Like his comerade four years before, the first thing Tony did after the 7/7 Moslem Mass Murder was rush to the microphones and proclaim Islam to be a Religion of Peace and one of the world's great religions and the vast majority of British Moslems to be loyal citizens.
So, if his tolerance is not reasonable, it is certainly unsurprising given his fervor for Islam.

How do you design a test to determine this (without offending the muslims)?

That's a sobering FACT.
Our leaders preach democracy, freedom, and patriotism to the Nation's idealism. The government places ads on TV reminding us of our hard won freedoms, the sacrifices made by our war dead and veterans of the wars past.
Never again they say.
Then they turn around and offer appeasement to the enemy. Give away those hard won freedoms, erode the society that was paid for at so high a cost.
We could call them traitors. We should.

To me Tony Blair, kind of looks like he’s in a mutiny… I see snippets saying his party cross him on tough stands he does take.
After 7/7 the “shoot to kill” was a good stand. I really admired him for that.
Over here he always looks like his party and the parliament in general shaft him. I am not English, or have never visited so may now know, but watching from Australia
