EU foreign ministers on Monday called on the Hamas to clarify its political intentions in an eventual Palestinian government, urging it to embrace peace efforts with Israel.The 25-member bloc is also questioning whether it can continue its multimillion euro aid to a government that looks likely to be led by Hamas, a group that remains on an EU blacklist of terrorist groups. Hamas, meanwhile, called on the international community Monday not to cut aid to the Palestinian Authority.
Promising the money would only go toward helping the Palestinians and saying a Hamas government is ready to have its spending monitored, Ismail Hanieh, a Hamas leader in Gaza, also said the group is ready to negotiate the terms of continued foreign aid with the international community.
Hanieh spoke just hours before senior representatives of the Quartet of Mideast mediators - the United States, the European Union, the United Nations and Russia - met on Monday.
He urged the West to reconsider, saying it must recognize the result of the Palestinian election.
"We in Hamas are ready to meet and have an open dialogue with the Quartet," Hanieh told a news conference in Gaza City.
He called on the donor nations to continue transferring aid to the Palestinian treasury, and said the money would be spent to help Palestinians in their daily lives.
"We assure you that all the money will be spent under your supervision," he said, adding that Hamas was willing to discuss means of keeping the spending transparent.

Yes, and that frees up the Arab money to buy weapons. Meanwhile, the population grows exponentially as they follow Koranic dictates for prodigious breeding, so as to create a new and ever larger jihadic army. The largest transfer of wealth in human history is that from the oil-consuming nations to the oil-and-gas producing nationis -- the Arab and Muslim nations which are almost the entire membership -- of OPEC. Since 1973 $10 trillion dollars has gone to the OPEC countries. No one has had to lift a finger for that money. No hard work, no entrepreneurial flair, nothing. Just an accident of geology, and the discovry of that oil, the finding of a use for that oil, the producing of that oil, entirely by Infidels.
Saudi Arabia alone takes in nearly $1 billion a day. Yet the Infidels have fallen into the trap of supplying foreign aid -- aid that is equivalent to the Jizya because it is a transfer from Infidels, to Muslims, with the Muslim recipients behaving as if they are entitled to it and it must contiue "or else," and the Infidels who give it treating it largely as something they simply "must give" -- look at the fear of offending Egypt by ending aid that it has done nothing to deserve, and that, just like the aid given to Arafat and the "Palestinians" of Fatah, will only provide the loot upon which to batten, and inevitably lead, as an inevitable reaction, to the anti-corruption impulse being given, as it must in any Islamic society, an Islamic cast and shape and form.
Stop the damned Jizyah. Let Saudi Arabia and Kuwait and the U.A.E. give money to their fellow Arabs (renamed after 1967 the "Palestinian people") if they wish. It will use up some of their discretionary income, that they now use to fund the mosques and madrasas and Muslim propaganda all over the Infidel world. It will not lead, as some fear, to an "increase in extremism" because there is nothing more to increase; the "Palestinians" whether of Hamas or of Fatah are the self-primitivized local shock troops of the Lesser Jihad against Israel. There should never have been any payments to them in the first place by any Infidels.
And then cut, without giving any reason, the Infidel moneys now being sent to Egypt, and to the other Muslim states. Let Muslims give money to other Muslims. It is not only a matter of spending money on those who hate you, and will not, cannot be bought to see things differently. It is also a question of mimicking, in every respect, the classic behavior of dhimmis who fall into a pattern of automatic, unquestioning obedience to Muslim demands and acceptance of Muslim attitudes. This pattern must be broken -- with a loud snap.
And finally, the aim should be to remove all the artificial life-support systems that the Western Infidel world has been providing, for so long, and so unwittingly, to Muslim polities and peoples. Let them stand on their own. Let them come to recognize that their political failures are in large part due to their contempt for locating the source of a government's legitimacy in the people, but rather are taught the habit of mental submission, and respect for the ruler as long as that ruler is a Muslim. Let them discover for themselves, and let the point be made again and again by articulate Infidels, that Muslim economic failures, despite the most fantastic unearned riches in the world, are a result of the Muslim Arab inshallah-fatalism, and the contempt for work, that is such a characteristic of Arab and Musliim societies, where the model is that of Muhammad, the plunderer, the looter, of the non-Muslims. Let Muslim states and peoples be forced to examine the social backwardness of their regimes, the mistreatment of women (and do not listen to the fake Muslim feministis who, unlike Ayaan Hirsi Ali and Azam Kamguian and Hoja Armand, are so quick to revise their views -- see the smiling, amiable Fatimia Mernissi, or Leila Ahmad -- in order to protect the faith from possible attack).
Sorry, we Infidels choose not to oblige any further. And we will take that money and plow it into the most useful projects -- solar and wind and nuclear energy -- to contain and ultimately defeat the Jihad, over a very long time, by ending the sole real source of its wealth.
Stop the Jizyah - and not just to the "Palestinians" under Hamas, but to the "Palestinians" period, as the shock troops of the Lesser Jihad, and to the malevolent Egyptians, to the meretricious Pakistanis, to tutti quanti. Just stop.

We should only send them diapers, since that's all they deserve.
Hamas's spokesmen (and they are all men, aren't they) are already saying that cutting the jizya constitutes an assault on Palestinian democracy and so are the "men in the street" -- wailing about what they will do if they are cut off.
But democracy isn't the same thing as mob rule with an absence of any respect for the rights of minorities. About time they got some treatment for their entitlement complexes.
As for the transparency of the electoral process, some points articulated by Solomonia blogspot:
1. The Oslo agreements call for the PA to hold fair and open elections but carry a clause that says that only parties who accept the Oslo accords (and thus the right of Israel to exist) would be allowed to run.
2. The Oslo agreements allow for RESIDENTS of "East" Jerusalem who are not CITIZENS of Israel to vote in these elections. Arab CITIZENS of Israel, whether they live in "East" Jerusalem or in Haifa, vote in Israel and NOT in the PA thus avoiding the double jeopardy issue.
3. The Oslo agreements stipulate that the entire PA election process will take place OUTSIDE the municipal boundaries of Jerusalem. No PA voting or campaigning is allowed within the municipal boundaries of Jerusalem.
4. The 1996 Cairo agreement which regulated both the 1996 and 2005 PA Presidential elections provide the legal background for this solution. In both 1996 and 2005 the PA set up voting facilities just outside the municipal boundaries of Jerusalem. In the PA municipal elections of January 2005, Israel allowed for voting facilities to be placed in a number of local Post Offices within the municipal boundaries of Jerusalem in order to help facilitate the election process.

According to a decision made by the Israeli government in the late 1960's, ANY legal RESIDENT of "East" Jerusalem is automatically granted Israeli Citizenship if he/she so desires - no questions asked. Since "East" Jerusalem moved from Jordanian control to Israeli in 1967 only 500-600 residents have chosen to become citizens of Israel. Legal RESIDENTS cannot vote for or be elected to the Knesset. Legal CITIZENS can vote for and be elected to the Knesset and are therefore ISRAELI and not PALESTINIAN and cannot vote in PA elections.

Based on all agreements with the PA signed to date, Israel is under no legal obligation of any kind to allow voting or electioneering within the municipal boundaries of Jerusalem whether Hamas participates or not. The entire issue surrounds the Jewish term of "Lifnim Meshurat Hadin" or "going beyond the letter of the law."
10. Hamas has not accepted the Oslo agreements. Hamas has not accepted Israel's right to exist. Hamas continues to publicly support the use of terror against Israel and her civilians. Yet Hamas is running in an election which finds its constitutional legality in those same Oslo accords it does not accept.

In summation: There is no question as to who is allowed to vote. There is no legal or procedural question as to where the voting should take place. There is simply the usual question about how far is Israel willing to go in order to help facilitate the PA's democratic process and how far she wishes to go in making it easier for people to reach the polling booths.
Why are we giving any money at all to the Palestinian terrorists. On 9-11 they were partying in the streets. They use the money to finance killings, their schools teach kids to hate America and their schools glorify Shaheeds (suicide bombers). Why are we giving them a dime???
