A Taliban spokesman told Reuters that Taliban militants did carry out the attack, but that they had intended to target a military post nearby.

Sounds to me like they chickened out and decided to go after a soft target (aid workers) rather than a hardened target (soldiers). None of them wanted 72 virgins that day, I guess.
