By OBL's own whinge prior to the US presidential elections, they didn't quite muster up much to derail the Afghan elections and didn't exactly have Baghdad's streets awash with blood.
This is not to say that I think anyone can estimate with great precision how seriously neutered they have been, but that they have been pretty seriously wounded.

Nigeria is 50% Muslim, 40% Christain and 10% indigenous (CIA World Factbook). I believe most of the oil is in the south near the coast or offshore while the Muslims are concentrated towards the north. I think Al-Qaeda's trying to take over could have some rough going - I don't think the non-Muslims are going to play dhimmi.
As for Angola, the CIA Factbook lists Angola's religious composition (1998) as 47% indigenous, Catholic 38% and Protestant 15%. Not much room for Osama there and I don't expect he will get much support.

The 1994 genocide in Rwanda was very possibly a jihad, sponsored and co-ordinated by al-Qaeda. If so, this would reinforce the truth contained in this article and underscore the gravity of the situation across the African continent.
It is certainly hard to believe that tribespeople as impoverished as Rwanda's would be able or motivated to kill off over a million human beings in a matter of weeks. I doubt the US military would be able to equal such an act.
Killing millions of human beings as in 1994 Rwanda would require a sophistication of propaganda, intelligence and military that was almost certainly far beyong anything the Rwanda military was capable of. So I personally can't believe it WASN'T al-Qaeda or related militia group behind the Rwandan genocide of 1994.
In 1994, the president of Rwanda was in a plane shot down by Stinger missiles fired by what is believed to have been al-Qaeda operatives, possibly from Algeria. I think that is the real red flag in this case.
Thousands of machetes were shipped into Rwanda (to kill the Tutsi people) in 1994, some sources citing their source was Egypt, home of the Muslim Brotherhood (the source of many of the world's leading Islamic terror networks including al-Qaeda). But we may never know where they came from.
The US State Department is currently following leads that Islamic terrorists from Somalia and Pakistan had infiltrated the Rwandan military to kill off the heavily-westernized Tutsi tribes (the Hutus have been Islamicizing snce before 1994, according to Moammar Qadafhi).
Whatever, Rwanda is now Islamicizing, probably as a result of political advantage made off those truly horrible mass murders by the Hutus (and al-Qaeda). This, we think, is what al-Qaeda has in store for the rest of the African continent.
