It would seem that the US VISIT program, which checks only people from selected countries, would be rendered useless by stories like this. From AP:
JOHANNESBURG, South Africa - Al-Qaida militants and other terrorists traveling through Europe have obtained South African passports, and authorities believe they got them from crime syndicates operating inside the government agency that issues the documents.The illicit acquisition of the passports, which allow travel through many African countries and Britain without visas, sent shock waves through South Africa after one top police official said "boxes and boxes" of the documents were discovered in London.
Barry Gilder, director general of the Department of Home Affairs, told The Associated Press he has come across a number of instances in which South African passports were found in the hands of al-Qaida suspects or their associates in Europe — both in his current capacity and as a former deputy director in the National Intelligence Agency.

The South African Government's been drawing ever-closer to the dar el-Islam for over a decade, consistently backing the Non Aligned Movement's and African Union's echoes of the Arab League/Organization of Islamic Conferences bloc's demands in the UN and every other international forum.
Don't forget that one of the first foreign contracts that South Africa's Government Defence Industries took on once Nelson Mandela took power there was the modernization of hundreds of Syrian tanks - at cut rates.
Let it be further remembered that Mandela, and his successor, Mr Mbeki, have never loosened their sweet embrace of the oldest terrorist on Earth today, Yasir Arafat - while, of course always saving a special, soft, warm spot for Robert Mugabe and Fidel Castro....
I was watching a live TV news broadcast the day a parade in celebration of Mandela's release from prison was held. The live broadcast showed Mandela with a Soviet flag waving prominantly in the foreground. At no time in any rebroadcast did the Soviet flag appear ever again. Given Mandela's relationship with the Soviet Union, the appearance of the flag and his admiration for Castro should come as no surprise. As usual, we were too PC to acknowledge it.
In Mandela's view, the old saying "The enemy of my enemy is my friend" applies. He has never been a friend of the U.S., and our relationship with South Africa has suffered on account of it.
