US Invokes Cold-war Tactics to Defy Islam: Report

CAIRO - Dusting off Cold-War tactics, the US administration has adopted a modified strategy to influence not only Muslim societies but Islam itself, a leading US magazine has reported.

IslamOnline thinks so. I doubt it. Government officials won't even admit that Islam has anything to do with jihad terrorism -- why would they try to influence it?

From military psychological-operations teams and CIA covert operatives to openly funded media and think tanks, Washington is spending tens of millions of dollars to get the job done properly via the White House's Muslim World Outreach strategy, the US News & World Report said in its 25 April edition.

The "Hearts, Minds, and Dollars" report said the US government has embarked on a campaign of political warfare unmatched since the height of the Cold War.

Realizing that it poorly reached out to the Muslim world through drawing up tens of plans and hundreds of ideas to win Muslim hearts and minds, the US administration is eyeing now third parties in the Muslim world, who share values like democracy, women's rights, and tolerance.

"You provide money and help create the political space for moderate Muslims to organize, publish, broadcast, and translate their work," Zeyno Baran, a terrorism analyst at the Nixon Center, who advised on the US strategy, told the weekly.

Although US officials say they are wary of being drawn into a theological battle, the magazine said, many have concluded that America can no longer sit on the sidelines as radicals and moderates fight over the future of a religion with over a billion followers.

America may not be able to sit idly by, but this is overstated in any case. Radicals and moderates fight over the future of the religion? Look: Free Muslims Against Terrorism is holding a March Against Terror soon. But how many Islamic groups have endorsed it? Only a handful: most of the endorsing groups are non-Muslim or at least have non-Muslim leadership. That speaks volumes about the strength of moderates in this alleged fight over Islam's future. The texts are not on their side, the imams are not on their side, and the Saudi billions are not on their side. Some fight.

Who is Moderate?

The strategy, however, failed to cite names of figures it considers as "moderates," whether they are liberal- or -conservative-minded figures.

A key, but unsurprising, omission.

But it was crystal clear in naming certain Muslim schools it wanted to uproot like Saudi Wahhabism.

It said that the Saudis are estimated to have spent up to $75 billion since 1975 to expand "their fundamentalist sect, Wahhabism, worldwide."

"The kingdom has funded hundreds of mosques, schools, and Islamic centers abroad," it said.

The strategy, meanwhile, recommends making peace with Muslim groups that eschew violence and are at odds with Al-Qaeda, like the Muslim Brotherhood.

Unbelievable. Where did the besotted, benighted, befogged careerists at State get the idea that the Muslim Brotherhood, the forefather of Hamas and Al-Qaeda, is a cuddly civic-minded Rotary Club?

"I can guarantee that if you go to some of the unlikely points of contact in the Islamic world, you will find greater reception than you thought," Milt Bearden, whose 30-year CIA career included long service in Muslim societies, told the US magazine.

"The Muslim Brotherhood is probably more a part of the solution than it is a part of the problem."

Thirty years at the CIA and long service in Muslim societies, and it doesn't look as if he picked up even the most basic principles about Islam and the Ikhwan -- the Muslim Brotherhood. Milt, I'm sorry to burst your bubble, but you might want to take a look at the pages of Jihad Watch sometime. The weekly further revealed that US intelligence officers have been meeting not only with Muslim Brotherhood members, but also leaders of other likeminded groups.

Cold-war Style

As it did during the Cold War, the US administration has fielded a worldwide network of propagandists, publicists, and payoff artists.

It is convinced that using music, comics, poetry, and the Internet is the best way to get across America's views to the Arab world.

The administration kicked off major new initiatives in foreign broadcasting--Radio Sawa, a pop music-news station in 2002, and Alhurra, a satellite-TV news network in 2004, both aimed at Arab audiences.

The US weekly cited reports that US officials have peddled fake video news reports and paid columnists to boost policies "here at home".

The aim is to break off moderate Muslims from radicals as it did during the Cold War when it pitted moderate socialists against hard-core Communists.

"That's how we're thinking. It's something we talk about all the time," Peter Rodman, the Pentagon's assistant secretary of defense for
international security affairs, told the weekly.

"In those days, it was covert. Now, it's more open."

An administration official admitted that the current ideological war was more difficult than the Cold War.

You can say that again.

"The Cold War was easy. It was a struggle against a godless political ideology. But this has theological elements," he said.

"It goes to the core of American belief that we don't mess with freedom of religion. Do we have any authority to influence this debate?" he asked.

Yes: terrorists are and have been operating under the cloak of freedom of religion. Islam must be acknowledged as having a political element so that they will no longer be able to recruit terrorists in mosques.

"You do it quietly," answered Zeyno Baran.

Politicized Aid

The US Agency for International Development (USAID) features high on the strategy.

Records reveal that several projects were funded by the US aid in as many as 24 Muslim countries like Egypt, Pakistan and Kyrgyzstan.

Also being funded: media of all sorts, from book translations to radio and TV in at least a half-dozen nations.

An Arabic version of Sesame Street has become one of the most popular shows on Egyptian TV, and along with lessons on literacy and hygiene, the program stresses values of religious tolerance.

In Bangladesh, USAID is training mosque leaders on development issues.

In Madagascar, the embassy even sponsored an inter-mosque sports tournament.

Well! That will stop the jihadists in their Nike-shod tracks!

In no country is the effort more pronounced than Indonesia, the world's largest Muslim nation.

Working behind the scenes, USAID now helps fund over 30 Muslim organizations in the country, the weekly said.

Among the programs: media production, workshops for Islamic preachers, and curriculum reform for schools from rural academies to Islamic universities.

Chaotic, Not Working

Despite the surge of activity, Washington's efforts to win hearts and minds remain chaotic and anti-Americanism now reaches across every strata of the Muslim world, the weekly said....

It isn't working because they refuse to recognize and address properly the source of the problem.

The Washington Post said Monday, April 18, that one of the main reasons that led to the "chaos" was that the US government has not tapped into its own Muslim minority as part of the global outreach.

According to the paper, Islam is the fastest-growing religion in the United States and is expected to become the second-largest religious bloc in the country in the next few years.

Despite this, the administration has put only two US Muslims in top jobs...

We have already seen the results of the unseemly rush in Washington to find and play ball with moderate Muslims: two of the biggest players, Al-Arian and Alamoudi, sit in prison at this moment. Are we going to do it again, or make sure that they're dealing with people who are trustworthy? But they can't do that, of course, without asking them tough questions about Islam and jihad.

...Maybe he meant that the Muslim Brotherhood was part of the "Final Solution"? That seems a bit plausible.

If only this were true. The communist threat was easy to recognize because it was a new form of the old totalitarian evil, and it expressed itself in ways that were anathema to the West (enforced atheism, for example). Islam, on the other hand, speaks in the language of religion; it has antiquity behind it to soften the impact (people respect old things even when they're vile); and the dhimmitization project has crept so far into our souls already that fighting against it is perceived by many to be "racist" or whatever other nonsensical label they use to discredit the critics.

By the time we manage to rip the mask off and reveal for all to see what lies beneath, it may be too late for a coherent government policy along the lines of the Cold War to be effective.

At that point, we'll be fighting in the streets.

This entire enterprise continues to be based on the dreamy belief that by encouraging those who claim to be, or appear to be, "good" or "reform-minded" or "not-as-bad-as-Al-Qaeda" Muslims, Infidels are most effectively minimizing the long-term and short-term threat that Islam poses to the Infidel world.
This approach is naïve, and dangerous.

It is wrong, and dangerous, because those who need to be alerted to the menace of Islamic doctrine -- Infidels rather than Muslims -- will continue to believe that they should make a distinction based, not on comprehension of what the teachings of Islam are, but on those who, while not exhibiting a fervent believe in those teachings, are taken -- falsely -- as "representative" Muslims and rewarded, or encouraged, only because they are less observant, more nonchalant, more willing -- for the moment and for reasons which may simply reflect self-interest and a calculation that there is more to be gained, from Infidel support and continued Infidel unwariness, than from forthrightly declaring what Islam is all about.

Milt Bearden and similar naive "tough-minded" C.I.A. agents are part of the problem. He, after all, was in up to his neck in supplying the Taliban with American weaponry for supposed use only against the Soviet forces. He has never come close to recognizing that perhaps the Taliban was, in the end, connected to a force far more dangerous to Infidel Americans than the decrepit and self-destructive Soviet Union (self-destructive because the sclerotic doctrine of Communism not only failed, but could be seen by many, including Soviet rulers, to have failed). He still no doubt has no idea that distributing tens of thousands of Stinger missiles to Muslim fanatics -- or simply to Muslims -- was not a great moment in C.I.A. history.

And so, while Al-Qaeda as the obvious enemy, it is not the only one, not even the main one. The problem is Islam itself. And the constant effort to support "good" Muslims --- and by offering money, of course, the ranks of those "good" Muslims will increase dramatically, as everybody and his brother tries to get in on the American largesse, and no one is going to point out that in fact, at any point, the lukewarm or nonobservant Muslim may be transformed into the other kind, often for reasons having nothing to do with grand politics.

There are all sorts of Bright Young Muslim Things claiming to be brave workers for reforming Islam, who never quite offer any specifics. They never tell us what doctrines in Islam can be changed, or how they will manage to bring about that change. We have a right to know -- will you somehow convince hundreds of millions of other Muslims that many ofthe most important facts in the Sira (Muhammad's biography) are false, and should be ignored? Will you manage to convince hundreds of million s of Muslims that even the greatest muhaddithin, al-Bukhari and Muslim (a proper name here) were wrong in spending their lives winnowing the false from the "authentic" Hadith, because they are all without authority?

And what about those who, from Mustaf Akyol, supported by the Turks, who appears to recognize that the Hadith are a problem (he is completely silent on the Sira) but that somehow they can be diminished in significance (by whom and with what authority?), to Khaleel Muhammad, a man from Guiana who, having acquired some degree in Islamic studies, and having acquired as well a good many well-paid gigs before synagogue audiences in places like south Florida, presumes to tell us (and cites not a single authority from the most-respected Islamic commentators, nor does he ever offer a single passage from any other quasi(i.e., contemporary) that the Hadith really don't matter, a position that only invites ridicule, and for which he offers not a single authority from the past, and among those of the present, some are at the level of Islamic knowledge and influence as Khaleel Muhammad himself -- simply Muslims who have come to this country, gotten a degree, and hung out their shingles as "authorities on Islam" for their naive non-Muslim colleagues (Azizah al-Hibri comes to mind).

Where there is money, there will be all sorts of plausible fellows buzzing around. And there will be all sorts of non-there there. Think of Kamal Nawash, who is politically ambitious, and who claims to be organizing the first March against Terrorism which, no doubt, he will use to promote himself ("Organized first Muslim-led March Against Terrorism and For Democracy") when he next runs (the first time out, he lost) for office. But his website offers no serious discussison of how to "reform" Islam or even how to begin to address what its teachings are. He offers no new plans and his "brave" views on Israel, for example, are merely the same old Edward-Saidian "bi-national state" with some bit of federalism, rather than a forthrightr acknowledgement that the non-Muslim Jews have a right to their sovereign state, that they have a legal, moral and historic claim that should include at least all of Western, if not Eastern Palestine, and that the "bi-national" state would, Treaty-of-Al-Hudaibiyya style, simply weaken Israel for the final kill.

And the so-called March Aagainst Terrorism at this point is meaningless. It will consist mainly, one suspects, of non-Muslims who will be counted by the crowd-counters as Muslims. It will be a vehicle for Kamal Nawash himself and his private ambitions. But above all, it is meaningless because it is too little, too late. There should have been a vast outpouring from Muslims in the world aganst terrorism long ago -- and the latest possible date for such a display to have meant anyting was September 2001. Anything now will be understood as what it is -- damage control, designed to shore up the position of Muslims in the West, now that too many people are learning too much about Islam, and are no longer satisfied with the usual jive, even from -- or perhaps especially from -- Bright Young Muslim Things.

It is a pity that the American and other Western governments do not put at the center of their attention the real heroes of all of this -- not the phony reformers, but the ex-Muslims, the apostates who risk their lives. And it is they, Ibn Warraq and Ali Sina and Ayaan Hirsi Ali and Azam Kamguian (three of whom testified last week in Geneva, along with others, on the treatment of non-Muslims and apostates under Islam -- save for Jihadwatch, where was this event covered? Have you read in the Washington Post or New Duranty Times a word about this important conference? You have not? Has anyone in the American government, in Congress, asked to have Ali Sina, Ibn Warraq, Ayaan Hirsi Ali, testify? No? Why not? Why do you suppose that it is that they are non-persons, instead of at the very center of the effort to make Islam less dangerous to Infidels, and even to its own adherents?)

The strategy should be, can only be, as follows:

1. Constrain Islam, do not try to change it. The canonical texts cannot be changed. There is no way to convince the Muslim masses that Muhammad did not behave as he did behave, or that he is anything but uswa hasana, a role model for all time. Learn from the example of the handful of would-be, constantly-defeated, reformers of the early and mid-20trh century. There is no way to change Islam. But it can be tied down.

2. Educate non-Muslims about the real teachings of Islam, including some familiarity with Qur'an, Hadith, and Sira.

3. Educate non-Muslims, and especially those whose duty it is to protect us, in the history of Jihad-conquest, and in the remarkably similar treatment of all non-Muslims -- Christians, Jews, Zoroastrians, Hindus, Buddhists --- subjugated to Muslim rule.

4. Educate non-Muslims in the various instruments of Jihad, so that emphasis is placed on diminishing the ability of Muslim states, especially but not only Saudi Arabia and Iran, to support the spread of Islam world-wide (the former with the mosque-and-madras building,and maintenance, and vast propaganda and Da'wa efforts; the latter chiefly with its nuclear and other weapons projects, and supply of weaponry and forces for "wet work" in the West).

5. Be skeptical of, wary of, extremely reluctant to open government and foundation wallets to, those with their hands out for Infidel aid, of whom there will be many. Be skeptical of those "reformers" who are publicity-hounds, who are attempting to climb to the top of whatever academic greasy pole they are clinging to, who may present themselves, even label themselves, as "among the world's leading experts on Islam" (google www.scholarofthehouse.com for one notorious example, or just google "Khaled Abou El Fadl" and "Hugh Fitzgerald" together).

6. For every 500 articles on some publicity-hound, such as Irshad Manji, there is one about Ibn Warraq or Ali Sina. Why? Why do we not pay as much attention to those highly-intelligent people who have grown up as Muslims, are intimiately familiar with a Muslim milieu, know what is said behind the backs of Infidels, know what attitudes are encouraged, understand even the tug of Islam -- from filial piety to the security of a Total Explanation of the Universe -- and can be of most assistance in helping to figure out, as those who remain loyal to Islam,by continuing to call themselves Muslism, in the end cannot (for the latter will not wish Infidels to see the real impossiblity of any reconciliation between the tenets of Islam, and Infidels). Do what you can to demand that Defectors from Islam be treated, by official circles, with the same respect that, in 1946 or 1950 or 1958, the American government would have treated defectors from the KGB.

7. Realize, however difficult it is to do so, that even those "good" commentators or "good" Muslims -- are limited either by filial piety, by the need to keep their "Muslim" credentials, and cannot allow themselves the clarity that ex-Muslims possess. We have relied on Zalmay Khalilzad as the ambassador to Afghanistan, on Navy Lt. Abou-Enein as the co-writer (with another Muslim) on an Army War College report (riddled with error) about Islam, in Iraq we listen to all those "nice" Iraqis -- Ambassador Francke, Kanan Makiya, and others who, while they are secularists, cannot for all sorts of reasons come to see Islam as we who have no conserations of civilizational pride, filial piety, or avoidance of embarrassment to inhibit us, as so many Arabs and Muslims even of the best kind seem to (think of those friendly and hopeful Iraqis clinging to the devote belief in the marvellousness of their own history -- "we have a 5000-year-old civiliization" --or those who console themselves with exaggerated tales of Haroun al-Raschid, or deeply believe in the myth of tolerant Islamic Spain, or refuse to consider that so-called high Islamic civilization was in many ways, the result, in its cultural achievements (in translation, in science, in architecture) largely a parasitic one, relying on Byzantine models (of architecture), of translation by Jews and Christians (with Arabic names, of course), on transmission of the achievements that were outside Islam, and on free-thinking Muslims (such as ar-Razi) who, once Islam,after the first 200-300 years, congealed into what the enemy of free and skeptical inquiry and of most expressions of artistic freedom that it has remained. And it was during those same early centuries that non-Muslims, not yet reduced in numbers were able to contribute, and to exercise a fructifying influence on Muslims that came to an end.

And as for Fouad Ajami, piercing as he sometimes is in his analayis of American naviete and Arab nonsense and lies, one notices that he never confronts the problem of Islam, does not dwell upon it, or even come close. And thus his usefulness is limited. He may see through Arafat (but what is there to see through?) or Mubarak or Saddam Hussein, he may detest the Saudis -- but he cannot bring himself to connect all the dots, and relate the teachings of Islam, the attitudes of mind that Islam encourages, the xtraordinary defensiveness of Muslims, including even those enlighted members, say, of the Kuwaiti elite (a Behbehani or two comes to mind), who, cushioned by vast wealth, are willing in camera to tell the truth about Islam, but will, for example, immediately begin to adopt another tone should an Infidel raise the little matter, say, of the Qambar case (the Kuwaiti who was punished and threatened with death for converting to Christianity).

In other words, in the end, all those who continue to call themselves Muslims are unable to tell the full truth, and in that failure, continue to mislead Infidels who do not retain an absolute clarity, rooted in knowledge, of what Islam is all about, how it effects men's minds, and the impossibility of reforming it, and the need, from within and without, to constrain it.

7. American efforts should be directed to ending Muslim migration to the Lands of the Infidels, in America, in Canada, in Latin America, in Western Europe. If the grotesque overbreeding -- 10 and 12 children per family -- is to stop, then it will only stop when the export of Muslims (all of them missionaries, and some of them potential warriors, for Islam) to the Western or Infidel world, the Bilad al-kufr, is no longer possible.

Within Europe, the failure to think things through is indicated in those who believe that it would be best to spend even more money on Muslims, attempting to teach them Western languagues, to learn about how to enter and use for their own purposes (so that, presumably, they will be less inclined to support violence -- and indeed they might) the political system. But as long as they remain Muslims, their ultimate aims will be contrary to those of the indigenous Infidels. And by spending money to "integrate" them Infidel governments will only increase the ability of resident Muslims to gain political power, and to cause political leaders (look at what politicians are doing in England today) to pander to Muslim demands, which can include everything from preventing the enforcement of laws banning the hijab in France, to censoring the showing of "Submission" (which was to have been shown to the Euro-Parliament in Brussels, but was just cancelled "for security reasons" and also, doubtfully, because the owner of the film rights supposedly claimed -- no doubt having been made an offer he couldn't refuse by Muslim groups -- that he was opposed to the showing).

Instead, the European countries are now spending money on "integrating" Muslim populations. What a vain and silly hope. What do they intend to accomplish? They offer language classes. They offer classes in the political system. Some of the European countries offer classes to Muslims in how to pick up local girls by actually talking to them, thus apparently hoping to discourage the alternative means employed (grabbing them and raping them, sometimes with a gang of fellow Muslims, who similalry had never had those classes in conversational gambitry --"you hate parties, too" -- that would have made such a difference.

These courses in "integration," should they succeed, will succeed only in producing a class of Muslims more linguistically adept, more cleverly able to exploit the freedoms that were the products of Infidel political systems, and that were not intended to deal with an absolutely unprecedented situation, one in which tens of millions of people, adherents of a total ideology (and one which, moreover, is described rather carelessly as a "religion" and receives all sorts of unmerited respect, and even legal protections, by that too-generous and misleading description). We will have more Tariq Ramadans --more subtle in their sinister serpent-like casuistry, better able to supply the mountebank's patter with which to entice or inveigle or continue to mesmerize the trusting, credulous, hopelessly innocent Infidels.

Indeed, imagine if in 1946 or 1950 or 1958 Western Europeans had opened schools to teach nice, friendly "Soviet citizens" eager to learn about the West, the languages and cultures of their respective countries. Well, in fact such schools, teaching "Soviet citizens" to speak perfect English, French, German, Dutch, Italian and to familiarize themselves completely with the mores and manners of the English, French, German, Dutch and Italians, respectively, did exist.

But they were not paid for by Western governments. They were schools run by the Soviet government, designed to train K.G.B. agents, who would then be stationed in the United Kingdom (and the United States), France, West Germany, Holland, Italy. Now, in our refusal even to consider that Islam -- not "Wahhabi" Islam, not "Khomeini's Islam," not "the Islam of some 10-15% of Muslims -- but Islam itself has demonstrated over 1350 years, from Spain to East Asia, that it is irreconcilable with the interests, the ways, the beliefs, of non-Muslims. And that being so, it would be advisable for the governments of the Western world not to supply K.G.B.schools for what must be, in the end, agents of not merely an alien creed (Buddhismn and Hinduism and the Sikh religion are "alien" to Judeo-Christian civilization) but a hostile one.

8. Do everything to create the conditions in which the failures of Muslim countries -- the political, eocnomic, intellectual, and social failures -- are more and more apparent.

The Muslim world should not be propped up by Western foreign aid, even aid that is designed to provide "Defense-of-Democracies" jobs for some non-Muslims in Washington who continue to be unable to recognize -- or do not wish to recognize -- that Islam itself is a problem for which "democracy" is not a solution. One need only look at the very costly and, to the United States, very damaging (to men, materiel, morale, and the taxpayers' finances)"Light-Unto-the-Muslim-Nations Project in Iraq that by no means logically was connected to or should have followed upon, upon the justified invasion of Iraq, removal of Saddam Hussein, and disruption of a potential military threat from Iraq. Or one may look for lessons to the 80-year-old example of a previous effort, Kemalist Turkey, where "democracy" even in its primitive form arose after, not before, a systematic attempt to limit the political and social power of Islam. That Turkish "Light-Unto-the-Muslim-Nations" Project has turned out to be far shakier, and perhaps far more temporary, than either the American government, or the secularist Turks, the beneficiaries of that systematic limiting of Islam, apparently wish to believe. During the Cold War, of course, Turkey could no wrong. The Cold War is over. The cult of Atatruk remains, but it is getting cold, and Erdogan's Islamic party controls 2/3 of the seats in an American-bashing Turkish Parliament, in a country that demands -- by some kind of divine right -- entry into the E.U., a country which has now shown support for the Arab Jihad against Israel, whose high officials accuse the Americans of being "worse than the Nazis" in Iraq and who similarly attack the new Pope for being a supposed Nazi -- odd charges from a country which has failed to admit to its own impressive, first-in-time genocide, and which furthermore now has "Mein Kampf" on its bestseller list. The belief that Turkey was permanently in our camp was always foolish -- now it can be seen to be foolish.

As for those silly and naive "old C.I.A. hands" such as Milt Bearden (or for that matter that sinister and stupid boyscoutish Michael Scheuer), they never knew what Islam is about. They still don't. They don't read, they don't think, and are simply not up to the level of the very clever anti-Soviet agents, many of the deeply familiar with Soviet Communism and versed in all of its wiles, who were so valuable during the Cold War.

Those people exist and should be supported and given a forum, a platform, aided to spread their word, and words. They are not running around, hands out for American manna, declaring that they will bring "democracy" and a wonderful new Islam to the world. Their message is grimmer, more truthful, and more useful.
