SACRAMENTO - The terrorist believed to have flown a hijacked airliner into the Pentagon on Sept. 11, 2001, obtained a California driver's license without providing the required Social Security number for identification, officials are acknowledging for the first time.Nawaf M.S. Alhazmi then used that license when he registered for the flight training that enabled him to pilot the doomed airliner.
Alhazmi used a loophole, since closed, in California law that allowed hundreds of thousands of foreign drivers without Social Security numbers to use a generic number in its place. Even some foreign citizens with Social Security numbers skirted the identity check required of U.S. citizens.
Though the process changed a year ago, some of the drivers still have their original licenses. Only this fall, when their licenses come up for renewal, will the Department of Motor Vehicles run identity checks on the last of the drivers who used the loophole....
From December 2000 through February 2002, the department issued more than 184,000 licenses using the bypass code, which works out to more than 13,000 a month or more than 600 each business day.
"My hair is getting gray from thinking about this stat," Satkowski wrote in a March 6, 2002, e-mail to department Deputy Director John McClellan. "In my opinion, that is a lot of persons welcomed into this state on foreign student visas where the Social Security numbers are not verified!"
As an American who has faced the courts for certain moving violations and had my license suspended where upon the Judge usually say's"Driver's license's are a PRIVILEGE and not a right", I have a hard time understanding this license thing.

1)Can you insure a vehicle with no SSN
2)Proof of insurance
3)Do you still have to take drivers test
4)Can you suspend these privileges for violations
5)Are Americans allowed to do this
I'll be honest with you; I know of 10 people (my friends) who are having a hard time getting priviliges back after suspensions and hefty fines,another has a 20 year old violation in aother state that holds him up.
This is assinine.

Ques# 1. In the state of California you will need to show a social security number to get California Insurance
Ques#2. If you want to finance the purchase of a vehicle specifically , you will have to show proof of insurance. Also california law requires that you carry insurance whenever driving a vehicle and you must produce evidence of that insurance if pulled over by an officer for a traffic infraction. The officer is required to note the policy,Insurance company,and policy number on the citation along with its expiration date.
Ques#3. Yes first time drivers have to take a drivers test as well as a written test to obtain a california drivers license.
Ques#4 Yes your drivers license can be suspended for to many moving violations or a drunk driving conviction , or a failure to go to court and take care of citations; your license can and will be suspended or revoked by order of the court.
Ques#5 Is somewhat redundant however; of course authorities have the right to suspend and revoke drivers license for as you said it is a privilege and not a right.

I am puzzled by this one: Never knew that foreign students get a social security number. This is a red herring, nothing else. Is that supposed to prevent terrorism? Better look at the universities and keep an eye on whats going on instead of creating beaurocratic nightmares for everyone...
Forigen students under an F1 visa get a social security no,. and many endup paying SS money that they'll never be around to claim anyway.
