In other words, if the FBI knew all along that Arian was a local leader of a terrorist organization, why did the agency not warn the White House, the presidential candidates and the members of Congress against meeting with him?

Having been one of the few westerners to attend the ICP conferences in the late 80s and early 90s I can guarantee that the FBI and other government agencies were aware of Sami's activities.
