U-S reports 13 insurgents killed in Iraq clash
BAGHDAD, Iraq (AP) - U-S commanders report 13 Iraqi militants dead during a raid by U-S and Iraqi forces on a suspected insurgent staging ground.
There is no word on friendly casualties.
It began early today near the city of Baqouba (bah-KOO'-bah) northeast of Baghdad when American troops and elements of the Iraqi National Guard searched an area of palm groves and destroyed what's believed to have been a staging ground for attacks on coalition forces. The insurgents battled back with small arms and mortars.
A spokesman for the First Infantry Division says troops confiscated an array of weapons at the site, including rocket propelled grenade launchers and a large artillery round.
Elsewhere in Iraq, a suspected car bomb blew up in western Baghdad today. The explosion happened on a major east-west highway but the military says nobody was hurt.
Iraqi police say in another incident early today, a former regional official in the Saddam regime was killed in a drive-by shooting in Baghdad.

Egyptian diplomat released by militants in good condition
BAGHDAD, Iraq (AP) - An Egyptian diplomat held hostage by militants in Iraq for three days was released Monday in good condition, the Egyptian Foreign Ministry said.
Mohammed Mamdouh Helmi Qutb, the third ranking diplomat at the Egyptian mission here, was abducted Friday as he was leaving a mosque. Militants said they had taken him to deter Egypt from sending security experts to help the new Iraq government.
An Egyptian Foreign Ministry official said on condition of anonymity that Qutb was released after successful negotiations and he was in good condition at the mission's headquarters.
The announcement came just minutes after the pan-Arab television station Al-Jazeera read a statement from the militants saying they had decided to release Qutb because he was a good religious man and had good morals.
The group said it had refused to accept large amounts of money to release him, the station said.

25 July 2004 - Why people with information regarding terrorism do not contact authorities
First and foremost, they feel that what they would like to relay to authorities will be scoffed at or ignored altogether. The protective part of our human nature has a tendency to force us to second guess ourselves and attempt to find the delicate balance between emotion and intellect when considering a decision. At all costs we seek to avoid embarrassment.
This behavior is quite normal and takes a degree of self discipline to achieve that balance that we, individually deem to be correct. As analysts, researchers and investigators, the various team members of the Northeast Intelligence group have experienced this process ourselves many, many times.
How many times have you been out somewhere, perhaps driving or walking and you saw something that you believed to be suspicious, thought about calling the authorities and talked yourself out of it. Perhaps you reasoned “Well, it’s really none of my business” or “Surely the police know that this is going on, they’re doing it right out in the open”, or “Someone else has probably already called this in”. These are only a few of the typical thoughts that run through our minds when we see something and are considering reporting it to authorities.
Folks, make the call. Please do not assume that someone else called in, that it isn’t your business or you may end up looking stupid or foolish. You may not only save a life, you may save a town, a city or even a nation. I recall this epigram by Ben Franklin.

If we see something or hear something pertaining to terrorism, no matter how small, the item is acted upon in one way or another.
Advice on calling in information regarding terrorism to authorities
First and foremost, gather as much information as possible without endangering yourself or those around you. Description of the suspicious individual(s), location, vehicle(s) description such as color, make, model and license number is most helpful. Indicating which state the license is issued from is very helpful too, since we have 50 states that issue license plates. Clothing, hair, complexion, height, weight, etc. are critical components to your report as well. Last and very important, what direction were they heading if they were en-route or driving, etc. You will find that the more precise and detailed information you have to offer, the more receptive the authorities are to your phone call or email tip.
Will you look foolish occasionally? It’s possible, but so what? Your calling in a tip on the phone to the authorities, you leave the information, answer a few questions and that it. They don’t send someone to your house to call you an idiot, nor do they post a sign in your front yard saying you called in a tip that didn’t turn up Usama Bin Laden.
The authorities rely on human intelligence far more than any other type of intelligence. It all starts with a lead or a tip.
Be safe and be vigilant.
