Spencer: Bush’s Port Jihad

My take on the Dubai port fiasco, from FrontPage (news links in the original):

It’s shaping up to be a major political battle: Senate Majority Leader Bill Frist, House Speaker Dennis Hastert and House Majority Leader John Boehner have all lined up against President Bush’s plan to turn over operation of six major American ports to a company based in the United Arab Emirates.

The President is threatening to veto any attempt to block the plan. Referring to the fact that the company in question, the Peninsular and Oriental Steam Navigation Company, has been British-owned up to its impending sale to Dubai Ports World, he said Tuesday: “I want those who are questioning it to step up and explain why all of a sudden a Middle Eastern company is held to a different standard than a Great British company. I am trying to conduct foreign policy now by saying to the people of the world, ‘We’ll treat you fairly.’”

This is staggeringly unrealistic, and reflects the dangers of the Administration’s continuing unwillingness or inability to come to grips with the full dimensions of the jihad threat. That Bush feels compelled to say “to the people of the world, ‘We’ll treat you fairly’” betrays a peculiar insecurity where he should display a robust and unapologetic self-confidence. He is trying to demonstrate to a world awash in anti-Americanism that America is not as bad as all that, but in doing so he only lends credence to the anti-American charges (for if there weren’t substance to them, after all, why would he feel the need for the gesture?) and manifests the mistaken belief that “they hate us” because of something we have done, which we can undo with the proper display of good will. In this he again shows complete unawareness of the jihad ideology which remains constant while the pretexts and grievances that fuel it shift. No amount of good will can possibly efface the jihad imperative to subjugate the world under the rule of Islamic law, which is the avowed program of jihadists everywhere.

The UAE may be the most reliable ally the United States has ever had (and of course it isn’t remotely that) and there would still be no way for it to ensure that Dubai Ports World hires no one with jihadist sentiments. The situation in the Islamic world makes it quite likely that Dubai Ports World will be sending at least a few mujahedin to work in these American ports, and that they will be able to work there unhindered. The 9/11 hijackers used the UAE as a base of operations and source of financial support; have Emirati authorities cleared the country of jihad sentiment since then? On what basis can this be assumed?

After all, no one even in Washington is yet even asking the right questions of self-proclaimed moderates about where they really stand on jihad and Sharia issues. Officials in Washington and Europe have shown no awareness of the fact that it isn’t enough to have no ties to terror groups; a Muslim who nonetheless believes in the jihad ideology of Islamic supremacism and the subjugation of infidels is still susceptible to jihadist recruitment. Is it possible to determine whether such recruitment is likely or not in the case of any particular individual? No -- and that’s why turning over any ports to Dubai Ports World is ill-advised: the potential for jihadist infiltration is just too great. Why is a Middle Eastern company held to a standard different from that to which a British company is held? Obviously a British firm these days could employ a jihadist also, but the likelihood of this is smaller, as British Muslims still constitute a small minority of the population.

Some have argued that this deal has been blown way out of proportion, and that security for the ports will remain in American hands. Even if that is true, however, the arrangement with Dubai Ports World should be ended immediately, if only for its symbolic value. Rather than bend over backward to show the Muslim nations of the world that he trusts them, President Bush would do more for American national security by explaining why such trust would be misplaced at this time, and calling upon those nations to manifest their trustworthiness with forthright and unambiguous anti-jihad actions within their borders -- including an ending of all discrimination against non-Muslims and of the teaching of the idea that the Islamic social order must be imposed by force over Jews, Christians, and others. If the President were calling for the UAE to adopt such measures, he would be under no illusions about where that country really stands.

Frist, Hastert, and Boehner are right. Why would Bush want to be so obstinate on this? Doesn’t he realize that it does immense damage to his position as being tougher on Islamic terrorism than his opponents? On cue, Hillary Clinton has already spoken about introducing legislation to stop the deal. The President risks allowing the Democrats an opportunity to show that they are tougher on terrorism than he is – which, since it isn’t true, if a Democrat is actually elected in 2008, could lead to the destruction of the entire anti-terror resistance, as imperfect as it has been.

If this deal goes through, will the United States have the luxury of undoing it before it undoes us?

I would like to see your run for the high office in 2008, such views are seldom seen in this goverment.

I'm sure this issue will get much more press in the next few weeks, with hopes to the people knowing the full package that will be in the deal.

I feel a strange, uneasy thing is afoot.

Why are we spending all this money to democratize Iraq if he's going to turn around and hand over sensitive national security issues to our enemies? And they are our enemies.

Bush has some sort of agenda and even though it is difficult for me wrap my brain around the possibility that our president would deliberately betray us, it's looking really good for that argument. I'm getting the same feeling I had when I was watching the movie "Troy" and the Greeks opened the gate for the Trojan Horse to stroll in.

Are we insane? What will possibly come along to save us from this madness?

If the UAE gets ahold of our ports would that not be like the fox watching the henhouse?

Why be afraid to call this war on terrorism what it is " a war against islam" based on the writings of the koran that preaches our ruination.

The UAE is an islamic state not a foreign company and if they are true to islam at all they would like nothing better than to see us fall and divide.

My vote is NO and I have let my representatives know this.

The reason G.W. Bush is pushing this through is because he and his daddy have to scratch their backs or else their huge bank accounts will dry up. Shame on them. They are nothing but a greedy lot who do not have the American people's best interests. He should have left Sadaam to do his dirty work because these people will never get it together. Uncivil behaviour begets uncivil behaviour and all they know how to do is hate and destroy. Just think of all the blood on his hands from those young American lives. He's going to make Nixon look like a Sunday School teacher once he's finished tarnishing the oval office. When he's finished his term, they're going to have to redo it with massive amounts of holy water.

Dubai and the Emirates generally practice anti-Jewish racism [call it Judeophobia or antisemitism, if you like]. As far as I know, Jews are not allowed admittance into the UAE. Non-Muslims resident there are subject to various humiliating discriminations. The Emirates are also notorious for all sorts of illegal goings on, smuggling, slavery, abuse of foreign workers, exploitation of boy camel jockeys, mainly from India [mentioned by Hugh the other day], working conditions and treatment of workers [especially of non-Muslim foreigners] that are definitely sub-standard compared with American working conditions, etc. Where are the American labor unions to protest against giving these cruel exploiters --who are still inspired by feudal attitudes [or jihadist attitudes]-- control of American ports and American workers? If Bush supports Dubai control of US ports, he is supporting Judeophobes [anti-Jewish racists] and enemies of what is supposed to be the American way of life. If the US State Dept says that the US cannot determine what goes on in everyday life in the UAE because it's a foreign country, etc., and has its own sovereignty, its own way of life, etc., well, none of that applies to allowing Dubai to control a crucial part of the American economy. Maybe Bush is testing how befuddled the American people, especially the intellectuals, have become.

I wrote above that the UAE is the venue for all sorts of illegal goings on. I should add to those that I mentioned above, money laundering, suspcious money transfers, transfers of funds to terrorists, etc.
Don't forget that the notorious BCCI bank [Bank of Credit and Commerce International] was mainly owned by the government and shaykh of Abu Dhabi, another one of the Emirates, a sister emirate of Dubai. Before BCCI went bankrupt about twelve years ago, it was notorious for money transfers to terrorists --and just incidentally, BCCI also contributed $10 million dollars to Jimmy Carter's "Carter Center" in Atlanta, if my memory serves me right.
Bush's remark, "We'll treat you fairly," has a bad smell to it. If he wants to be fair to "the people of the world," he might order an official investigation of working conditions for foreign workers in the UAE, Dubai in particular. This investigation could be extended to Kuwait, Qatar, Saudi Arabia, Bahrain, etc.

Libyan treatment of foreign workers could also be added to any investigation of working conditions in the oil rich Arab states and the UAE. Libya is notorious for groundless death sentences against the Bulgarian nurses [and a Palestinian Arab doctor]. Pogroms against African workers have also taken place in Libya in recent years [reported in LeFigaro]. Does Libya's conduct reflect on Dubai? Well, they are both sister Arab states. I think it is reasonable that Libya's conduct does reflect on Dubai since they both claim the same Shari`ah basis for legislation and social organization.

This is not defensible.
As some of you know, I have defended some of Bush's more controversial decisions. Not this one.
But this is way too "realpolitick" for me.
It is important that the rest of the govt shows gives the President a reality check the American public does not want this type of relationship with questionable Middle Eastern countries and our port operations.

My take is that the national disease of complacency has gotten all the way to the White House.

There still is a war going on.

The President is a traitor.

The line has to be drawn some place. Free trade and capitalism is fine and good, but a countries security overides all that. Why not let the UAE buy airplane schools, nuclear plants and anthrax manufacter plants in the USA too?
The only good thing I see that could happen if this deal goes through is that the USA would have a great reason to scrutinize every Arab living or visiting the States.

I hope no one still believes the Bush administration "secretly" understands the Islamic threat. If they do understand it, they are putting on one hell of an act to portray themselves as ignorant. We saw some glimmers of hope in late '05. But after seeing these latest debacles--the kowtowing to cartoon rage and Islamic "sensitivity", the Karen Hughes reading list, more absurdity about the "noble faith," claims about Islam being above criticism, and now this--the state of the Bush administration's intelligence seems to have actually regressed. Some influential people around the president need to get educated real quick.

I don't know if "Judeophobe" is an expression you have just coined or not, but I can envision its usefulness if confronted by the usual anti-Israel hysteria.

The difficulty in defending Israel is that the message is a complex one; the easy part is that its critics, particularly the most virulent ones, are not very bright. Countering one or two of their facile arguments and then calling them Judeophobic would likely gobsmack 'em real fast, (at least it seems to work well for Christopher Hitchens).

I don't mean to say that Chris Hitchens has every accused anyone of being Judeophobic (although with a Jewish mother and grandmother, he might be able to use it very capably), but rather that he wastes little time on fools as this annecdote about him reveals:

Here is where the unions can step up to the plate and act like Americans.

When the arabs take over - shut down the ports. Period. Nothing goes in - nothing goes out.

Who is going to be hurt? Walmart? All the companies who are selling chinese junk putting American workers out of work? The politicians who have taken chinese money in order for this huge trade imbalance to take place?

Our politicians have taken over and sold our country. We CAN take it back.

Bush has got it all backwards. They need to be shown that we don't trust them. The onus should not be on us to accommodate them. We'll only make Islam worse and worse by accommodating it. This suicidal nonsense has got to stop.

l have read and listened to many on both sides of the ailse of this question, even the conservative talk radio are split on this. Rush says its good economics, but politically bad. Sean is against it, but sees the so called checks and balances.. they the arabs are not buying the port, but leasing them.
security is still done by the US. With this port deal run by a government owned arab company, l would demand they(arab country) accept Israel as a country run by Jewish people. If they not recognize Israel no dealings with the US. This tiny country does have military US airforce bases, which can be used for futur attacks on Iran, and that is prol why they need them. l am not 100percent on Bush's side, by you may see why they need this tiny place for the futur.

I'm sure within six months,if this gets passed, every westerner in a position of influence, will be replaced with a prince or nephew of the ruling family.

And if this was done for use of the ports in Dubai, I'm sure those will be closed off to us if we decide to move against any other Islamic country.(Iran)

I also believe if there are any stipulations in this agreement, it would be for UAE's benefit.

We need to get out of this deal as quickly as possible.

Question to Hugh, Robert and other folks in the know . . .

Am I missing something here or did I read a few years ago that the CIA had nailed down Bin Laden to a localized area in the nineties under Clinton where a directive was issued to kill the guy. The CIA had localized him to some farm with a predator drone and bud didn't pull the trigger on one occasion because Bin Laden was seen falconing with some UAE Prince. Seems like I've read this before? If this is true, why doesn't the media call him on this. Mr. President could we release those Predator drone tapes--do they still exist? Do they show a grainy image of a UAE Prince. I seem to remember another time not pulling the trigger because they say a playground. But not to pull the trigger because a UAE Price was there??????? Of course, I forgot, there is no greater in the war on terror.

FWIW, Bruce Schneier (author of Secrets and Lies) is writing on the ports controversy at Wired.

Bush is an idiot. He is trying to sell it to a government, not a company. Furthermore, no port should be sold to any foreign government or entity. This must be law, as should all port employees required to be U.S. citizens. How about letting the Miami-based firm buy it? Additionally, on Drudge there is a report that there was a back room deal where records will not even need to be kept on U.S. soil and the records don't need to be detailed. Also, a U.S. citizen is not required to handle request by the U.S. government. This is insanity. He didn't even know about this deal until after it happened? Our borders are an open invitation to disaster.

Even if one supported going into Afghanistan and Iraq, they have been done in an imcompetent manner. Bin Laden should be dead. We went in weak, didn't do enough bombings, and didn't pursue into Pakistan. Then he allows Afghanistan and Iraq to have consititutions partially based on Islamic and Sharia law.

I think we haven't been attacked due to luck and our Second Ammendment. I admit I voted for the traitor, but now I think he should be impeached.

I liked him as well. I voted for him twice. I would also vote for impeachment proceedings or at least to completely expose the gensis of this port deal. The port fiasco answered one question for me. When on 9/12 I saw his Alfred E. Newman head mouth the words "Islam is a religion of peace" it became an open issue as to whether he actually believed what he was saying, or was politicking.

I was only suggesting a means of undermining the attempts of giving away our country.

I just can't believe I voted for him twice. And I also can't believe that people are aruging that they have no access to security. Hasn't anyone seen the movie "Goodfellas"? The mob was able to rob airports because they had people or pay off people with inside knowledge. This will be the same techniques the Arabs will use to sneek people, bombs, equipment, etc. into this country.


There are many people out in this nation still that are acting as if "managerial control" of the ports is not a security issue. I can't even begin to discuss how stupid this way of thinking is without getting ugly, so I won't, but suffice it to say that ANY control of our ports by a nation like the UAE is dangerous. I do not care what symantics anyone tries to use, the bottom line is that Islam is not our friend, and any Islamic nation can not be doing business with sensitive areas like our ports.

This way of thinking that I and most people on JW have, is not Islamophobia. It is not racism. It is not illogical. It is not stupid.

It IS responsible, patriotic and sensitive to the needs of the American people and our sovereignty and security.

Every day it looks more and more like the entire Homeland Security edifice and the "War on Terror" is just phoney.

Border security?? Phoney, it does not exist. You can see for yourself at the Mexican Border any night of the week.

Port Security ?? Phoney, less than 1% percent of all containers coming through our ports is inspected. There are no geiger counters or shiffing equipment at our ports.

Airport Security?? Phoney, after billions of dollars, Air Marshalls are arrested for Drug Smuggling and Grandmothers are practically strip-searched while every sullen, beady-eyed Achmed and Mohamed saunter right up to the ramp unhindered for fear of "profiling."

The Bush Administration accuses it's opponents of "living in a pre-9/11 world." Oh really?? and in a Post 9/11 World we are to trust the security of our shipping to the fat, greasy, oil-money-engorged, uber-muslim, jew-hating, greasy, fat, arab, hamas-and-taliban-loving, greasy Emirs of the U.A.E.?

Oh, of course why Al-Qaeda hates them too, so they would never acquiesce in any Jihad activity themselves, would they? Why these muslms are the good muslims, not like the BAD muslims, aren't they??

Obviously the Bush Administration doesn't get it. The Dubai Ports World deal may make perfect economic sense. It may make perfect Diplomatic sense. It may make sense in that it drives the Longshoremen's union insane. But, it makes ZERO political sense and ZERO National Security sense.

The fact the the GW Bush Administration is blind to this smells of old-fashioned Foggy-Bottom money-politics, with a thick Pee-Cee frosting of ecumenical multi-culti "we're not profiling / religion of peace" B.S. on top.

One has to conclude that Bush doesn't get it. He believes that the UAE have our best interests at heart and the Islam is a "religion of peace" and that unicorns and rainbows and Peter Pan will make the bad men go away.

Y'all are going to jump down my throat, but, having heard from people who know Dubai, from examining the direction that Dubai has moved in, from examining the company (DPW), from considering what sort of changes and at what sort of pace one can expect in that part of the world, considering that Bush approaches these things with the long-term in view, considering the Chinese Communist ownership of U.S. ports and a host of other threats they pose to us, considering that new technology is online to inspect every container for WMD, considering the regular mis-underestimation of the President, considering the undoubtedly under-handed scheming of Schumer and Clinton, considering the way the media has leapt on the badwagon, and considering that the Republicans coming out for more info simply had to in order to not look weak...

Bush's port deal may be apparently logical or lawful in details to his cronies and other educated government officals. Unfortunately, this typical logical Western thinking blinds them from seeing the illogically deceptive nature of the goddamned Arabs. Bush's cronies failed to see the forest through the trees in the "equal opportunity" business deal. Arabs have engaged in wars for thoudsands of years, and they are used to deception one way or the other, which is the very essential element of war engagement. It is only a matter of time before shit comes out of the Arabic company.

There is a big difference between managing some dock space along with some cranes and running the whole port.

The current lessee only manages cranes and dock space so why this new company gets the whole port, I cant figure out, its not part of the lease.

When you lease an apartment, do you get control over the whole complex or just your apartment?

With today’s reasoning, you get the whole thing and your now responsible for all security and safety for the whole thing.

This is one of those times that I question my vote for George W. Bush. This is the worst decision that he's made since inviting Teddy Kennedy to the White House to dicuse national school reform. He is supposed to reflect the attitude of "We the People" in this matter. To give the enemy charge of our ports is inescusible. there is no justifying this decision. To me, the UAE have yet to prove themselves worthy of being over anything American! So what if we're still over the security of the ports. When did that stop a terrorist? The Marines were over the security of the communications barricks in 83 in Beirut. Look at what happened there. The attack on the USS Cole. Didn't that happened in the UAE on their ports? Who was in charge of the security in this incident?
The President lost me with this boneheaded decision. "We the People" don't have to prove anything to the world as far as the Arab world is concerned. We DON'T TRUST ARABS!!! This is not a "draw a line in the sand" thing, this is our national security. We can't play "chicken" with these people. What change in policy have the UAE made to make this a worthwhile venture? None that I can see. I can only hope that the President comes to his senses.

Having had to use the services of P&O and many other freight companys over the last several years, I would say that P&O is one of the best run container companies in the world. How the sale effects the operational capabilites, time will tell. I just hope the UAE doesn't make the ships stop 5 times a day, and point to Mecca.

Japan, China and the Danish all currently have companies, which operate, at our ports in the US, TODAY!

The United Stated of America - allowed this because we vacated the Port Operations business when Matson closed theirs doors in about 1982.

When the British firm got an offer "to good to refuse" they sold! It called capitalism and is now getting out of this business too. The "Contract" which the British firm had with these ports was a transferable agreement and worth a value to it’s purchaser.

Understand that the USA and it's Individual States have not sold land, or given up it security! Despite what the News Media said. These ports are still owned by the State Authority or Port Commission. The Coast Guard is still responsible for it's Security and the Longshoremen and Harbor Worker Compensation Act is still in place. SO, what was changed in this purchase of the British firm? Key's to the Cargo Cranes, Signs and Logo's on the buildings and who gets paid!

You have allowed the ill informed news media; to create a "PC" driven message - that is wrong... and borders upon Fear.

I can tell you, as someone who has moved tons of wine from France, Germany, Italy, Greece and the Golan Heights - this sale won't change how our ports are being run today.

I wish I had more confidence that the Bush family's judgment on Arab regimes is not distorted by their financial coziness with them. Bob Spencer is, of course, right that we cannot trust the Democrats with our foreign policy, but I am deeply fearful of the power of Arab money to distort, if not corrupt, the judgment of senior US officials and institutions. To make matters worse, the President promises to use the veto for the first time should congress act on the ports. That says something about what he thinks is important.

Managing ports like those set to be handed over in the US will make the UAE company incredible amounts of money. Where does the money trail go from there?

Many avenues can funnel those funds into the hands of terrorists. Are we sure about what taxpayer money in the UAE goes toward? And what "charities" will be supported by the wealthy UAE businessman inclined toward "philanthropy?"

Even if they have no grasp of the notion of jizyah (and judging by Karen Hughes' book collection, they probably don't), it amazes me that they can't connect the dots and decide (a la divestterror.org) to stop dealing with companies whose activities, whether those companies believe it or not, act in a way that supports terrorism.

The deal seems all the more ridiculous as we try to get away from Mideast oil for the very same reason.

Zayed University for women opened in 1998 with campuses in Abu Dhabi and Dubai.
HISTORY
The U.A.E. was formed from the group of tribally organized Arabian Peninsula Sheikhdoms along the southern coast of the Persian Gulf and the northwestern coast of the Gulf of Oman. This area was converted to Islam in the 7th century; for centuries it was embroiled in dynastic disputes. It became known as the Pirate Coast as raiders based there harassed foreign shipping, although both European and Arab navies patrolled the area from the 17th century into the 19th century. Early British expeditions to protect the India trade from raiders at Ras al-Khaimah led to campaigns against that headquarters and other harbors along the coast in 1819. The next year, a general peace treaty was signed to which all the principal sheikhs of the coast adhered. Raids continued intermittently until 1835, when the sheikhs agreed not to engage in hostilities at sea. In 1853, they signed a treaty with the United Kingdom, under which the sheikhs (the "Trucial Sheikhdoms") agreed to a "perpetual maritime truce." It was enforced by the United Kingdom, and disputes among sheikhs were referred to the British for settlement.
Primarily in reaction to the ambitions of other European countries, the United Kingdom and the Trucial Sheikhdoms established closer bonds in an 1892 treaty, similar to treaties entered into by the U.K. with other Gulf principalities. The sheikhs agreed not to dispose of any territory except to the United Kingdom and not to enter into relationships with any foreign government other than the United Kingdom without its consent. In return, the British promised to protect the Trucial Coast from all aggression by sea and to help out in case of land attack.
In 1955, the United Kingdom sided with Abu Dhabi in the latter's dispute with Saudi Arabia over the Buraimi Oasis and other territory to the south. A 1974 agreement between Abu Dhabi and Saudi Arabia would have settled the Abu Dhabi-Saudi border dispute; however, the agreement has yet to be ratified by the U.A.E. Government. The border with Oman also remains officially unsettled, but the two governments agreed to delineate the border in May 1999.
In 1968, the U.K. announced its decision, reaffirmed in March 1971, to end the treaty relationships with the seven Trucial Sheikhdoms which had been, together with Bahrain and Qatar, under British protection. The nine attempted to form a union of Arab emirates, but by mid-1971 they were unable to agree on terms of union, even though the termination date of the British treaty relationship was the end of 1971. Bahrain became independent in August and Qatar in September 1971. When the British-Trucial Sheikhdoms treaty expired on December 1, 1971, they became fully independent. On December 2, 1971, six of them entered into a union called the United Arab Emirates. The seventh, Ras al-Khaimah, joined in early 1972.
The U.A.E. sent forces to liberate Kuwait during the 1990-91 Gulf War.
In 2004, the U.A.E.’s first and only president, Sheikh Zayed bin Sultan Al Nahyan, died. His eldest son Khalifa bin Zayed al Nahyan succeeded him as Ruler of Abu Dhabi. In accordance with the Constitution, the U.A.E.’s Supreme Council of Rulers elected Khalifa bin Zayed Al Nahyan as U.A.E. Federal President. Mohammed bin Zayed al Nahyan succeeded Khalifa as Crown Prince of Abu Dhabi. In January 2006, Sheikh Maktum bin Rashid Al Maktum, U.A.E. Vice President and Prime Minister and Ruler of Dubai, passed away and was replaced by his brother, Sheikh Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Minister of Defense. On February 9, 2006, the U.A.E. announced a cabinet reshuffle.
DEFENSE
The Trucial Oman Scouts, long the symbol of public order on the coast and commanded by British officers, were turned over to the U.A.E. as its defense forces in 1971. The U.A.E. armed forces, consisting of 65,500 troops, are headquartered in Abu Dhabi and are primarily responsible for the defense of the seven emirates.
The U.A.E. military relies heavily on troop forces from other Arab countries and Pakistan. The officer corps, however, is composed almost exclusively of U.A.E. nationals. The air force is linked into a joint air defense system with the other six national of the Gulf Co-operation Council (GCC) aimed at protecting the airspace of the allied states.
The U.A.E. air force has about 4,000 personnel. The air force has begun receiving the first of its 80 advanced U.S. F-16 multirole fighter aircraft. Other equipment includes French Mirage 2000-9s, British Hawk aircraft, 36 transport aircraft and U.S. Apache and French Puma helicopters. The U.A.E. has taken delivery of two of five Triad I-Hawk batteries. The U.A.E. navy is small--about 2,500 personnel--and maintains 12 well-equipped coastal patrol boats and 8 missile crafts. Although primarily concerned with coastal defense, the navy is currently expanding and modernizing its force to include blue water capabilities.
The U.A.E. contributes to the continued security and stability of the Gulf and the Straits of Hormuz. It is a leading partner in the campaign against terrorism, providing assistance in the military, diplomatic, and financial arenas since September 11, 2001. The U.A.E. military currently provides humanitarian assistance to Iraq.

The United Arab Emirates has become what the Bush administration calls a reliable partner in the war against Islamic terrorists, but its rulers maintained close ties to Osama bin Laden before September 11, and the cities of Abu Dhabi and Dubai have since served as operations and financial bases for al Qaeda terrorists.
But the United Arab Emirates, the most Western of Persian Gulf nations, also has become the United States' closest military ally in the region. Its ruling emirs permit Navy warships to dock in the bustling commercial center of Dubai on lengthy liberty calls. It also hosts U.S. Air Force warplanes, refueling jets and spy planes at the sprawling Al Dhafra air base near Abu Dhabi. The base sits across the gulf from U.S. adversary Iran.
During the Clinton administration, the United States even considered killing bin Laden when he was on a hunting expedition but did not because one of his hunting partners was one of the United Arab Emirates' emirs.
"They have been helpful and supportive and a good partner in the fight against terrorism," said a U.S. counterterrorism official.
It is these two faces of the Arab nation -- a one-time sympathizer of al Qaeda, yet strong post-September 11 U.S. partner -- that Washington is considering in the debate over the Bush administration's proposal to let United Arab Emirates company Dubai Ports World run six large U.S. seaports.
The U.S. September 11 commission's report is replete with accounts of some of the 19 hijackers -- two of whom came from the United Arab Emirates -- using Dubai's permissive banking system and lax passport certification to gain entry into the United States and bankroll a mission that killed more than 3,000 people.
During bin Laden's stay in Afghanistan -- where he built terror training camps, a personal army and a financial network -- some of the United Arab Emirates' upper crust, known as emirs, visited him. The United Arab Emirates was one of only a handful of countries that recognized the harsh Taliban regime, bin Laden's protector.
In 1999, bin Laden spent time in the Afghan desert south of Kandahar near the Sheik Ali hunting camp. It was regularly used by visitors from the United Arab Emirates, according to the September 11 commission report. U.S. intelligence detected an official United Arab Emirates government airplane there on at least one occasion.
"According to reporting from the tribals, bin Laden regularly went from his adjacent camp to the larger camp where he visited the Emiratis," according to the report.
In fact, the presence of the United Arab Emirates rulers at the camp gave the Clinton administration second thoughts about ordering an air strike to kill bin Laden, more than two years before the attack on the United States.
"According to CIA and defense officials, policy-makers were concerned about the danger that a strike would kill an Emirati prince or other senior officials who might be with bin Laden or close by," the commission said. The Clinton administration was so concerned about the emirates' cozy ties to bin Laden that one official called a United Arab Emirates political leader to complain.
Weeks later, the camp was dismantled, and bin Laden disappeared. The implication was clear: Someone in the United Arab Emirates tipped off bin Laden, the United States' most-wanted fugitive, who then was planning the September 11 attacks.
"The United Arab Emirates was becoming both a valued counterterrorism ally of the United States and a persistent counterterrorism problem" the commission wrote. It said President Clinton personally pressed United Arab Emirates leaders to break financial and travel ties with the Taliban, but they refused.
Hamdan bin Zayid, United Arab Emirates foreign minister, told a U.S. diplomat that his country maintains relations with the Taliban to counterbalance "Iranian dangers."
Those dangers are one reason that the United Arab Emirates stands as the United States' best military ally in the Gulf, opening key parts of its country for U.S. operations.
Its Mina Jebel Ali port, the largest man-made harbor in the world, hosts more U.S. warships than any other rest stop outside the United States. CIA and FBI agents collect intelligence there on militant Islam. The United Arab Emirates has cooperated with the U.S. Treasury Department in shutting down bank accounts linked to al Qaeda.
"The United Arab Emirates is a country that's been an ally in the global war on terror," Defense Secretary Donald H. Rumsfeld said on the Michael Reagan radio show this week. "We have a port there where they help us. They have an airfield. We share intelligence, and we have a partnership that has been very, very helpful to the things we do in that part of the world."

Initially I thought the opposition to this deal was rash and premature since the facts were not yet fully known. Some facts do lessen the need for hysteria over it but still concern:

1) Port Security will NOT be in the hands of the U.A.E. or their appointed company managers. Security is solely the responsibility of the U.S. Coast Guard and Homeland Security (though that's not entirely reassuring either).

2) This is the very same British company that's run these U.S. ports for the last (i think) five years and by all accounts has done a super job of it. Yes it's under 'new' ownership and management now which does make a difference, esp. given who the new owners are. How big a difference is the critical question.

3) The new owners will not own any port property, just the company that manages them.

4) U.A.E. apparently has been an ally in the "War on Terror" and other American interests. But they also seem to be 'allies' to just about anyone and everyone in the world, including Iran, the Taliban, Bin Laden, etc. Are they simply the Switzerland of the Middle East or is there a more subtle game being played?

5) Some eleven government agencies, we're told, had looks at this deal while it was being negotiated, including Homeland Security, and no one seemed to be particularly alarmed over it. But even though this was mainly the work of the Treasury Department, not even John Snow, Secretary of the Treasury, knew about it before it was a done deal. Nor did the President of the United States. Yet both rushed right out to say what a great deal it was after the fact.

I could go on but I've gotta go for now.

If this deal goes through, will the United States have the luxury of undoing it before it undoes us?

This must not go through. Bottom line. The consequences of such an outrage is unacceptable.

A better argument for the UAE takeover is that hardly any containers are being inspected anyway. George and the former DHS Director Tom Ridge were fond of saying that inspecting all containers would be impossible. By my estimate, checking every container coming into the USA would require hiring about 4,500 employees and working them in shifts. The United States of America supporting 4,500 inspectors would be impossible.

1. They are not being selected to run the ports, the port authority runs the port while the US Coastguard etc. runs security. The port of Los Angeles has it own police force, I imagine others do too.

2. We are not handing over the port. A port is nothing more than a channel with accses to groups of terminals (spaces), each terminal is leased by a private company, for the loading and unloading of goods along with storage. Just because you lease a terminal, doesn’t mean you run the whole port!

DP World is a shipping container company, they don’t have anything to do with port management or security, they are just leasing a terminal.

Robert, I hope that you will not dismiss this idea outright. There have been candidates running with the goal of publicizing a particular idea or agenda in the past. Ladies and gentlemen, Children of all ages; I've done some studying on this matter and I'm now having to look at this from another point of view.
I read Tony Snow's column from the Jewish World Review and he sheads a new light on the situation of the ports. Tony Snow names the colume,
"Spasm of Know-Nothing afflicting Congress."
He starts the report by naming all of the politicians that are opposed to the Bush Port Plan. He then goes into certain facts that maybe alot of us missed. I quote Tony,

"The United States didn't sell anything." Local authorities still own the ports, including the cargo terminals rented by firms such as Dubai Ports. The Coast Guard still has exclusive responsiblities for security on the water. The Coast Guard, Customs Service, Border Patrol and local law enforcement still have the duty of maintaining security on the ground. The workforce affected by the change fewer than 400 laborers by law must have passed federal background checks."

Tony's point is taken, but there have been many Muslims that have managed to get in under the background check radar to do damage. How many Muslims are here, in our country now with clean records, but are serious jihadists?

Tony goes on to reveal in his column,

"Many critics of the deal also seemed to know nothing of the security cooperation between the United States nad the UAE. To reject the deal would be to slap a government that has provided on-the-ground intelligence from the opening salvo of the war on terror. Gen. Tommy Franks notes that the UAE's much-critiized "recognition" of the Taliban actually enabled the country to do first-rate spying. The UAE provided maps and information for the opening invasion of Afganistan."

Tony goes on,

"The UAE since has put troops on the ground in Afganistan and Iraq, in active and humanitarian misssions. It trains Iraqi forces on its soil. It lets the United States conduct flights through its airspace. It has housed servicemembers, men and women, from the Army, Navy, Marines, and Air Force. It maintains the largest U.S. naval facilty outside the United States, and Dubai Ports World performs contract service at the port.
It was the first government in the region to comply with the "container security" program launched by the Bush Adminisrtion, testing every container for nuclear contamination. It now is working to develop technology that would permit the swift and thorough scanning of all containers. Its central bank has become quite active in choking off terror finacing. It has rounded upa fair number of al-Qaida operatives and handed them over to the United States, and once long- ago-offered to serve as the agent for delivering Osama bin Laden from the Sudan to the Clinton Administration."

Tony then goes on to suggest,

"If the United States were to kill the deal merely because Dubai Ports World was from Dubai, it would send a devaststing message to allies in the war on terror: We don't want you, even if you have placed your citizens in harm's way, actively fought the terror cells, and committed blood and tresure to the war itself. This is nothing short of suicidal ay atime when the Muslim world is a tinderbox and the United States has been tarred as public enemy No. 1."

Tony added,

"On Thursday, Karl Rove extended an olive branch, noting that the administration is willing to let Congress study the matter for 45 days, if necessary."

Now, I'm willing to let our President make his case in light of the information that I've just quoted, word for word, from Tony Snow's column.

About the silly logic that nothing will change because we will continue the security, I have heard from friends who deal with airport security and many middle eastern airlines and they tell me that it is a nightmare and an added effort to work with them.

They say, we run airport security as a partnership with these company they interact with the DHS and exert unseen influence. They are allowed to set some of the rules as to who works for them.

There is no national ID system to keep track of the workers that these airlines employ or shipping agents, background checks are poor tool to screen foreigners.

I can't help it, my first thought was wondering if this was another case where the Administration was paying journalists to write stories supporting their policies. Nighthawk, we may not be at war with them, but they are at war with us and we are fighting a half hearted war with out understanding the enemy.

It's not the Muslims as Individuals that we must fight, they are humans, fathers and mothers just like us, It's the culture of Islam that prevents them form living better lives, just as we fought the culture of the Nazi's and the culture of the Soviets and not the German and Russia peoples.

My problem with Bush and the global capitalist class is that they see global trade as the end all and be all of the worlds problems. They are 100% right, to a point, except with Islam.

While globalization may lift India out of poverty it will not transform the nature of Islam and free the Muslim people, because it is too totalitarian a belief system that will squash any human development. Add to that its use of violence and total lack of separation of mosque and state making it is impossible that capitalism will flower there and transform Muslim peoples everyday lives. unless there is a catastrophic event.

Iraq is the proof of this, Iran, the Gulf states, Egypt and the Palestinians speak to the fact that it's not a development issue but an ideological issue. A religious issue.

Bush may get the Jihad part but does not get the Da'wa.

He is compromising American national security for the ideals of the global enterprise class, it's not just good global development that we need but, safety from Ideological dangers such as Islam.

Islam is a global religious/political Ideology that threatens the world and Bush lets an extreme, sharia state act like any other multinational business entity.

UEA is not, it is an ally of connivence one we should use if we need to, but for heavens sake don't pretend it's like any other global company just looking out for the bottom line.

If they don't like us after we sent our grandfathers and fathers and uncles and brothers to die to save their sorry asses -twice in one century- they can suck on their own swollen egos until the Islamic tide engulfs them in Shari'ah Law. (Then they'll feel superior that they were conquered first.)

They can be as au contraire and blase as they like, while the reality of the global Islamic threat, which only we and a few (half-hearted) allies like Britain, Denmark, Australia and The Netherlands, are seriously opposing, swamps them demographically and culturally.

Their attitude sounds like what Baudelaire said:

("It's Boredom- that would swallow the world with a yawn.")

They can enjoy snubbing us while it lasts.

(Although you story of a a businessman refusing to sell his product to a willing customer sounds slightly surreal, to me... but then so is French "rock" music.)

Meanwhile, we yankee yokels have as fine a level of superior vintages- from New York's Finger Lakes and Pennsylvania's Brandywine Valley and New Jersey's Cape May coastal varieties, out to California's Napa and Sonoma Valleys -as France could ever hope for.

I haven't bought French wines since 2003, when they didn't give us the benefit of the doubt in Iraq. Allies are supposed to stick together, as we did with the French when most of them were Jew-betraying Vichy cowards.

I'd rather pour vodka in Welch's white grape juice and swig that rather than enrich these Osirak-building ingrates.

As a wine wholesaler, I purchase from all the wine markets "which will resell".
I guess I should have said that up front.

Some of our customers still want wines from Germany, from France, and from Italy. While I represent numerous American Wineries - they still don't
"get it" by calling thier cheapest red and white crap "Burdundy" and "Chablis", which are prized regions in France.

There is only one Chateau Margaux, only one Cos-D'Estournel, one Chateau Leoville Las Cases and
American consumer's will suck them up...
