Will earthquake aid really win over Pakistani hearts and minds? This article, "For Devout Pakistani Muslims, Aid Muddles Loyalties," from the New York Times (thanks to the Constantinopolitan Irredentist), suggests that it does win over those who are not politicized, but that jihadists and their sympathizers are unswayed -- as I observed about the tsunami relief effort in this article.
This highlights another problem that I have often noted: that peaceful Muslims are susceptible to being politicized by jihadists, thereby rendering hearts and minds initiatives void. Continued protestations that Islam is a religion of peace that has been hijacked, and refusals to look squarely at the ways jihadists use Islamic theology and tradition to justify their actions and recruit, only exacerbate the vulnerability of non-politicized Muslims by cutting the ground out from under anyone who would oppose this jihadist activity in any effective way. No one can fix a problem when they will not even admit that it is a problem.
BASSIAN, Pakistan, Oct. 24 - Asmat Ali Janbaz's explanation for the American military helicopters flying over this isolated mountain valley last Thursday afternoon was familiar.Mr. Janbaz, who lives in the area and who describes himself as an Islamic hard-liner, contended that the Americans were not ferrying injured earthquake victims to safety; instead, they were secretly establishing an American military base in northern Pakistan to encircle China.
"This is the mission!" he declared triumphantly. "Not to help the people of Pakistan."
Yet after Mr. Janbaz departed, something extraordinary happened. Here in a mountainous corner of northern Pakistan long thought to be a center for militant training camps and religious conservatism, three men dismissed his theory and heartily praised the United States for aiding victims of the Oct. 8 earthquake, which killed more than 53,000 Pakistanis.
"People don't believe such things; people only believe in what they are seeing," said Manzur Hussain, a 36-year-old hospital worker whose brother, sister and two sons died in the earthquake. "People who give them aid, they respect them."
While it is too early to reach firm conclusions, anecdotal interviews with earthquake survivors in this picturesque mountain district, known as Mansehra, suggest that American assistance may be improving Pakistanis' perceptions of the United States - an image that has been overwhelmingly negative here since the invasions of Afghanistan and Iraq....
Muhammad Farid, a homeopathic doctor in the devastated town of Balakot, said he still deeply disagreed with the American invasion of Iraq and other policies. But the dispatch to Pakistan of 14 American military helicopters and more than 20 foreign search and rescue teams surprised him.
"It has changed our opinion about the United States," he said, adding that hard-line clerics' descriptions of debauched foreigners have proved untrue. "They have been accusing all these people of spreading immorality, but these are the people who came to save our lives."
Pakistani officials and political analysts cautioned that any relief-related change in perceptions would be limited. The international aid may sway the perceptions of moderate Pakistanis, particularly well-educated city dwellers, they said, but it is unlikely to sway the country's small core of militants who support Al Qaeda.
"Even if paradise is delivered to them, they'll keep abusing us, the Americans and the Jews," said a close aide to President Pervez Musharraf, a military ruler and religious moderate who has survived at least three assassination attempts from suspected Islamic militants. "This is going to take a long time."
Islamists are also doing their best to aid earthquake victims and curry support, and in an unknown number of cases, succeeding....
Al Qaeda, whose senior leaders are thought to be hiding several hundred miles to the southwest along the Pakistan-Afghanistan border, also joined in. In a videotaped message released on Sunday, the group's No. 2 leader, Ayman al-Zawahiri, urged Muslims to help earthquake victims.
"I call on all Muslims in general, and I call on all Islamic humanitarian associations in particular, to move to Pakistan to provide help to their Pakistani brothers, and that they do it quickly," Agence France-Presse reported him as saying. "All of us know the vicious American war on Muslim humanitarian work."
Mr. Janbaz, the self-described hard-liner, echoed those sentiments in an interview in Bassian, a village just outside Balakot. He painted the American relief effort in sinister terms and identified himself as a member of the Movement to Enforce the Law of Shariah, a banned militant group that dispatched volunteers to fight American forces in Afghanistan in 2001.
But he appeared to have few takers around Balakot, a riverside town of 150,000 people that appears to have suffered most of the 13,285 deaths in the Mansehra district....
This is a problem, not specific to Muslims (and I'm making no apologies here) it is endemic in all cultures and social situations, especially where the subject is religious and/or political identity.. Peer Pressure, the call to Patriotism, the fear of being considered an apostate, an outsider, unpatriotic, kind of like Rush Limbaugh and Oreilly calling antiwar Americans (even retired and/or wounded vets like Max Cleland) cowards and traitors.
However much we do to relieve the suffering of muslims in disaster areas, offer them aid in development, or even come to their help in Bosnia or Kosovo, it will not make the slightest bit of difference how the islamic world sees us. The aid, military help or whatever, in the view of the devout muslim does not come from us, it is simply the will of allah. If we sent forces to Bosnia and Kosovo, it is simply that allah wished it so. No thanks to the Infidel but thanks go to allah.
Pre-destination, as allah knows all and guides all, is rooted in islam, which makes its followers fatalist. It is the main cause of poverty of thought and development, that is characteristic of muslim nations not endowed with oil.
As an above poster has noted: peer pressure isn't limited to Muslims. I am sure that some do feel gratitude but can't make the expression for fear of reprisal.
Non-Muslims are required to pay the Jizya--thus gratitude is not required and is un-Islamic. Could this be the reason why the filthy rich Gulf States billionaires and other wealthy Muslims don't bother to have a Muslim-style FEMA and forces set up to deal with the ever-present problems that occur in that part of the world? Russian Forces Reportedly Kill Al Qaeda Militants Near Chechnya

Russian forces have killed two militants in the North Caucasus republic of Ingushetia close to the border with Chechnya. It was reported that the militants were obeying Al Qaeda orders.
One of the militants blew himself up during the fight, ITAR-TASS news agency reported, citing the local security service press center. A source in the Prosecutor General’s directorate in the North Caucasus was quoted by the RIA-Novosti news agency as saying the militants were linked to Al Qaeda.

Three Years on: Russians Remember Theater Siege Victims

Dozens of Muscovites gathered near the Dubrovka Theatre on Sunday to remember the victims of the 2002 hostage drama, the Itar-Tass news agency reported. Most of those who attended the ceremony are relatives of the victims and survivors of the siege.
A gang led by Chechen militant Movsar Barayev broke into the theatre building during an evening performance of the musical “Nord-Ost” on Oct. 23, 2002. They took hostage 912 people, including many women and children. The siege continued for three days resulting in the deaths of 50 rebels and 129 hostages, the latter, for the most part, as the result of a nerve gas used by Russian security forces in a attempt at rescue.

Russian MP Calls Bird Flu “American Provocation”

A deputy of the ultranationalist Liberal Democratic faction of the Russian State Duma, Aleksei Mitrofanov, has said in a parliamentary speech that bird flu was invented by Americans who wanted to dominate the world’s poultry markets.

I disagree. I don't want a single tax dollar to
aid Pakistan. If you wish to privately donate
your own money to help, feel free. Muslims are swimming in petrodollars, so I'm sure that the
Pakis can get aid from their wealthy Sunni Arab brethren.

Hopefully Hugh will be able to rephrase my basic point with his usual eloquence- that being that misinformation like this (the Washington Post ran a similar story) must be fought because it only reinforces the foolish, lazy notion that Muslim terrorism is a result of poverty, and that if only we gave more foreign aid (See how much goodwill we bought with just that tiny smidgeon we sent after the earthquake!? They pray to Allah for this divine favor, and promise to be zealous in following Islam if they get the golden visa. When they arrive, most Westerners think that these Muslims will see how liberal, tolerant and friendly they are, for giving them such an opportunity; when in fact the Islamic mind perceives their new life in the West as solely a gift from Allah, they see the land in which they live as being the property of Allah, and view their non-Islamic neighbours with haughty disdain.

It is a difficult one. I can not disagree with Beagle that we have to help victims in Pakistan, yet I feel very uncomfortable about doing it. Napoleon, when asked what he despises most in people, said – “lack of gratitude”.

We have short memories: once we helped the Afghan- Arabs to fight the Russians - that has come back to haunt us; everything we taught them the Afghan-Arabs (Taliban) used against us.To date we are paying the price for the help we gave this Vermin. So why help the Pakistanis now? They hate the US and the EU. They export virulent anti-western propaganda and Jihadi-immigrants.The Madarassas provide visiting Pakistanis know how on to terrorize the West. It was only Pakistan and our other so called friend the Saudis who recognized the Taliban government in Afghanistan. We should not help Pakistan at all. We have over the years given them billions in foreign aid and they are the most ungrateful nation on earth. Their man Dr. Khan stole nuclear technology and then sold it to all our enemies, and what did the Government of Pakistan do - but slap him on the wrist and pardon him. He lives in great luxury in Pakistan with the illegal money he made selling centrifuges and other nuclear related devises.

Give me a break, when are these people going to wake up.
I work with Pakistanis and people from around the world. It doesn't matter if they are rich or poor, educated or not (in my case everyone I work with is extremely educated), all the Pakistani muslims and their kin hate the West and America even if they are working in the United States, educated in the United States or even just a foreign medical graduate trying to get a resident position, they all hate America, the West etc etc when you sit down and listen to their opinion on the West. Enough heated debates happen, believe me.
And trying to win the hearts and minds of what? With all this aid, most of it will go into the pockets of the corrupt Pakistani officials, a huge amount will be used to re-establish terrorist outfits which were devastated by the earthquake and less than 1% will actually go to the people who are innocent victims of the disaster. No one realises how much aid has actually come into Pakistan, and Pakistan's reasoning is that it needs to rebuild the infrastructure of POK (Pakistani-occupied Kashmir). Who are they trying to fool? Kashmir was always a mountainous terrain with hardly any development. It was a beautiful region only for its scenic natural beauty, but in terms of modernization? Hell, hill-billies in West Virginia had more technology, so who are they trying to fool? And yet, they fool everyone since its all pouring in and the aid will help finance another super Jihad.
To top it off, India is the biggest Idiot in the world, knowing full well that Indian soldiers were tortured to death in full disregard for the Geneva convention in the Kargil war and Pakistan sponsors all the terrorism in India and Nepal. And yet they still go there to help the people who wish to see them dead, what is wrong with India's leaders????
Islamists are only good at biting the hand that feeds them. The Imams have been very quiet though about Allah striking in the heartland of Jihad, unlike the despicable statements they made after the tsunami and Katrina. No wonder people are reluctant to part with their cash for the victims if they think it's going to be pocketed by jihadists and their nasty little projects.

Like many of us westerners, you make the mistake of ascribing rationality to the mullahs. The more contact I have with the wacky world of islam, the more it becomes apparent that islam is an entirely reason-free zone.
I think on balance, much as it hurts my consience to say it, the hard-line is correct. No amount of "helping hands", money, food, helicopters, will combat the lunatic milieu created in Pakistan by islam, and as another poster said on another thread, any country which can afford a nuclear arms programme (but not, apparently, helicopters, in one of the most mountainous regions on earth) shouldnt come bleating to the rest of the world for financial assistance.
There was a report featured recently on the BBC, detailing 'how little' EU countries had coughed up for Pakistan. The charity which produced the rport havent, to my knowledge, been collecting statistics about the aid given by the gulf states. No surprise there.

General Musharraf’s longevity in power could be affected by the continuing erosion of Pakistan Army’s domestic image under General Musharraf. With the TV and information explosion in South Asia, Pakistanis have become aware that the Pakistan Army under General Musharraf :
1.Suffered a military setback in Kargil at the hands of Indian Forces
2.Had to retreat and be retrieved by kind courtesy of the United States from Konduz in Afghanistan to escape a massacre by the Northern Forces
3.Being held at bay by tribal fighters in Southern Waziristan
It took nature’s fury, i.e. the recent earthquake in Kashmir to bring home to the Pakistani masses that their much-vaunted Pakistan Army was not visible in any relief effort for a week in Pakistan Occupied Kashmir. This despite the fact that this area has the highest density of Pakistan Army troops concentration. Pakistanis and especially those in POK have been vocally critical of the Pakistan Army.

Concluding Observations
Six years of military rule by General Musharraf have not changed Pakistan at all. Pakistan for all practical purposes is a state in decline.
All that stands in between Pakistan and a “Failed State” status is the United States political and strategic sustenance and American daily doses of economic resuscitation. The United States has ensured that in return for pandering to General Musharraf’s personal “indispensability” instincts, the United States (much to the dislike of the Pakistanis) stays embedded in Pakistan in terms of military bases, enhanced intelligence presence and one could guess even full control over Pakistan’s nuclear arsenal.
Pakistan’s six years of military rule under General Musharraf has been a heavy price to pay for a country which aspired to be the leader of the Islamic World.

But never before has it faced such severe criticism by members of the public, as it is doing now for its role in the relief operation. From Muzaffarabad and Bagh in Pakistan-administered Kashmir to Balakot in the country's northern region, people have been accusing the army of failing to come to their help in their time of real need. The criticism was quite sharp in the first couple of days.But even after the relief goods started to arrive and rescue teams launched a major drive to find possible survivors, many of the victims' families are saying it is too little - and certainly too late. "
13.Musharraf has been frequently touring the affected areas, but has been accused of visiting only the injured military personnel and avoiding the civilian victims, lest he become the target of their anger. There has been growing criticism of him in the Pakistani army at the lower and middle levels. The Hizbut Tehrir (HUT) has reportedly been circulating pamphlets in the military barracks, accusing him of being more interested in protecing American lives in Afghanistan than in protecting Pakistani lives in the POK and the NWFP.

After six years of military rule, the picture is that General Musharraf stands confined to Army House in the garrison city of Rawalpindi. He does not even venture out to the capital city of Islamabad, next door, for his official duties.
