after member states expressed their unhappiness that the Commission was not doing enough to keep them informed.

Diplomats say that the Commission’s reports presented to the member states lacked detail leaving governments without a clear picture of what was going on.

Although it is the Commission which carries out the negotiations on wider Europe, their mandate comes from the Council of member states.

ROME, Nov 11 (Reuters) - European Union foreign policy chief Javier Solana said on Tuesday Brussels, not Rome, sets the bloc's agenda and denied Israel could be getting a mixed message because of dissonant noises from current EU president Italy.

Italy's recent contrasting foreign policy comments have highlighted the sometimes difficult relationship between Brussels and the rotating EU presidency, which will be held by Italy until January.

"The official message is the message given by me, by the European Union," Solana said during an interview with two news agencies in Rome.

"No third country has any doubt about the European Union position... since most of the positions are written beforehand."

Last week, Italian Deputy Prime Minister Gianfranco Fini called Israel's construction of a wall through occupied territories in the West Bank an act of self-defence even though the EU has consistently opposed it, raising questions about who influences policy.

"Our position is clear," Solana said on Tuesday. "We do not think this (the wall) is the appropriate thing to do ... considering that this is dividing cities and people."

The comments come at a sensitive time ahead of an EU-Israel Cooperation Council meeting. EU envoy Marc Otte has been snubbed by Israeli Prime Minister Ariel Sharon over his contacts with Palestinian President Yasser Arafat.

"I think we will find a mechanism to overcome that difficulty, because when you have someone whose main task is to go back and forth between two sides and he is not received by one of the sides, it's rather bizarre," Solana said.

He said the rotating EU presidency had left some room for misunderstandings. Last week Italian Prime Minister Silvio Berlusconi staunchly defended Russian actions in Chechnya and the handling of legal action against oil giant YUKOS that prompted an EU rebuke.

"I think that was an exceptional situation...," Solana said, adding that Berlusconi needed to bear in mind that he could not take off the hat of the rotating presidency entirely even when speaking on bilateral matters.

He said such conflicts would likely be eliminated when the EU accepts 10 new members next year as changes to the presidency were also being discussed.

Europe will suffer from terrorism in future: EU's Solana

The European Union will shortly appoint an anti-terrorism supremo to coordinate security measures in the face of threats of further attacks like the devastating bombings in Madrid, officials said Saturday.

They said he would work under Javier Solana, the EU's high representative for foreign and security policy.

Solana was scheduled to propose a raft of security measures to EU ambassadors on Wednesday, the sources added.

"Unfortunately, here in Europe we are going to suffer. We have to be prepared, not just psychologically but even more through cooperation," Solana said in an interview on France Inter radio.

The EU officials said the proposed "Mr Terrorism" would be a coordinator -- an expert who knows the subject well rather than a politician. The officials rejected any comparison with Tom Ridge, the US Homeland Security director.

on the consequences of including certain functions of WEU in the European Union - reply to the annual report of the Council

--------------------------------------------------------------------------------

The Assembly,

Thanking the Council for rapidly conveying the second part of its forty-fifth annual report and the detailed information contained therein;

Noting that the Council's informal reflection process on Security and Defence Europe deals with the preparation of WEU's legacy and problems connected with the inclusion of those WEU functions that the European Union regards as necessary to fulfil its responsibilities in the area of crisis management, but that the parliamentary dimension is not part of that process;

Aware that the Council and the Assembly will continue to exist for as long as the modified Brussels Treaty remains in force and that they both bear the prime responsibility for application of the Treaty;

Reminding the Council nevertheless that the modified Brussels Treaty assigns it responsibilities with a view to promoting the progressive integration of Europe and cooperation with other European organisations and that the Treaty on European Union, which states that WEU is an integral part of its development, confers upon it additional tasks in respect of the European Union;

Recalling that the parliamentary dimension of European security and defence forms part of WEU's legacy and that the Council must exercise its responsibility with a view to guaranteeing the continuity of such dimension;

Stressing the fundamental importance of WEU's responsibility to ensure that the establishment of direct cooperation between the European Union and NATO can be successfully achieved once WEU ceases to play its pivotal role between the European Union and NATO;

Stressing also the need for the Council urgently to clarify what is to become of those WEU responsibilities that are not transferred to the European Union and the resultant consequences for WEU as an Organisation;

Strongly desirous that WEU, whose major achievements since its reactivation laid the foundations for the initiatives that led to the Cologne and Helsinki decisions, should do its utmost to further the success of projects to be finalised between now and the end of 2000;

Welcoming with satisfaction the Declaration issued at the Helsinki Summit which confirms that the European Union recognises that primary responsibility for maintaining international peace and security lies with the United Nations Security Council,
RECOMMENDS THAT THE COUNCIL

Take the measures necessary for WEU to ensure that the collective defence commitment provided for in Article V of the modified Brussels Treaty is effectively maintained, taking account of the recent decisions concerning the European Security and Defence Policy;

Pursue its process of informal reflection on Security and Defence Europe and include the parliamentary dimension within it on the basis of the proposals contained in Assembly Recommendation 664;

Propose to the European Union that, on the basis of the work undertaken by the Portuguese presidency and joint proposals put forward by Britain and France, it establish a Consultative Council for the CESDP bringing together European Union member states, EU applicant countries and non-EU European members of NATO, which would meet at least twice a year at ministerial level;

Ensure, while respecting the European Union's decision-making autonomy, that the delegations of the non-EU European members of NATO and of the EU applicant countries have participation rights in the Consultative Council for the CESDP at least equivalent to those they have acquired in the WEU Council as associate members and associate partners;

Propose to the European Council that the European Union sign a protocol to be appended to the Treaty on European Union, stipulating that the Consultative Council for the CESDP - without prejudice to the provisions of Articles 4 and 21 - shall make an annual report on those of its activities under the CFSP which have defence implications, to the European Security and Defence Assembly (ESDA) composed of representatives of the fifteen parliaments of the signatory states of the Treaty on European Union, representatives of the fifteen parliaments of the EU applicant countries and the non-EU European members of NATO, and representatives of the European Parliament;

Ensure that the delegations of the non-EU European members of NATO and of the EU applicant countries have participation rights in the European Security and Defence Assembly that are at least equivalent to those they have acquired in the WEU Assembly as associate members and associate partners;

Do what is necessary to ensure that during the transitional period WEU is in a position to respond more effectively to any requests from the European Union to develop and implement actions of the Union, anticipating them in so far as is possible;

Assist the European Union in framing its "headline goal" of deploying and sustaining a European force capable of carrying out the full range of Petersberg missions, on the basis of the work done by WEU, in relation especially to the illustrative Petersberg mission profiles;

Make public opinion and the political authorities in the member states aware of the need for additional funding to achieve the "headline goal", in particular to guarantee that the said European force is militarily self-sufficient and has the necessary capability to carry out the proposed missions;

Ensure that the function WEU currently fulfils as an essential element of the European Security and Defence Identity (ESDI) within the Atlantic Alliance is in future fulfilled by the European Union's CESDP;

Support efforts to set up flexible forms of closer cooperation in the framework of the CFSP and CESDP that are not strictly limited to European Union member states;

Support proposals for the WEU Secretary-General and CFSP High Representative to preside over the PSC and civilian crisis-management machinery and give him powers to convene the Council of the European Union in the event of an emergency;

Propose to the European Union that it base its relationship with NATO on a provision of the Treaty on European Union comparable with that of Article IV of the modified Brussels Treaty;

Prepare and transmit to the European Union an in-depth assessment of its experience in the field of crisis management and propose to the Union that it base its new responsibilities in this area on a new provision of the Treaty on European Union drawing on Article VIII.3 of the modified Brussels Treaty;

Assist the European Union in coordinating civilian and military crisis management using the CIMIC concept as a basis and inform the Assembly about this concept;

Carry out an audit of those areas of the modified Brussels Treaty not transferred to the European Union and a study of the resultant consequences for WEU as an Organisation;

Give the Assembly an indication of the repercussions the transfer of certain WEU functions to the EU will have for the annual report the Council has to make to the Assembly, pursuant to Article IX of the modified Brussels Treaty;

Strengthen and extend the activities of the Torrej—n Satellite Centre, taking into account all the implications of its transfer to the European Union, including the fact that it works in a configuration of 16 countries, and inform the Assembly of its findings before taking any decision on such a transfer;

Ensure that the WEU Institute for Security Studies can continue its activities in the service of WEU and the European Union;

From now on, give the National Armaments Directors, and WEAG and WEAO which the Council has decided should for the time being remain WEU's responsibility, more specific guidance and a more positive political impetus, so as to strengthen European cooperation in this connection, and consult the Assembly before taking any decision on the future tasks and institutional position of such organisations;

Take a decision on the future of the Transatlantic Forum, ensuring that the European Union is able to take advantage of the Forum's acquis to help it organise security cooperation with the transatlantic allies:

Ensure that all WEU bodies for a time continue their dialogue with Russia and Ukraine and consider how the acquis represented by that dialogue can be preserved if transferred to the European Union, taking account in particular of the need for continuity of the formal relations the WEU Assembly has established with both chambers of the Russian Parliament;

Continue its dialogue with the southern Mediterranean countries and consult the Assembly before taking any decision as to the future of that dialogue;

Oppose any solution worked out within the European Union framework that seeks to reduce associate member and associate partner participation rights in missions whose implementation is to be transferred to the European Union;

Encourage the observer countries to commit themselves fully and without reservation to all aspects of the European Security and Defence Policy and invite their parliaments to send full delegations to the Assembly's meetings and sessions as the Assembly invites them so to do in Order 112;

Propose to the European Union General Affairs Council that it hold a meeting with the Assembly's Presidential Committee as soon as possible.

The rotating six-month presidency is to be replaced and the EU's foreign policy given entirely to one person - possibly Solana.

The paper, which will now be discussed by the bloc's member states, says the EU must in future define its interests more clearly and coherently, speak "with one voice," and -- if necessary -- start linking different issues to more effectively promote its goals. The debate is getting good, and we can still all joke about this and the prophesies of doom, but remember one thing about the current conflict. The Islamic religion believes that Gods laws “the Koran”, should be enforced on all people because it is Gods will and Democracy believes that mans law is the correct law to follow. Who is right? Nobody knows, but the two ideologies are not compatible. It is true that many Muslims are good people and do not want to follow this ideology, and many people ‘especially westerners’ refuse to accept that this is a religious war, but a lot of Germans and Italians did not believe in their Governments policies but they still went to war for those policies and participated in the attempted genocide of a race. America, Europe, Africa, Australia and even China are under attack by a people who believe they are following god’s commandment to carry out genocide to all non-believers in order to install only one religion on earth. Given today’s technology, and the power that religion holds over man, this ideology today is more dangerous than anything the human race has ever faced. The European nations have faced this ideology before and many fell, but due to limited mobility and simple technology the Europeans where able to rise up over time and push the Muslims back to their own lands. Today, time is not on our side. The easy living west is facing 1 billion Muslim people, and many of these people have been indoctrinated over generations to believe in the superiority of their religion over all other. They may smile at the non-believers face, but they will still stab him in the back because they believe that if they don’t, then only hell awaits them for not following Gods orders. For many third world people with limited education, and even many with an education, that is a very powerful idea. They also control the West’s lifeblood “oil”. If they use this card and shut off the oil along with warfare, how would we fight them? Unless the west agrees to return to almost pre-industrial age living standards and allow their military to use the available oil to fight off this enemy, the West may be forced to respond with the easy way out and go Nuclear. This would not mean that only “Babylon” would burn, there is every reason to believe with what we hear about Pakistan’s sale of nuclear technology, in a few years, we would all burn. We may joke about the prophesies of doom, but none of use really expect them to come true. But unless we stop hiding from the truth and act quickly with overwhelming force, the unthinkable is becoming a very real possibility.

The comments at this forum demonstrate that the grassroots, Americans are making their own plans as to how to "deal" with this problem. We are concerned and even frightened, but we won't cave in to terrorism. The response will be terrible.

Jay is correct. We need to do something now. They are counting on the fact that we would prefer dhimmitude to giving up our lifestyle based on foreign oil

Will we bow to dhimmitude for oil or one that is forced on us by nuclear threat? Do something now or, in short order, this will be our fate.

Yes. I speak often about the need for Jews, Christians, Hindus, Buddhists, Bahais, and all other victims and potential victims of jihadist violence to unite to face this threat to the dignity and equality of rights of all people.

It is also imperative for Christians to unite, and by that I mean Catholics, Protestants, and Orthodox. I think that the truly damaging nature of the lies about the Catholic Church told by Jack Chick, Alberto Rivera, and others has been revealed here in a new light: these lies prevent many Protestants from even viewing Catholics as Christians.

In any case, I will not stand for them on this site. I have seen many posts criticizing the Pope for not doing more about the priests' sex scandals, and for kissing the Qur'an. That is, as far as I am concerned, just criticism. But the Vatican is 666 stuff? Take it elsewhere. I am trying to stick to the facts here.

Agreed Robert. Christians need to stand together against Islam. Trying to meet Islam half way, kissing the Koran, etc., won't work. Just because Abraham was father to the Araba and the Jews is no reason they will coexist peacefully. Cain and Abel were brothers too. Many Muslims just see this effort on the part of Christians to find common ground with Islam as weakness in us and an opportunity to convert Christians to Islam through peaceful Jihad. I don't see any mullahs or imans kising Bibles. The lack of response to the Jihadis' violence by so called moderate Muslims is deafening. We know who the enemy is, it is Islam. We must stand strong.

I think now about my friend Jim who fought Charlie (because we couldn't call them "Victor" for cricket's sake) and in one of many cases he shot at him because he was being shot at but he has said that given a different set of circumstances, he'd be buying the guy a beer instead of flipping him off from the trench and getting his watch blown off.
