FBI: Interviews Of Muslims To Broaden

Anti-terror efforts meet with a predictable response from CAIR, Zogby, etc. They would do American Muslims a much greater service by being entirely open and cooperative; their cries of "witch-hunt" only increase suspicions. Nevertheless, I think the young man quoted at the end of the article, Alamoodi, is probably right: questioning like this doesn't accomplish much, if anything. FBI agents have launched a series of interviews of Muslims and Arab Americans in the Washington area and across the country, hoping to glean information that could prevent a major terrorist attack during this election year.

A few dozen voluntary interviews of community leaders, students, businesspeople and others have been conducted so far, according to attorneys and Muslim activists. Authorities said they do not know how many people will be contacted, but the effort is expected to expand significantly in the next week or so.

The new round of questioning is also far more targeted than an earlier program of voluntary interviews with men from Arab and Muslim countries, which followed the Sept. 11, 2001, terrorist attacks and was criticized for being ineffective and using profiling.

"This is not a general population. They are identified by intelligence or investigative information," said an FBI official who spoke on condition of anonymity, in line with department policy. He added that the questioning did not signify that the people were under investigation themselves.

The questions being posed vary widely, according to attorneys, activists and interviewees. Several people in California and Arizona have been asked whether they knew anyone who had recently been in the Pakistani border region of Waziristan, regarded as a possible refuge for al Qaeda figures. They were also asked about Abu Nour, which agents identified as a mosque and school in Syria that was popular with American converts to Islam, the attorneys and activists said....

"Within two days, I received 10 calls from people freaking out because the FBI was contacting them," said Deedra Abboud, executive director of the Arizona chapter of the Council on American-Islamic Relations.

She said that the FBI agents went out of their way to be low-key but that Muslims were fearful when they got the calls, worrying that they were under investigation themselves.

Leaders of Muslim and Arab American organizations have been trying to build bridges with federal officials since the Sept. 11, 2001, attacks on the World Trade Center and the Pentagon. Many say that the earlier interviews cast too wide a net and reflected the wrong approach.

"It creates fear in the community and accomplishes absolutely nothing," said James Zogby, president of the Arab American Institute. The Justice Department has defended earlier interviews with Middle Eastern men and Iraqi immigrants, saying they provided useful information and were a way to build contacts.

Some activists said that Muslims and Arabs were nervous about responding to the FBI, in part because thousands of immigrants wound up being deported after being contacted in earlier phases of the government's anti-terrorism campaign. Several people in the Washington area have told FBI officers that they will meet with them only if their attorney is present....

Yaser Alamoodi, a student at Arizona State University, was surprised to get a visit at home recently from a campus police officer with the local Joint Terrorism Task Force. The 27-year-old student, who is a Yemeni citizen applying for U.S. residency, said that he agreed to the interview and that the officer was friendly and polite.

Alamoodi said the questions included whether he knew anyone who had recently returned from Pakistan, anyone who had shown interest in a government building or agency or anyone who had shown extreme hostility toward Americans.

"The questions were just ridiculous," he said. "I said, 'You guys really think you're going to get anywhere with these kind of questions?'"

Alamoodi said he was puzzled about why he was selected for an interview.

"I don't go to the mosque that often," he said, "unless they have free food."

The objective of these interrogations is simply to terrify, abuse, and humiliate people who have committed the crime of being Muslim. If it wasn't clear enough already, this latest campaign of racist intimidation by the secret police demonstrates the true priorities of the Aerican regime. Ordinary Americans live in constant fear of violent crime, and American politicians, business executives, and internationalist financiers and bankers steal trillions of dollars, but the elite law enforcement agencies are harrassing innocent Muslims who have not even been accused of any criminal acts.

Interviews are useful in several ways. First and foremost, it helps to gauge the cooperative spirit of those, either individuals or communities who live here taking advantage of the freedom and security our country offers them. This allows us to determine the level of suspicion we should have about that individual or community and how much resources to be used to for monitoring there. Second, with an assessment of cooperation in hand, we can then assess the information retrieved and I can think of many possible outcomes. Take good but passive cooperation: no actionable information might mean revisit often. Now good, active cooperation: no revisit necessary but coordinate/inform. This assessment approach can be followed to the other end of the spectrum, that of active hostility to interviews: watch very carefully.

Take a semi-fictitious example, Reza is here on visa -- assessment: is fantastically active and cooperative and runs believably supportive weblog in the ME; offer of free accommodation in Lincoln bedroom for length of stay. Take another example, Reza here in US -- assessment: active hostility not of devil's advocate variety, posts vociferous anti-US comments in weblogs; park informant next to place of residence or with employer for further investigation.

All information is useful, either for including or excluding. Scare resources must be distributed based on effectiveness but I have not seen anything to tell me this information collection method is useful or useless in finding terrorists. Until then I will give the Fed's the benefit of the doubt. I do think at this time it is still extremely useful in assessing the terrorist pool community and possibly developing secret informant islands within the pool.

Excellent points made in your comments. The art of asking subtilized questions to gage reactions is a well healed approach to gather good and compiled investigative information for analization.

The questions that Alamoodi was asked probably would seem ridiculous and puzzling to him ,because they where designed to gage his reaction and responce to a person of authority.

It is important that our combined law inforcement efforts utilize all the tools that their constitutional powers allow them.

The biggest concern in dealing with an enemy that is hidden and within, demands that our President and those of the enlightened congress do all they can to not allow the left wing liberals of America to not obviate the important need for tools such as the PATRIOT ACT.

They're not looking at Mo Blow off the street. These guys' names were flagged for a reason. The interviewers know they won't get information to their questions. There looking at things like who is the first person they call after the interview. Who do they meet with. Maybe they'll be tagged or leave a DNA sample during the session. Also, if you know the answers to what you ask them, then their truthfullness is easily assesed.

Excellent points John. One of the things that allowed terrorists to be successful on 9/11 is that they lived under the radar in the months leading up to the atrocities. I see these interviews as an attempt to shake things up.Any Muslim or Arab can be called in for an interview and if this person is a terrorist or terrorist sympathizer he does not know if his cover has been blown before or during the interview, or if the interview will lead to further investigation or increased surveillance.These interviews introduce another layer of risk into terrorist operations.The FBI may enter a Arab community or call someone in for an interview during a crucial stage of terrorist planning.Also the FBI has a record of these interviews and what was said. We know that non-citizens can be deported from this country for lying about terrorist ties or where they have traveled. So if a person has lied in one of these interview the government also has grounds to remove him from this country. I can't see how these interviews cannot be beneficial.

I trust that Mr. Alamoodi, a citizen of Yemen who is apparently applying for U.S. residency, will be turned out. His dismissive comment that these questions are "ridiculous" can be made-- but not by the likes of Mr. Alamoodi. No, in his case, being a citizen of Yemen who is applyng for U.S. residency, he has to show a willingness to offer his services to ensure that such questioning is not in vain; he should have volunteered to prove his loyalty to the country which he apparently thinks -- just look at the self-assured ease with which this "citizen of Yemen" now "applying for residency in the U.S." mocks an effort, however awkward or clumsy it may be (and it is not at all clear, as some of the postings indicate, that such an effort is quite so useless for obtaining other kinds of information)--is going to rather lighthearedly grant his request.

Not unless he has volunteered to participate in what every Muslim in this country ought to be clamoring to participate in -- an effort to report any and every even slightly suspicious behavior, or the slightest syllable that indicates disloyalty to this Infidel country or its Infidel citizens, or to the campaign now being waged to minimize the threat from (militant, if you insist, will be the adjective inserted here) Islam.

One hopes that Mr. Alamoodi'sspetition for being granted permanent residency will be treated with the special conseration it clearly deserves.

I also noted Mr. Alamoodi's dismissive remarks. His comments reminded me of the anger of Muslims from some countries who spoke of their "humiliation" in being subjected to finger printing and photographing after the terrorist attacks of 9/11.They showed no concern for the 3000 Americans who were murdered in the name of Islam, their only concern was for their inconvenience and "humiliation".Some people who wish to visit the US for business, pleasure, education or health care seem to forget that this is a sovereign nation and no one has a right to come here. People enter or do not enter this country at the pleasure of the US government. Those who don't like being fingerprinted or called in for interviews can go elsewhere.I also hope that Mr. Alamoodi's seeming unwillingness to help secure the American homeland will be duly noted and that his request for permanent residency will be treated accordingly.

The FBI is probably just engaged in a classic "tickle the wire" operation. After the interviews they direct their electronic ears (e.g., "Echelon") at the affected parties and just listen in as the real bad guys among them alert their pals that the government might be on to them. For domestic taps the FBI needs court orders but the No Such Agency doesn't need any such thing for international eavesdropping. Contrary to Mr. Alamoodi's dismissive remarks, tickling the wire is a long, time-tested, proven and effective way of generating tons of good intelligence.

I would suggest part of this interview process is to set a base line. They ask questions like “Do you know of any illegal or terrorist activity. Do you know of anyone that is involved in any illegal or terrorist activity.” Which all of them will say “No” to. But the problem arises later when a friend or family member is caught doing something, they come back to you with Obstruction of Justice charges or lying to Authorities charges. It becomes a slippery slope for these muslims being questioned. Then if they do know something, they will have to spill it all to avoid long prison terms. If they refuse to answer any questions, which is their right to do, then they are probably put on a watch list. Another undesirable situation I suppose. So many catch-22s for these poor innocent followers of the Borg (swt)
