"Al-Qa'ida leadership's intention to attack the United States is not in question," the report reads. (All spellings are as rendered in the original report.) "However, their capability to do so is unclear, particularly in regard to 'spectacular' operations. We believe al-Qa'ida's capability to launch attacks within the United States is dependent on its ability to infiltrate and maintain operatives in the United States."And for all the worry about Osama bin Laden's sleeper cells or agents in the United States, a secret FBI assessment concludes it knows of none.
The 32-page assessment says flatly, "To date, we have not identified any true 'sleeper' agents in the US," seemingly contradicting the "sleeper cell" description prosecutors assigned to seven men in Lackawanna, N.Y., in 2002....
It also differs from testimony given by FBI Director Robert Mueller, who warned in the past that several sleeper cells were probably in place.
"Our greatest threat is from al Qaeda cells in the United States that we have not yet been able to identify," Mueller said at a Senate Select Intelligence Committee hearing in February 2003. "Finding and rooting out al Qaeda members once they have entered the United States and have had time to establish themselves is our most serious intelligence and law enforcement challenge."
When the secret report was issued last month, on Feb. 16, Mueller testified at a hearing before the same committee that the lack of evidence concerned him. "I am concerned about what we are not seeing," he said....

You do not need a "sleeper cell" to be dangerous. The Muslim soldier who planned to kill his fellow soldiers -- and did -- in Kuwait, the Muslim marine who deserted, bringing some of his gear with him, and then fled back to Lebanon (or was allowed to), the Muslim sailor who, it has been reported, made contact with others from an American ship in the Persian Gulf, the city official in Houston, the computer engineer in Intel, and many others who are simply quiet for now, need not be members of a cell -- the "cell" is there. It is called Islam, and while anyone can act alone (a single co-pilot can take down a plane), one can also find the likeminded at the right mosque, or even someone who carefully does not go to mosques, is one of the "shaved beards" (the name given to those who deliberately shave their beards so as not to attract attention).
The FBI director may not understand that the search for a "Communist cell" in the "I Led Three Lives" manner of Herbert Philbrick is silly. All those who genuinely subscribe to the tenets of Islam must be regarded as present, for future, enemies of Infidels. How could it be otherwise, given the tenets of Islam? One is prepared to believe that among those claling themselves Muslims are those who do not really believe, and even some who would, in the end, not succumb to the division of the world between Believer and Infidel, but as poor Infidels lack the ability to detect those who are truly to be trusted, from those who only seem as though they can be trusted, they have to assume the worst. And what is most astonishing is how many seemingly "nice" Muslims engage in the most shameless apologetics and Taqiyya, which naturally and rightly leads one to suspect that, alas, Islam itself -- not "Islamism," not "Islamofascism," not "Wahhabi" Islam, not a "tiny handful of extremists," is a permanent menace to all non-Muslims.
And the evidence for this, in the theory and practice of Islam, over the past 1350 years and now, is overwhelming. And the more we study it, the more deeply, for example, we examine not the romantic but real history of Islamic Spain, or of the Ottoman Empire, or of the treatment of Zoroastrians in Persia and the gigantic massacres of Hindus in Hindustan, and the more we realize how similar has been the treatment of non-Muslims everywhere that Muslim rule was esablished, and the more we study the totalitarian nature of Islam, softed at the edges here and there, but essentially a Total Explanation and Regulation of the Universe that severely limits mental freedom, why should we regard it as anything other than a menace?
The secret FBI report may miss the point. And not only because other militant resident Muslims might decide at any point to take up the call of jihad. It's because it is not the sleeper cells that will carry out future "spectacular" operations. This would instead be the job of a hit squad like the 19 terrorists who carried out 9/11 and only came into the country in the months immediately proceeding the attack. Unfortunately, our border, particularly with Mexico, remains very porous and hit squads can still gain entry at any time.
It may very well be that al-Qaeda's capabilities have been severely damaged by the war on terror. Large number of senior operatives, some say two-thirds, have been taken out of commission and communication and control networks have been disrupted. On the other hand, the war in Iraq has also resulted in new recruits. The CIA is likely to know more than the the FBI about how these offsetting factors balance off. Then again its track record hasn't been so good either, has it?
Report or no report; I can't help thinking that the vigilence is there and will remain there. The money resources of the FBI have more than doubled by the Bush administration in the wake of 9/11. There can be no turning back on searching and rooting out potential threats to America, whether defined by sleeper cells or approaching threats from abroad . the best thing that is happening is to have the CIA,FBI, and local law enforcement agencies working together and sharing information. I can't see a let down of their guard, or complacency creeping into these agencies.
There is an easy way to tell a terrorist from a non terrorist: Simply ask him if he is a terrorist, and if he threatens to sue you for ethnic bias, then he is a terrorist. Keep it simple. Also if he gets all of his information from the New York Times, then he is definately a terrorist. And if he says that he has no sympathy for the ones who pervert the great religion of Islam, he is a sympathizer and a fund raiser for terrorist activities

Border guards are a different though important issue and the FBI cannot discrimminate against Christians and Jews in its hiring practices. Yes there have been some moles dug out of the FBI after and during 9/11.

It is always a mistake to underestimate the capacity for incompetence at the FBI, CIA, and DOD. They would like us to forget that these very bureacracies were entrusted with responsibility for the nation's defense on 9/11. Albeit, hamstrung by congress and the judiciary.
Nevertheless, four years after 9/11, these agencies are still awash in crippling political correctness and islam-denial. Denial that islam, at its very core, is a big, big problem.

The FBI has a long way to go, but progress has been made. The arrest of the Lackawanna Six is a case in point. More and more everyday people that i speak to are questioning the politically correct way that we have come to deal with Islamic Terrorism. In short, I think we are seeing a backlash of the PC nonsense and heading in the right direction. Although, at a much slower pace than i would like to see.
That slowness comes because we have for decades always had some intellectual who could blame the U.S. for some imagined greivance and it has become part of our educational system. I know since i have read material that over the years came home from my daughters school. (She is now in college) but that is another story. Talk about propaganda. Yet I see in many cases it is the young people who are questioning the prevailing wisdom "all people are good, all opinions are equal, etc)

I understand your point, the agencies that are there to protect us are many times hamstrung by PC politics, left wing groups that have aligned with groups that do not share our national interests and of course organizations like CAIR, but both posts were from 2002, almost 3 years ago.

I offer it to this site because it attempts to explain a direct linkage of economic misery to legitimized Jihad. He asserts their economic stagnation produces a jealous hatred that induces their societies to strike out at successful neighboring and global economies. This would tend to support Bush's strategy of trying to bring democracy to the region in an attempt to alleviate one of their reasons for waging a hate war against civilized society. The idea that we should not show muslims the bottom of our shoes because they might get upset is a long way from important in my estimation. The problem is that he is looking for al-Qaeda members. He will not find such registered terrorists. The terrorists are just the ordinary law abiding moderate muslims one moment but "radicalised" at an opportune moment.
It is visible to those who have the mindset to see. Unfortunately, for those of the FBI who have had sensitivity training from CAIR, it is unlikely they will ever see.
Todays news: The British army is making a concerted effort to recruit muslims. They have even gone to mosques and asked the imam to encourage young muslims to volunteer. Nothing has been learnt since 9/11. So whats new?
All muslims in the West should be regarded as potential combatants.
The only way we will win this war and at the sametime regain our freedoms, as well as free muslims from islam, is by separation. The reason that "Islam" cannot officially be declared as the "problem"--the cause of current terrorism--is because of the US government of its "friends and allies" the Saudis. You notice that I did not say "our 'friends and allies,'" because the American people do not consider them to be that. It is the administration, this G. W. Bush one and every administration preceding it from that of Franklin Delano Roosevelt's on, that has had that "special" relationship with the Saudis.
Now we all know that the Saudis are behind the terrorist troubles afflicting the world. Not directly perhaps but by its funding of jihadist charities, mosques, and madrassas. We also know that there are present and former US government employees on the payroll of the Saudis. Still. 9-11 happened on Mueller's watch; he was the Director. You have the name, you take the blame.
Since then, however, there has not been another attack in the US. All the Muslims running around here, whether sworn jihadists, dedicated fundamentalists, fellow travellers, or self-styled "moderates" cannot be blamed on the FBI. We can thank State with its Saudi visa express and the slack border control--to please hispanic voters, keep labor costs down or for whatever other reason---for that.
With all the Muslims here, above ground, underground, sleepers, illegal residents, Hamas, Hezbollah, etc., as long as there is not another attack, the FBI is doing its job.

Apparently these attempts to recognize Islam as the cause of terrorism by the FBI ranks are being squelched at higher levels. The directive comes from the top down, and as long the administration (as have all administrations before it, since FDR) is trying to placate the Saudis, there is not much hope of reform. What with sensitivity training, hiring Muslim agents and translators, and letting CAIR call the shots, the FBI is being suffocated by political correctness.
