Taxi drivers are in an excellent position to serve as spies, and as watchdogs as well as for surveillance. In a culture, such as New York, that relies on taxis, taxi drivers would be in a position to pinpoint the location of certain individuals at any given time...
They are already doing this, Voltaire. My oldest son is a police officer in a large city. He has come upon Middle Eastern taxi cab drivers taking photos near government buildings. One man had a sketch pad, drawing buildings. Of course, they always have excuses, photography or art as a hobby as they wait for the next customer, sending pictures to the folks back home, etc.
Taxi drivers always make good spies. And now with picture cellphones, they can send photos everywhere. They don't even need a description of who they are supposed to be watching.
I had a close friend who went to Washington D.C. for briefings at a big think-tank. The last day was spent at CIA headquarters. At lunch, there were six or eight people like him, and a CIA employee.
