"Troubled" region (the title merely picks up the article's adjective)? Is that like the "troubled" youth we read about who belong to a local franchise of the Crips or the Bloods? Those "troubled" marriages where he doesn't have income and she's not pattable? A "troubled" this and a "troubled" that?
