Ministers, politicians and religious leaders from almost 50 Muslim states were gathered for two days in the Moroccan capital at the first Islamic childhood conference.

The resulting "Rabat Declaration" puts special emphasis on female genital mutilation and other harmful practices discriminating girls, underlining it is against Islam.

Female genital mutilation (FGM), which is also called female circumcision, is most widespread in sub-Saharan Muslim cultures, but Muslim scholars for decades have emphasised that there is no Islamic basis for the very harmful practice, which causes many deaths among young girls each year.

The growing number of anti-FGM activists today found solid support among the most important decision-makers in the united Islamic world, united in Rabat. The first Islamic Conference of Ministers in Charge of Childhood - organised by the Organisation of Islamic Conference (OIC) and the Islamic Educational, Scientific and Cultural Organisation (ISESCO) - today issued a strong-worded declaration condemning FGM.

The Rabat Declaration called upon all Muslim states to "take the necessary measures to eliminate all forms of discrimination against girls and all harmful traditional or customary practices, such as child marriage and female genital mutilation." The protection of children "from all forms of exploitation, abuse, torture and violence" was high on the Ministers' agenda...

Um Atiyyat al-Ansariyyah said: A woman used to perform circumcision in Medina. The Prophet (pbuh) said to her: Do not cut too severely as that is better for a woman and more desirable for a husband.

This is known to be a "weak" hadith in that it does not meet the strict criteria to be considered unquestionable (classified as mursal, According to Sayyid Sabiq, renowned scholar and author of Fiqh-us-Sunnah, all hadiths concerning female circumcision are non-authentic.

Weak,non-authentic or what-ever it is there and millions of young girls have been mutilated

Shari'ah (Islamic law) divides actions into five categories; mandatory, commendable, permissible, detestable and strictly forbidden. Female circumcision falls within the category of the permissible. It was probably on this basis that some scholars opposed a sweeping ban of this practice. Before discussing this view, it is important to distinguish between different types of procedures that were and still are called circumcision.

TYPES OF CIRCUMCISION
a) Removal of the hood (or prepuce) of the clitoris. This procedure is, to some degree, analgous to male circumcision since in both cases, no part of the sexual organ is cut off. In both cases also, it is only the foreskin, or outer fold of the skin, which is cut off. Properly done, it is not likely to cause any "matrimonial" problem. While some may call it "sunnah circumcision," this is their own appellation and not that of the Prophet (P) who used the term Sunnah only in the context of male circumcision.

b) Removal of the entire clitoris (clitorectomy) along with part of the labia minora, which is satured together leaving an opening. This is a form of mutilation.

c) Removal of the entire clitoris, labia minora and medial part of the labia majora, whith both sides of the female organ stitched together leaving a small opeing. This procedure requires tying together the child's legs of nearly three weeks. [9] It is called the Pharaonic procedure but may as well be called "mutilation".

It is obvious that the second and third procedures were never mandated, encouraged or even consented to by the Prophet. They even violate a known rule in Shari'ah prohibiting the cutting off of any part of the human body except for unavoidable reasons (e.g. medical treatment, trimming nails or hair, or for an explicitly specified reason such as male circumcision). Such necessity or need does not exist in female circumcision. Nothing justifies genital mutilation. In fact, no mutilation is allowed by Islam even in the battlefield. Not only are these two procedures unjustifiable, they are brutal, inhumane and in violation of Islam.
The remaining question then relates to the first procedure. Some (e.g. the late Rector of Al-Azhar University, Sheikh Gad Al-Haque) argued that since the Prophet did not ban female circumcision, it falls within the category of the permissble. As such, there is no ground for a total ban on it. However, it is within the spirit of Shari'ah to restrict something that is permissible if discovered to be harmful. For example, all fish are permisible to eat. Should a particular type of fish be proven to be poisonous or harmful, it could be banned based on a known Shari'ah rule (Al-dharar Yozaal), or harm must be removed. The real issue then boils down to whether the first procedure is harmful or not. Granted that such a procedure may not be seriously damaging like the other two, it may be argued that it is painful, traumatic and often performed in an unhygienic setting leading to infection and other problems. Even if the procedure is performed by a physician, it is so delicate that not all physicians master it.

It should be noted that some people oppose female circumcision as part of their opposition to any "tradition" as old and invalid. This is as inappropriate as practicing female circumcision because it is a "tradition," regardless of its consistency with Islam or not. The practice should be evaluated objectively, on the basis of

a)whether it is required religiously or not

b) whether there are medical and other relevant issues to be considered in evaluating this practice.

While any form of female circumcision is already legally banned in some countries and may be banned in others in the future, it is not suggested here that this is the only option. In societies and cultures where the practice is well entrenched and socio-cultural pressures for it are great,abrupt legal banning may not end the practice. It may cause it to be practiced "underground" and under more problematic circumstances. However the problem is serious enough that some action is needed. A starting point, perhaps, is to begin by educationg the masses in countries where female circumcision is commonly practiced. All possible media should be used in the process. The contents of this appendix may serve as an outline of such an educational program, or it is so hoped. In any case, the conclusion which appears to be certain is that there is no single text of the Qur'an and Hadeeth which requires female circumcision.


So my conclusion is the Organisation of Islamic Conference (OIC) will just be another NATO (No Action Talking Only)

Hmm...I notice child marriage is in there. Wasn't that DIRECTLY sanctioned by MO himself? Are they saying the "prophet" (sh*t be upon him) was wrong? There could be some backlash from the pedophelic side of the "believers" there.

They say "it's not part of Islam" and that's bullshit. Read the book "Slave: My True Story" by Mende Nazer... she recounts her genital mutilation.

A dirty old hag comes to visit early in the morning... Mende is only 9 or 10 years old. The aunts, cousins, and sisters all hold her down, spread-eagle and naked. There is no anesthetic, not even the age-old "western" alcohol (OF COURSE NO ALCOHOL!!!) The dirty old c**t digs a hole in the ground between the girl's legs, pulls out a razor blade, and starts a-cuttin'. Mende screams and screams, but her relatives try to calm her and tell her it is vitally necessary to receive this in order to get a good husband. The old crone drops the chunks of flesh into the dirt hole beneath her, and kicks the dirt back into the (dirt) hole. When she's done, she sews what remains into a tiny aperture. Just like Mohammed wanted it.

For weeks Mende is in constatnt severe pain. Urination is particularly difficult and makes her scream in pain. The only treatment is tea, yes the kind of tea you would drink, applied to the 'affected area.'

Many girls die of this Islam-sactioned practice every year, but they can't pin the blame on Israel so no one cares.

Weeks later the old herridan comes back to remove the stitches. Eventually the pain is gone and Mende doens't think about her vagina again until she is taken captive in a murderous slave raid and raped by the Arab that captures her. Just like Allah inteneded.

A device designed to keep the wife chaste while hubby is away. In both cases the reason is the same...male insecurity.
At least one muslim believes that. He told me that the reason for fgm is to keep the woman home. So she wont go off with some other guy.

Only steps that show Muslims are dismantling the Islamic apparatus are steps in the right direction.

Muslims should not be gathering to figure out ways to Islamically iron out the hideous wrinkles in their culture; they should be gathering to figure out ways to compartmentalize Islam out of the public legal spheres of existence, so that it ceases to be a hindrance to living in the modern world and its modern Western human rights.

This kind of conference only helps to solidify the Islamic superstructure. Islam needs to be deconstructed and dismantled, not tweaked and spit-shined.

Some people are never happy. Slowly, slowly catch ye monkey. If this group can teach the ignorant masses the absurdity of this practice, the in it a step forward.

For those with an interest in FGM there's a lot of info below. A Google search will provide endless detail, and a chat with a public health nurse most anywhere will reveal the spread of this evil practice, likely even in your city or town regardless of where you are. But the worst is actually meeting girls who have this done to them, seeing them face to face, knowing them as people, seeing them as friends who've been mutilated.

Another conference doesn't mean a thing. The only way this will ever end is by force, by beating those who do it, by hanging those caught, by stringing them up from tree limbs and lamp posts and leaving them for the carrion birds as examples of what happens to those who defy the new law, ragardless of sensitivities of the locals. If they go underground, then chase them underground and pull them back to the surface and into the sunlight and hang them.

There's nothing practical in the above recommendations. I can write till I'm whithered and it won't save one girl from torture. But, by writing that in public I hope to make it clear that we can write that in public, and that if some don't like it others will agree regardless; and perhaps at some point many will come out and write the same sort of thing till it becomes the normal thing to write on this topic rather than to pretend it doesn't exist or that it's not our business to interfere in other people's customs and social rites. Maybe breaking the relativist tabu in public often enough will make the tabu meaningless in public and people might realize how disgusting and evil FGM is; and maybe if they hear and read this often enough they'll chime in just so they too are with those in the majority. Then we have a chance of sending in UN piece-keepers, those armed not only with guns but with the will to act on behalf of Humanity rather than for the sake of pampered politicians.

No FGM; and for those who pretend it's a matter of senstivity toward others and a matter of racism to interfere I say I spit on you, you filthy scum bastards. Maybe if the apologists get spit on often enough they'll at least keep their filthy mouths shut.

I shall be taking a break from blogging - on islam anyway. I really need a break from this stupid islam stuff.

I'm glad to see that more and more people are waking up to the threat of islam. It is an insidious threat, far greater to human liberty then communism or Stalinism. It operates by invoking fear in individuals and society at large. Sooner or later though, people will say enough is enough, and it is then that islam will be totally defeated.

I'm confident though that like Nazism and Stalinism, islamic idelogy will also be confined to the dustbin.

You say that Muslims should be attempting to cease being a hinderence in our society but do not want them to do this Islamically. However, I think that the majority of Muslims would reject any attempt at change unless it was backed by an Islamic forum such as OIC etc.

The decentralised aspect of Islam is one of the reasons that radical preaches are able to gain such a following. There is no heirachy for everyday muslims to confirm that what they are being told is the correct "version" of Islam.

This conference and joint statement may not have any great effect but if it prevents just one child from being discriminated against that would have suffered then I think it has to be considered beneficial.

I have just received a video forward of some guy having his penis chopped with a machete, apparently for cheating on his wife. All women are showing only their eyes and the watermark of the video is "SnuffX.com". The site looks rubbish (only went to 1st page) but I have questions on the video...

Would it have been fabricated?
Is this a legitimate punishment under Sharia?

I am puzzled by the apparently low level of concern about the practice of non-consensual genital mutilation of males without medical necessity, which I understand is mandated by Islam.

Within the last 2 years BBC News reported 3000 cases of the genital mutilation of young girls came to the attention of the British Health Authorities every year. I believe they said it occured mainly in the Somali community and Doctors were advised to deal with such cases "sympathetically"
