GOP House Panel Votes to Block Ports Deal

WASHINGTON - In a congressional election-year repudiation of President Bush, a House panel dominated by Republicans voted overwhelmingly Wednesday to block a Dubai-owned firm from taking control of some U.S port operations. Democrats clamored for a vote in the Senate, too.

By 62-2, the House Appropriations Committee voted to bar DP World, run by the government of Dubai in the United Arab Emirates, from holding leases or contracts at U.S. ports. The landslide vote was the strongest signal yet that more than three weeks of White House efforts to stunt congressional opposition to the deal have not been successful.

Bush has promised to veto any such measure passed by Congress. But there is widespread public opposition to the deal and the GOP fears losing its advantage on the issue of national security in this fall's elections.

The White House said the president's position was unchanged.

"This is a national security issue," said Rep. Jerry Lewis, the chairman of the House panel, adding that the legislation would "keep America's ports in American hands."

I agree, key assets should remain in America's hands. Even in hands of an Ally like Britain, it is still subject to a foreign power that we don't have 100% jurisdiction over. No matter how close they are.

This "deal" is DOA.

Sorry for duplication, but I think this fits better here, on this thread.

Port security? Schumer's gotta be kidding. Nice grandstand, but there are plenty of holes in this "protection" plan.

I had a client that ran cargo through the Ports of Houston, Galveston, Beaumont, and Freeport, Texas. Imports and Exports. Some went to Saudi Arabia. Some came back. Lots of containers, not any bulk cargo that I can remember. I was on the board of directors for several terms.

The trucking companies are licensed by the port authority to enter into the port's grounds to pick up containers. The companies are registered with customs and other agencies (Dept of Transportation; Agriculture; etc.). Some trucking companies are specially licensed and bonded to pick up liquor. Ours was.

There are a few big trucking companies that hire their own drivers as employees. Most trucking companies use "owner-operators" who own or lease a truck (the tractor rig without the trailer), and sign on as an independent contractor with the trucking company. The company does not have to contribute Social Security taxes on the independents, who, in turn, get to deduct certain business expenses that would not otherwise be deductible. The trucking company will not own any trucks, which are subject to abuse if in a "pool" and so the company avoids big capital expenditures as well as maintenance and yard costs. The company will maintain insurance, and charge it back to the owner-operator.

Most of the truck-drivers, including owner-operators, are what I would call "kinda rough" as we are not talking about would-be lawyers, accountants, doctors and teachers. A recent charge of drunk-driving will end a career, but an assault or two in a man's background may just mean he can stand up for himself. He will handle some heavy equipment, and valuable loads, in rough sections of town. We didn't allow our drivers to carry firearms, but, well, we didn't exactly search them either.

The container coming off the ship will be cleared by customs, which is a pretty automatic process. Very few containers are checked, just as is reported in the media. The process is handled by a customs broker who works for the consignee (recipient). Duties, if any, are paid by the broker and billed to the consignee. The broker notifies the consignee that the shipment has cleared, and the consignee calls their favorite trucking company to pick up the load.

The trucking company will assign the load to an employee or owner-operator. Usually, however, an owner-operator will call in to the dispatcher in the morning, and throughout the day, for assignments. "Pick up container 234598X and deliver to Macy's (or Kroger, or Chevron)."

The driver will pick up a chassis at the yard. The chassis is the trailer that the container will sit on for the ride. (In intermodal shipping, where rail is involved, the container and the chassis may be handled as a roll-on roll-off load and they travel together from shipper to consignee, or from port to consignee.) The driver gets in line with his truck and chassis at the port and eventually gets his load. He inspects the manifest, checks the numbers, and examines the container and chassis for dents and scratches for repair, noting them on his records. Any damage that he does not list is later repaired and presumed to be his fault and is charged to the company he works for. The chassis and container are probably owned by different international shipping companies and everything is rented by the day, week, month, etc. The paperwork used to be tremendous, but computerization has cut costs of tracking to a minimum. As he leaves the port area, he is checked to make sure he has the right container number, and his identity, company affiliation, etc, are recorded. He keeps in touch with his dispatcher by radio (old style, expensive) or cell-phone (new style, cheap), and lets the dispatcher know when he has dropped his load.

If the driver is lucky he will have a "back-haul." He will drop off the chassis and container at the consignee's location, and pick up a different, loaded container and chassis for delivery to the port or some other location. The shipper arranges for a freight forwarder to handle the export paperwork. The forwarder may select a trucker, or the shipper may specify one to be used.

Everything is tracked by number, name, etc. Refrigerated cargo has to have a recording device to measure temperature at all times to avoid spoilage, or to assess blame. The records must be inspected at various stages. Diesel fuel must be sufficient to run the cooler during an ocean voyage, etc. You can ship ten tons of ice cream to the Sahara, if you can afford the freight, and insure it to arrive hard and tasty.

But the big question always remains: What is inside the container? Nobody knows unless the seals are broken and the contents are physically inspected.

It hardly matters who runs the port, unless you suspect that contraband is going to be added AT THE PORT, or that the container will be allowed to BYPASS CUSTOMS. Of course, most containers already do bypass customs. Duties are assessed based on the declared value, tonnage, classification and rate, and simply paid. Containers coming from reputable, frequent shippers are generally ignored, especially if the items are of low value or negligible duty.

Personally, I don't like the idea of a muslim country having anything at all to do with our ports, airports, rail yards, bridges or office buildings. Or universities. Or medical supply houses. Or hospitals. Or shopping centers. Or hotels.

But I am having a hard time grasping how a terrorist could take any greater advantage of foreign ownership than is already available, right now. Even American firms will have to hire "without regard to age, sex, race, religion, national origin, or marital status."

We have boxed ourselves in with multiculturalism and PC-ism. That die has already been cast.

And the war goes on.

I have to say my opinion on globalism and world capitalism has changed since 911. It is not just the security of the ports with DPW in charge that is a concern. It is the issue of "Muslim infiltration", strands of web being woven into our infrastructure. With a Muslim owner, you get more Muslims, either here on extended visas or immigrating, more business relationships that corrupt our business leaders and politicians, more opportunties for Muslims to establish themselves in the US, more Da'wa, more inhibition of the infidels because they become surrounded by Muslims. We don't want more Muslims in America. Look at the misery Muslims bring wherever they establish themselves. How inhibited the poor infidels become. It's not paranoia, it's reality.

When did the American public decide that global capitalism overrides homeland ownership of critical infrastructures? When did the American public decide that we wanted excessive immigration and out of control illegal immigation with 'guest worker' and 'illegal alien amnesty.' No we should look at other countries who are not allowing their culture to be destroyed. Japan and South Korea have strict, strict controls on immigration. Muslims are persona non grata. They care about their culture and the integrity of their society. Some will point out and say, 'look, their populations are declining. Who is going to pay for their retirement?' These are canards. Japan is innovating to accomodate their aging population, developing new technologies to make the elderly more independent. Sure their population will shink slightly, so what? What is wrong with a stable or smaller population? Yes, you have to adjust for a stagnant or slightly declining population, so what? Why is this bad? Spending must be reprioritized to reflect this, it can be done. Our national government is obsessed with growing the economy to feed their out of control spending. It is time for a rethink on global capitalism and immigration. This idea that we must have immigration to support growth at any costs is folly.

We should try to stabilize our population, vastly reduce immigration, reprioritize our spending (eliminate all jizya to Muslim nations and that corrupt UN and those terrorist Palestinians for starters.) Call me isolationist, I don't care. That is how I feel.

Finally, I want to point out that when the plague decimated Europe, there was an explosion of inventions shortly thereafter. Why? Because the plague decimated the male workforce, inventions to do the work of those who died, were critical. There is no reason a static population cannot develop technology and innovations to compensate for labor shortages.

The world is getting a lot more crowded and the demand by liberals and immigration advocates that America must open our doors to anyone who can get his foot in the door is insane. It cheapens America and destroys the cohesion of our society.

The concern everyone has, but has not named, is infiltration. And sabotage. The concern is that muslims will use access to our ports to do us harm, right?

It's not an economic issue, is it? Economics is not the problem. The problem is the access to institutions through which someone can do us harm, right?

Well, then, let's not limit ourselves to the ports. Let's look at our universities accepting huge endowments, like Harvard, for the establishment of Islamic Studies departments, and faculty positions. In fact, didn't Harvard just turn over it's entire endowment fund to be managed by a muslim, just last month?

And what about Saudi Prince Alwaleed bin Talil? He's the guy who bought a big stake in NewsCorp (Fox News), just before they "softened" their reporting on muslims (at least by some accounts I have seen here).

It seems Prince Talil has made an offer to buy the Canadian hotel chain Fairmont Hotels & Resorts for about 3.6 Billion dollars. He has stakes in eBay, Amazon, and Disney, and a major interest in TimeWarner.

I don't really care much about eBay, Amazon, Disney, and TimeWarner, except that this gives the Prince another media interest, and influence, in a little outfit called CNN.

When the Prince makes a tender offer for Lockheed Martin, or Armor Holdings, or the Canadian uranium mining firm Cameco Corporation, we can all shout some more about access and terrorism and security.

But how many people realize that muslims already have access to the integrated circuits designed to run our weapons systems? The blueprints, if you will, of our defenses?

How many muslims are employed by NASA? Boeing? Rockwell Collins? United Technologies? Intel?

How many are hanging around in jeans and sneakers at the water coolers in little places like Stewart and Stevenson, who won the army contract to add the armor to our trucks and humvees? Or Ceradyne, which makes our soldiers' ceramic body armor? Or defense electronics specialist Raytheon? Or the ammunition supplier Olin Corporation?

How many blueprints are being faxed to mosques in Pakistan, Syria, Iran, and India tonight? How many emails are zipping around with our sensitive material, our industrial secrets, encrypted for the mosques at the end of the earth?

Just take a picture with your cellphone, Omar, and sent it to Mohamed. He'll know what to do.

If our politicians want to stop INFILTRATION and SABOTAGE they need to do more, lots more.

I am dissappointed that you you have decided not to back your president....his political life is in the line ...and may lead to tremendous political instability in the US.

Having the ports in US hands is no guarantee of safety. The airways authorty was in Amerikan hands on 9/11 and it didn't help then. 2 things come to mind.

1) At any rate if something DID happen when the UAE was in charge....the US would have good reason to go in ....an astute political move...

2) countries of the ME to get invoilved in things other than oil...it is good for their economy....and the US can be proud to assist. It shows tremendous goodwill on the side of the US ....another astitute political move.

He has given up on much more significant things before, where he did have the support of his party, such as on his opposition to make baggage handlers government employees, refusal to veto campaign finance reform, signing steel tarrifs, etc.

He hasn't vetoed a single bill to date. Why start with this one?

Well of course it is a serious question. In effect the Yankees were wanting to change the way of life of the folks in the southern confederate states...by force.....not too much unlike what is happening in Iraq by attempting to introduce democracy there.

I have no doubt that some southern folk still harbour resentment as things would have been different for the poor southern states....indeed the demographics of the US would have been different too...so yes a serious question.

Naseem, you would do well to understand that the muslim world you live in is a little primitive.

Muslims have shown us lately that they get upset at cartoons and rampage and burn buildings over very trivial matters. An uninformed observer might be led to believe that this volatility is what makes them a formidible threat, and that other peoples are not to be taken seriously if they are not similarly volatile.

This reasoning is a serious mistake.

Americans are good and just people, and, coming mostly from a Christian background, subscribe to the idea that one should "live and let live" and so we just kinda rock along. This attitude has become so ingrained that it applies even to agnositics and athiests. It takes a lot to make us mad. But we have what might be called "a long fuse on a big charge".

Nine-eleven woke us up. But we haven't gotten mad yet.

It would be instructive if you looked at World War II as an example, as one writer pointed out above. Examine our battle plan for the air war over Nazi Germany. Our stated, written goals included killing over a million civilians, and making ten million homeless, while reducing their cities and industrial capacity to rubble.

When we dropped the atomic bombs on Japan, there were several more ready to go. Our ememies were expected to surrender unconditionally. Germany had already done so, or a couple of German cities would have been vaporized also.

When the war was won, we stationed troops to "keep the peace." I know one of the young lieutenants (now a tough old lawyer) who was given a sector in Germany, five miles by five miles. There was an insurgency in Germany, not as bad as there is in Iraq, but similar in many respects. Nazi hold-outs and sympathizers were shooting Americans, and planting bombs.

This lieutenant, a survivor of D-Day, handled things in a typical American can-do fashion. He ordered that if three Germans were seen talking in the street, his men were to "shoot two and let the other one go" and if there was any sniper fire from any wooded area, then ALL the trees were to be "cut down at knee height and burned".

When the country was completely pacified, we fed the people, employed the people, subsidized their government and paid for the rebuilding. We protected them from the Soviets, and, otherwise, went about building an economic powerhouse back home.

All this was done while the muslims were sticking their butts up in the air five times a day, making their wudoo, and glorifying their pedophile prophet. Except for those who served in the German army, they basically missed the whole show and the lessons that were taught.

Here's the lesson:

A larger question here is that of the attitude of the American government in supporting the Dubai deal, and the large number of people who are receiving large sums of money, as always happens when the Arabs and petro-dollars are involved, to push for the deal. Madeleine Albright, of "the Albright Group," is being paid large sums. Bill Clinton, he of the self-effacingly titled "Clinton Global Initiative," is being paid large sums. I don't know if Kissinger of "Kissinger Associates" is in on it, but possibly Brent Scowcroft of that same "Kissinger Associates" is. Nor do I know about William Cohen of "The Cohen Group."

What is wrong with all these former officials, with their little groups named after themselves -- because they are offering not expert information in anything, they are offering themselves and their contacts -- so all that matters is their name.

The scandal is that these former high officials, including presidents (the first Bush, Clinton being paid enormous sums for an appearance in Qatar, where he attempted to please his audience by calling for "responsibility" in the exercise of free speech, and deploring the publication of those Danish cartoons, or now, we learn, earning hundreds of thousands more to push for that Dubai port deal.

Clinton is hardly alone, though his fantastic greed and willingness to be so cavalier in this as in so many other areas, causes him to stand out. A long line of Democrats and Republicans, from the former Kennedy apparatchik, Fred Dutton (hired by the Saudis when the Democrats were still running things), to those who are hired not as full-time employees but put on retainers as "consultants" or called in for "special missions" as is happening now with the Dubai Ports deal. Then there are the huge sums for lectures. American soldiers freed Kuwait from the Iraqi invaders during the Gulf War. But it was not any of those soldiers, individually or collecively, but rather the ex-president, George Bush, supposedly full of Yankee rectitude, who personally cleaned up, delivering a single lecture in Kuwait, eager to "express its gratitude" by paying Bush $1 million. was eager to deliver a lecture in Kuwait for which he received $1 million. familand are allowed to receive such sums, sums which have had, and are having, a direct and damaging influence on the formation of American policy. For decades the Arab money that has been distributed to former officials in Washington and London abd Paris. Some are former diplomats, from ambassadors to lesser fry, keenly aware what opportunities might come their way later on if, while they were still supposedly in the service of the American government, they promoted and parroted Arab views and interests. One suspects that a careful student of the post-government careers, and clients of such former diplomats as James Akins, Charles Freeman, John C. West, Andrew Kilgore, Eugene Bird would find ample evidence of the phenomenon.

How much has Bill Clinton received in lecture fees (at Tufts, in the richly-endowed-by-an-Arab businessman Faris lecture? In Qatar a few weeks ago?), and in "consultant's fees" for such things as the Dubai project? How much has Madeleine Albright of "The Albright Group" received for her lobbying on behalf of the Arabs of Dubai? How much money have all kinds of people whose names, and the amounts they took, and from what individuals or institutions or governments supporting the world-wide spread of Islam - that is, the Jihad to ensure that, ultimately (and what Muslim could think otherwise?) "Islam dominates and is not to be dominated"?

These are traitors. They deserve to be named and exposed. They include a great many people in official Washington. So what/ And they deserve to be named and exposted -- with Democrats in Congress not trying to protect Democrats, and Republicans not trying to protect Republicans -- so that, since the OPEC oil wealth will continue to gush, the ways in which it is used to penetrate and influence our government, our media, our universities, can be subject to constant monitoring and constant, embarrassing, exposure. It is not merely what has happened in the past. That army of apologists for, and promoters of, Saudi Arabia prevented, for more than 30 years, the putting into place an energy policy that, instead of relying idiotically on our "staunch ally" Saudi Arabia for its supposed "moderation" in oil pricing, would have sensibly been based on a steady rise in gasoline taxes, and on other uses of oil, and on allocation of all such taxes to subsidies for mass transit, building of newer, and safer, nuclear power plants, and the widespread introdcution of solar and wind energy.

Those who have made out like bandits -- those government officials, those corporations -- from "recycling petrodollars" -- have made, for themselves, perhaps some hundreds of millions for themselves, and a few billions for their corporations. Very well. But in doing the Saudi bidding, they prevented the implementation of an energy policy that could have saved a trillion dollars in the recapture of oligopolistic rents, over the past 33 years. We, the many, have had to pay an extra trilliion. They, the well-connnected and very greedy few, in earning their millions for themselves, and their relatives and friends, prevented the policies that, had they been put in place in 1973, might have saved that trillion.

Their behavior, which continues, disgusts. And for all I know, the failure to recognize the need for a greatly diminished use of oil and gas back in 1973, thanks to the cunning deployment of Arab money all over the Western world, not only has cost money, money that in large part funds the Jihad that is a menace to the entire Infidel world. But that failure may also, by having prevented or stalled a sensible energy policy in the United States, the largest consumer of energy, created such damage to the environment as may now, or within a decade, be irreversible.


Was it worth it? one wants to ask all those receiving Saudi and other Arab oil dollars. Are you proud of yourselves?

Being a direct descendant of Geronimo and Sitting Bull (Apache and Sioux Indian) I do not persecute whites because of what happened to the American Indians. There is NOTHING to forgive. Back to the Dubai port deal. THANKFULLY, it is failing. Though I have been to Dubai and have loved being there (the good people there are notably modern thinking), there is no reason in this day and age to allow such a remote entity to manage such a local issue as our ports. Most troubling is this might include additional immigration perks into this country from UAE and elsewhere. My greatest concern in this whole port deal was that it might also increase potential demographic jihad into this country. On this note - Bush can be certified as an idiot for not expecting this. Already we see the violent and nihilistic effects of demographic jihad in Eurabia - pick a country and pick a crime.

No more should we choose to willingly open the door to 7th century wolves to our 21st century civilization.
