More Retired Generals Call for Rumsfeld's Resignation

As reported the New Duranty Times, aka the New York Times:

WASHINGTON — The widening circle of retired generals who have stepped forward to call for Defense Secretary Donald H. Rumsfeld's resignation is shaping up as an unusual outcry that could pose a significant challenge to Mr. Rumsfeld's leadership, current and former generals said on Thursday.

Maj. Gen. Charles H. Swannack Jr., who led troops on the ground in Iraq as recently as 2004 as the commander of the Army's 82nd Airborne Division, on Thursday became the fifth retired senior general in recent days to call publicly for Mr. Rumsfeld's ouster. Also Thursday, another retired Army general, Maj. Gen. John Riggs, joined in the fray.

"We need to continue to fight the global war on terror and keep it off our shores," General Swannack said in a telephone interview. "But I do not believe Secretary Rumsfeld is the right person to fight that war based on his absolute failures in managing the war against Saddam in Iraq."

Another former Army commander in Iraq, Maj. Gen. John Batiste, who led the First Infantry Division, publicly broke ranks with Mr. Rumsfeld on Wednesday. Mr. Rumsfeld long ago became a magnet for political attacks. But the current uproar is significant because Mr. Rumsfeld's critics include generals who were involved in the invasion and occupation of Iraq under the defense secretary's leadership...

"Are the floodgates opening?" asked one retired Army general, who drew a connection between the complaints and the fact that President Bush's second term ends in less than three years. "The tide is changing, and folks are seeing the end of this administration."...

That's amazingly balanced for a New York Times article if one reads all the way through. Mentioning Zinni's book tour is relevant, and I'm shocked it's in there. CBS and the NYT have a horrible track record noting book tour motivations. CBS takes it to the next level by being part of the book tour without mentioning it.

It sounds like Rumsfeld isn't perfect and had some arguments with his commanders. Unlike every other war which ran smoothly with almost no miscalculations...

Sadly, for JW/DW staff, readers, and posters, none of the criticims have anything to do with the long war, da'wa, dhimmitude, or demography. It's all internal Pentagon politics.

Retired US generals are apparently not as enamored of "nation-building" in the Moslem world as is Mr. Rumsfeld and George W. Bush.

These generals need to be divided into two groups. There is in one camp, possibly all by himself, the foolish "realist" General Zinni. He is, along with Powell's aide Lawrence Wilkerson, a closet or not-so-closet appeaser of Islam, and just as Wilkerson has claimed that we cannot now "leave" Iraq because we would have to "return a few years later with five million mne," Zinni cannot conceive of leaving Iraq now because he is of the "we broke it, we fix it" school -- he wants us there. He doesn't want the Americans to leave in order to deal more forcefully with Iran, and to turn their attention to other theatres of the Jihad -- most importantly, Western Europe where the Infidels must be supported -- or those who recognize the problem must be supported -- in their campaign to halt and reverse islamization.

There may be others among those generals who cannot see that the problem is not mainly Rumsfeld. He may be limited -- though by some accounts it was Rumsfeld who did not like the Light Unto the Muslim Nations project and wanted to leave Iraq soon -- in other words, Rumsfeld who was forced to go along with this ridiculous messianic mission that is a sign of timidity, a substitute for coming to grips with the world-wide problem of Jihad and of Islam itself. Rumsfeld virtually alone has never been guilty of vaporings about wonderful Islam, and his own worry over the constant replenishment of terrorist recruits show that he is getting at least some idea of the problem.

This is not meant as a complete defense of his actions. He should have insisted, and he should be insisting now, on an American withdrawal, and on getting ready to watch the spectacle of ethnic and sectarian fissures within Iraq have effects -- effects Infidels should welcome -- beyond the borders of Iraq. And then he should be setting up policy-planning committees defined geographically -- black Africa, Western Europe, Eastern Europe (they differ in their susceptibility to Islam), Latin America. And those assigned to such policy-planning committees should have one goal: the weakening of Islam, of its internal coherence, and of its appeal to Infidels, beginning with the psychically and economically marginal, but also its appeal simply to the ignorant among the Infidels.

Rumsfeld's problems are not tactical. They are the problems that all of those, ignorant of Islam, and ignorant of Iraq, brought upon themselves -- and that certainly includes, in the first place, the President, who appears to be the truest believer in the Light Unto the Muslim Nations Project, because he cannot allow himself to conceive of any other way to act.

The problem here is that Secretary Rumsfeld always takes full counsel from these Generals, whether on the battlefield, or in the Pentagon. There are some 2,000 generals, and Admirals in the US military commands and since the start of the Iraq war there have been several generals that have disagreed with the adopted plans.

Of course the Duranty Times is going to run with any criticism of Rumsfeld when ever they can find it.

Do you think you will ever see an article on Generals who support Rumsfeld? I very much doubt it.

The war in Iraq, and Afghanistan are now the staging area and the precursor to a confrontation with Iran.

Irans stepped up and continious sabre rattling against western powers along with its nuclear aspirations are bringing in strong consences from most western powers that they represent a true and serious threat. Even Russia is now coming on board and feels that Iran has demonstrated that they cannot be trusted. We are already fighting insurgents from Iran in Iraq, so in a sence the war with Iran has already begun. If we where to leave Iraq now the Iranians would not hesitate to move into Iraq while their military is weak. No General wants to give up strategic ground when confronting an enemy. That goes for Afghanistan as well.

I suspect that he is as clueless about Islam as the other appointed cronies in this administration.

I don't think he has much say at the tactical level, where the bullets are flying through the air and IEDs are going off, other than listening to his troops and commanders about their requirements (putting aside his smary "you go to war with what you have" condenscension, which certainly is not encouraging for a soldier, they already figured that part out). At the strategic level they have bungled it, in implementing the post-invasion plan, if there was one.

I don't see that it would do any good to replace him with another naive neocon formulating policy without a clue as to the history of that part of the world or it's ideology, or making an attempt to stuff democracy down their throat without seeing to it that they are ready for it. That would require bringing in more educated policy advisors, neither apologists of Islam, or pie-in-the-sky-they-will-greet-us-with-flowers-and- cheers types.

First, the prattling of ex-generals (What do you call a retired four-star general, goes the old joke? Mister.) is humiliating and demoralizing. They had their chance, they pissed away their opportunities, time for them to shut up and get over themselves. The club of admirals and generals is very exclusive, very political, and they know full well how to fight among themselves and whoever is in authority without spilling it into the papers. And it's important to remember that SECDEF Rumsfeld is not a member of this cozy club, and as an extremely successful executive in his own right, has no desire or need to court the club's favor.

As for GEN Zinni, as a sailor I have only one thing to remind him of: USS Cole. I plant those lives and that billion dollars squarely on him.

My agreements / disagreements with the SECDEF's policy simply don't matter, nor do GEN Zinni's or those of any other member of the cozy club. I don't think the subject belongs on Jihadwatch, either. It is not the SECDEF's job to do SECSTATE's job, period. And the job you described in the last two paragraphs is clearly SECSTATE's job, not Rumsfeld's. While I would never say the military's job is simply to kill people and break things, that is what the military is most useful for. Rumsfeld is concerned with how best to isolate, find, fix and target (kill/capture) those muj who want to kill Americans and our allies. An obvious tangent is that he wants to dry up the sources of these muj, but he does not have the appropriate resources to do it. SECSTATE, however, has the duty and the resources to dry up those sources, through any and all of the methods you've clearly outlined in this and other posts, and through other ones we haven't thought of yet.

As for the assertion that SECDEF should be insisting on a withdrawal from Iraq, I don't want to rehash our old disputes, but merely to iterate that not all have the same confidence that Islamic family squabbles will have the fortuitous effect of weakening our foes. Of particular importance is that it was in the wide open ungoverned Afghan spaces that AQ developed and grew without our hindrance, and delivered a series of murderous blows. SECDEF will not allow Iraq to become another one of those ungoverned spaces where our enemies can safely gather and train. He may want to get out of there soonest (and who wouldn't), but he's not going to advocate leaving until whoever ultimately rules Iraq is capable of handling its enemies, and ours, on its own.

On what basis is it asserted that "the Iranians would not hesitate to move into Iraq" while "their [i.e. Iraq's] military is weak"? A guess? There are already Iranian agents in Iraq. Both Iran and Saudi Arabia, the two great beneficiaries of the removal of Saddam Hussein, wish the Americans to remain in Iraq. They do so for different reasons. The Saudis do not want to see the Shi'a either dominate Iraq, and want to delay that possibility, or to leave Iraq so that it dissolves into three vilayets, with the Sunnis left without oil and largely with the least attractive part. The Iranians do not want to have to deal with the distruption to their own state from a free Kurdistan, or to the way in which turmoil next door could also give others within Iran -- Arabs in Khuzistan, Baluchis, Azeris, disaffected Persians -- any more ideas than they already have.

The notion that the American forces need to be in Iraq so as to deal with Iran is not merely false, but the reverse of the truth. The Ameridcan military was quite capable of destroying the Soviet Union, with intercontinental missiles, and those from European bases as well (remember that missile controversy during the Reagan Administration?), from afar. It did not have to be next door. Nor does it have to be next door -- and would be far freer in its planning were American soldiers out of way of Iranian retaliation -- to damage, or destroy, Iran's science project.

Although these individuals are now retired and are themselves now civilians, I am made uneasy by even the suggestion of military types calling for resignations in a civillian government. For all that, I totally agree with them. Talk about cognitive dissonance.

The elder Bush did not invade Iraq in the First Gulf War precisely because he listened to his advisors. Saddam Hussein is an SOB, but he at least effectively bunged up the seething miasma that passes for Middle Eastern politics. This present Bush administration has squandered lives, resources and goodwill in a venture that puts the values and ideals of the West to question.

The West is in a war. Indeed, it is under siege. We need tactics and leadership that are effective.

note these are a handful of "retired generals". l have listened to Rumsfield, and he is prol too old fashioned for some, but l respect the man. He is in his 70's, does not need to be concerned about this, but he does it to serve his country. along with the media and democrats and wiennie RINO's you have an emboldened Iran. I was on Rush webpage the other other and some service man was at a talk thing with the democrat x-general who is saying how morale is so low. anyhow this US military serviceman went on the attack and said he would re-enlist if he did not have a herniated disc and said how todays army are working hard and do have good morale even with the media blitz! this is all on tape, its wonderful to hear. this US military man goes on to say how these media reporters come around their bases and ask how things are going, and when they tell them they are building this or than, the reporter just go away and say that is must be too quiet!
l believe with people like Rummie, you can fight this war on several fronts. l know with the new gonverment in Canada we have more will now do well in Afganistan and better equip our military, much to the chagrin of the the liberals and commine NDP's!

I've never heard Rummie utter a stupid statement about Islam; I could be wrong. I didn't like the, 'you fight with the army you have stuff,' but he's served his country well over the years. Invading Iraq was above his pay grade. Staying in Iraq is also above his paygrade. What could anybody else do? Maybe convince W that Iraq is a tarbaby? Is that really possible? He's just a straw dog, a lightening rod by proxy, for Bush. He's said publicacly, he's offered his resigniation twice to W. I think he's served his country with distinction. I also, and this is a hunch, do not believe he had the pull of McNamara with LBJ. McNamara convinced an initially doubtful LBJ of the wisdom to embroil our country deeper in Vietnam. Rummie seems more of a soldier following orders. His one innovation is that of transforming the military into a leaner, quick strike force, better suited to fit terror. Of course this set him up from the start for abuse by old-school warriors who don't like sharp elbows telling them what to do. The other issue with the criticism that bothers me is the line of thinking that if we only had a new chef, the folks would come back to eat! I doubt the tarbaby of Iraq will be a 4-star eatery with a new chef; the food still stinks.

Actually, we did invade Iraq (had me a front row seat), we just didn't occupy Iraq. We tore the country up and left. Which is exactly what we should have done this time

Serving the country is a family tradition. In my family if you are a male, you serve at some point, in some capacity.(Ironically, over the objections of those who served before you)

Rumsfeld is the architect of the success of the war, and is important to the long term military strategy of transformation. This would include closing US bases in places like Germany and Iceland, which are no longer frontier states, and either pulling them back in, or re-instating them in places like Israel and Thailand (sorry, not Qatar).

He should not be the one taken to task for inane political decisions made by the Administration. He's not the one who needs to identify whether or not Islam is a hostile ideology to the US - that's the president's job, and that's where the buck stops. Nor should he be the scapegoat for those who are sick of our presense in Iraq - the "light unto all Muslim Nations" is a political, and not a military decision.

If there is any administration official I'd like to see last until 2008, it's Rumsfeld.

Not to mention that I adore no-nonsense military men, like Rumsfeld and Schwarzkopf, who call it like it is, and read the press the riot act.

I thought I’d put my two cents in. I met General Swannack when he was still a full bird, I thought he was an extremely professional and tactically proficient, take charge kinda guy. I don’t know why he feels this way about Secretary Rumsfeld but if he said it, he meant it. I for one would caution against any high level leadership changes while we are engaged with the enemy. I don’t have access to any of the zillion reports that are cut down into smaller read files that our leadership sees everyday so although I continuously question their wisdom I do so with hope they know something I do not.

I have not problems with Rummy being SECDEF.

Zarqawi, al Qaeda are heading out, U.S. general says

Al Qaeda in Iraq and its presumed leader, Abu Musab Zarqawi, have conceded strategic defeat and are on their way out of the country, a top U.S. military official contended yesterday.
The group's failure to disrupt national elections and a constitutional referendum last year "was a tactical admission by Zarqawi that their strategy had failed," said Lt. Gen. John R. Vines, who commands the XVIII Airborne Corps.
"They no longer view Iraq as fertile ground to establish a caliphate and as a place to conduct international terrorism," he said in an address at the Washington Institute for Near East Policy.
Gen. Vines' statement came as news broke that coalition and Iraqi forces had killed an associate of Osama bin Laden's during an early morning raid near Abu Ghraib about two weeks ago.
Rafid Ibrahim Fattah aka Abu Umar al Kurdi served as a liaison between terrorist networks and was linked to Taliban members in Afghanistan, Pakistani-based extremists and other senior al Qaeda leaders, the military said yesterday.
In the past six months, al Kurdi had worked as a terrorist cell leader in Baqouba. Prior to that, he had traveled extensively Pakistan, Iran and Iraq and formed a relationship with al Qaeda senior leaders in 1999 while in Afghanistan.
He also had ties with the Muslim Brotherhood, formed while he was in Iran and Pakistan, and joined the jihad in Afghanistan in 1989, the military said. He was killed March 27.
Gen. Vines said the foreign terrorists had made a strategic mistake when they tried to intimidate and deny Iraqis a way to vote.
"I believe Zarqawi discredited himself with the Iraqi people because of his willingness to slaughter Iraqi people," he said.
Huthayafa Azzam, whose father was seen as a political mentor of bin Laden, told reporters in Jordan in early April that Zarqawi had been replaced as head of the terrorist fight in Iraq in an effort to put an Iraqi at the head of the organization.
Azzam said Zarqawi had "made many political mistakes," including excessive violence and the bombing last November of a Jordanian hotel, and as a result was being "confined to military action."
Gen. Vines, who from January 2005 to January 2006 led all coalition forces in Iraq, did not comment on those reports. But he did caution that although the foreign extremists were leaving Iraq "looking for more fertile ground," they could come back.
"The question now is what kind of government is going to be formed and is it going to be credible," he said, acknowledging that Iran had significant influence over Iraq's religious Shi'ite population.
"Iran wants us out, but not too soon -- after a Shi'ite government friendly to Iran is established," Gen. Vines said. "Iran's view is that the current government is not strong enough, and if we pulled out now, there would be a low-level civil war."

What makes me uneasy is any strategy depending upon our ability to "win hearts & minds". In effect, such a strategy depends upon the good faith and cooperation of the enemy. What if the enemy does not cooperate? What if the enemy lacks good faith?

We lose. That's what.

So. I would have some confidence in a strategy that required nothing of the enemy - least of all, his good faith and cooperation. Expecting the enemy to cooperate with your strategy is childish. Naive. State Department-ish.

When we go to war, the enemy has only one role: target. His cooperation would be convenient, but is not required. If the enemy can sustain his role, we can sustain our own. And, we can win.

It would be comforting if something along these lines were taught at the Naval War College (and elsewhere).

Further, it would be comforting if there were some evidence that President Bush learned from experience. To date, his refusal to recognize that our enemy is islam is akin to his refusal to acknowledge that we have a problem with border enforcement. I see little hope that we can arrive at a sound strategy for the war on islam until he is replaced.

I support the impeachment of President Bush. His failure to enforce our borders is sufficient justification.

Havoc, inflict enough pain and they will scream for dialogue, winning their hearts and minds doesn’t mean a free ride, it shows them they have more to gain by cooperation. Iraqis in particular have had enough, the reason we are having the successes we have lately is due to higher and higher numbers of tips from Iraqi civilians. All conflicts eventually end and few historically have ended by genocide. Peace is a myth, we will always have wars but by winning them over to our way of thinking we can make the brief periods of peace longer.

Nope.
We don't have a Parliment. There is no such thing as a vote of no-confidence in this country. We got the leader we deserved. I was afraid the impeachment of Bill Clinton would lead to hair-trigger calls for impeachement, looks like I was right (yet again). Not happy? Vote for the other guys next time, thats our system.

The reason these ex-generals are crowing about misteps is political. It is my sense they are jockeying for positions in a new administration.

You seem to be entirely too preoccupied with what should go in which slot, who should do what job and when. This is exactly the kind of thinking that has gotten us into this mess in the first place. Everyone passing the buck. Furthermore, it is not enough to blame President Bush. We all created the political climate that produced him.

I believe it is the responsibility of every human being to grapple with the issues of the day. All this, "that's his job, that's above my paygrade" bs has got to stop. It is our duty to our children, to our God, and to ourselves to try to understand the evil menacing our time. We are all responsible. We all shape the future, whether we are aware of it or not. Each of us leaves our mark.

These Generals have a clear duty to the country and each one must seek his own counsel and act on his own best judgment. I see a coming to grips with reality and a new readiness to hear alternative ideas like the ones expressed here at Jihad Watch. our small but mighty think tank.

As any doctor knows, the first step toward healing is the correct diagnosis of the illness. See reality clearly. See the enemy as he sees himself. The remedies will follow.

McNeil Acquires Enterprise Management and Language and Intelligence Companies

SPRINGFIELD, VA (October 7, 2005) – McNeil Technologies Inc., a premier provider of language translation and other critical outsourced services to the U.S. government, announced today that it has acquired ViStar Corp., a leading provider of high-end enterprise management, business process outsourcing, and human resources consulting services based in Alexandria, VA.
ViStar, operating as part of McNeil’s Consulting practice, will continue to focus on its core business solutions and services. Terms of the deal between the two private firms weren’t disclosed.

Former Four-Star Commanders – Prueher, Zinni and Hawley – Join McNeil Technologies Board of Directors

SPRINGFIELD, VA (Sept. 22, 2004) – McNeil Technologies Inc., a leading management consulting company, announced today the appointment of three retired four-star officers to its Board of Directors.
The new directors at McNeil are retired Adm. Joseph W. Prueher, a Navy veteran who served as Commander In Chief of the U.S. Pacific Command; retired Gen. Anthony C. Zinni, a former Marine Corps leader who served as Commander In Chief of the U.S. Central Command; and retired U.S. Air Force Gen. Richard E. Hawley, who served as Commander of Air Combat Command at Langley Air Force Base, VA.
“We’re extremely honored to have these outstanding leaders aboard McNeil Technologies, and we look forward to their guidance and input,” said board Chairman James L. McNeil, CEO of McNeil Technologies. “Together, these illustrious gentlemen bring more than 100 years of experience in military leadership and understanding of the Department of Defense. They offer unique perspectives at senior level managerial and strategic level operations. We at McNeil welcome them and their expertise.”
The new board members all have distinguished military backgrounds.
Adm. Prueher has served as Ambassador to China. He was appointed commander in chief, U.S. Pacific Command (USPACOM), in 1996. As the senior U.S. military commander in the Pacific and Indian Ocean areas, he led the largest of the unified commands and directed Army, Navy, Marine Corps and Air Force operations across more than 100 million square miles.
Previously, Adm. Prueher served as vice chief of naval operations and had been commander of the U.S. Sixth Fleet and NATO’s Naval Striking and Support Forces Southern Europe. He also served as commandant of
midshipmen of the U.S. Naval Academy.


Gen. Zinni was the former commander in chief, U.S. Central Command, MacDill Air Force Base, FL. In 1991, he was the chief of staff and deputy commanding general of Combined Task Force Provide Comfort during the Kurdish relief effort in Turkey and Iraq. He also served as the military coordinator for Operation Provide Hope, the relief effort for the former Soviet Union. During 1992-93, he was director for operations for the Unified Task Force Somalia for Operation Restore Hope.
Gen. Zinni was the deputy commanding general, U.S. Marine Corps Combat Development Command, Quantico, VA, from 1992 to 1994. In 1995, General Zinni served as commander of the Combined Task Force for Operation United Shield, protecting the withdrawal of U.N. forces from Somalia. From 1996-97, Gen. Zinni served as the deputy commander in chief, U.S. Central Command. He is a graduate of Villanova University.
Gen. Hawley was commander of Air Combat Command at Langley Air Force Base, VA. The command organizes, trains, equips and maintains combat-ready forces for rapid deployment and employment while ensuring strategic air defense forces are ready to meet the challenges of peacetime air sovereignty and wartime defense.
Previously, Gen. Hawley was commander of U.S. Air Forces in Europe and Allied Air Forces Central Europe with headquarters at Ramstein Air Base, Germany. He also commanded an Air Force group, a wing and U.S. Forces Japan and 5th Air Force, with headquarters at Yokota Air Base, Japan. He served as a forward air controller at Pleiku Air Base, South Vietnam, where he flew 433 combat missions. He is a graduate of the U.S. Air Force Academy.

As an added benefit, interpreters are empowering some people to be better parents to their school-age children.

In only its first months of operation, the program has helped hundreds of refugees throughout Florida, which is the largest recipient of refugees in the country, according to officials.

McNeil Technologies, Inc., of Springfield, Va., which was awarded a $2 million contract by the state to provide language translation services, is helping to train people all over Florida to be interpreters and to conduct telephone interpretation work, including in Jacksonville, the state’s most ethnically diverse city outside Miami. McNeil also does document translation work and helps train people to be better interpreters through a university-based curriculum.

The program so far has been very successful, said Michael Groger, director of language services under the refugee program at Lutheran Social Services. The nonprofit social service agency uses McNeil to help refugees converse in their native tongue so they can find housing, employment, transportation and a myriad of other services.

“We’ve been able to communicate with a client almost instantly, where as before we had to work through family members or other volunteers who were not professional interpreters,” Groger said. “Now, these people feel their concerns are being heard and those concerns are being met.”

The program also is helping parents outsmart their kids. One sneaky third-grade girl who knew her dad didn’t understand English escaped homework every night by telling her father she didn’t have any. The father, who speaks French, got wise. He decided to use the McNeil interpreter program through the help of Lutheran Social Services, which works with refugee families and the schools. With the help of an interpreter, the father was able to converse with his daughter’s teacher for the first time, said Lee Townsend, the school liaison at Lutheran Social Services.

The teacher said, “Your daughter’s not doing well in school,” said Townsend. “The girl was telling her dad she didn’t have any homework and would run out and play, and she had plenty of homework.” The father assured the teacher it wouldn’t happen again. Said Townsend, “It’s an amazing thing … the interpreter program is giving the role of parent back to the parent.”

McNeil Technologies, which is the only company in the U.S. that does translation, localization and publishing in more than 150 languages, is providing a ready bank of interpreters to translate languages from all over the world, including in Russian, Vietnamese, Laotian, Bosnian, Farsi and Arabic. By dialing a toll-free number, authorized callers are being instantly connected with a professional interpreter in the U.S. or around the globe.

In some cases, refugees are asking for gender specific interpreters to help them with their medical questions and help them get proper care.

“We think it’s very exciting to be part of this national movement to help states converse in different languages with growing diverse populations,” said James L. McNeil, Chief Executive Officer of McNeil, which has offices in Tallahassee and Fort Myers. “We believe Florida is well-positioned to become a national model for other states that are dealing with refugee resettlement and immigrant population issues.”

The issue is growing. Latest U.S. Census figures show that nearly 18 percent of people in the United States speak a foreign language at home and 11 percent are foreign-born. About 4 percent speak little or no English.

McNeil will train 200 bilingual state employees, staff from voluntary agencies, and staff of other organizations providing service to refugees. Telephone interpretation will be provided 24 hours a day, 7 days a week to the Department Of Health (DOH) county health departments, Department of Children and Families service centers as well as Voluntary Resettlement Agencies and certain hospitals serving the refugee population.

McNeil will also translate forms and documents relating to the refugee resettlement process to enhance communication and speed the delivery of services to the refugee. McNeil will assist Florida in analyzing trends, defining future requirements and linking with other state governments to develop national standards of practice. As part of the program, McNeil will develop a Web site to disseminate information about this one-of-a-kind program.

McNEIL to Help State Department Process FOIA Requests
McNEIL TECHNOLOGIES WINS $3.5 MILLION CONTRACT FROM THE STATE DEPARTMENT
SPRINGFIELD, VA. (October 11, 2002) – McNeil Technologies, Inc., a premier management consulting firm, announced today it had won a $3.5 million contract from the State Department to expedite Freedom of Information Act (FOIA) requests.
The contract award is for two years.
“We’re thrilled to be working with the State Department. This contract reinforces McNeil Technologies preeminence in the information access and declassification support services fields,” said James L. McNeil, chairman and CEO. “At McNeil, we’ve had a long history of providing FOIA services to Department of Defense elements and only recently has this experience been applied to other Executive Branch agencies.”
Under the contract, McNeil will provide a team of experienced FOIA personnel who will analyze individual FOIA cases to determine the status and the steps necessary to close each case. These include individuals who have Top Secret level clearances and who are experts in the identification of sensitive, controlled and classified information.
The contract calls for McNeil to provide a team of information analysts and reviewers who will perform the research, retrieval and review functions necessary to respond to FOIA requests. McNeil will also provide a team of administrators who will assist in the documentation of actions taken in FOIA cases and the preparation of materials responsive to FOIA requests.

The Department of State receives thousands of FOIA requests every year.
The State Department is working to enhance its responsiveness to requestors while reducing its current request backlog. It has contracted with McNeil Technologies to develop a plan to effectively reduce its FOIA backlog in the future. In doing so, McNeil will help the State Department provide a more timely response and help make available to the public information that is of significant historical value.
“The documents requested contain every conceivable kind of information from the ordinary, to classified material, to other sensitive information controlled by statutes and Executive Orders,” said Tim Ayoub, McNeil Technologies’ programs manager for the Freedom of Information/Privacy Act. “The high probability that the information may be sensitive or even classified dictated the approach taken by the State Department to guarantee the protection of all information and documents being reviewed.”

Transportation Security Administration’s Pilot Program Takes Off as Northern Virginia Company Provides Airport Security Screeners

SPRINGFIELD, VA (Nov. 19, 2002) – McNeil Technologies Inc., a Virginia-based management consulting company with a specialty in security services, will begin providing airport passenger and baggage screeners Nov. 19 as a two-year nationwide pilot program gets underway.
McNeil Technologies has recruited more than 150 passenger and baggage screeners for Greater Rochester International Airport under the federal program at five airports.
McNeil Technologies recently won a $7.9 million yearlong contract from the Transportation Security Administration. With the option of a second year, the contract is valued at $15.8 million, according to McNeil officials.
McNeil Technologies, a black-owned company, was one of four companies selected nationwide by the TSA to provide passenger and baggage screening as specified in the Aviation and Transportation Security Act of 2001. It was the only company selected from the Washington, D.C. area.
According to the TSA, the screeners in the pilot program will meet the same high standards and receive the same high-level training as federal screeners. That includes successfully completing 44 hours of classroom instruction and 60 hours of on-the-job training.
“We’re dedicated to ensuring that our nation’s airports are safe and that our screeners are fully trained,” said James L. Rochester International is one of five airports participating in the pilot program nationwide. Federal screeners trained and deployed by TSA staff the nation’s other 424 commercial airports.

Berry served 28 years in the Army before retiring as a colonel in 2001. Rumsfeld should have insisted that the female general in charge of the Abu Ghraib madness be cashiered, and then resigned, himself, to show that he understands where the "buck stops".

But he is a glib technocrat who seems impervious to shame.

The imbecility of allowing soldiers to have cameras/photo phones, unsupervised, in a dangerous prison during wartime, instead of having TONS of video cameras scoping out every angle of the Abu Ghraib complex, demonstrates a kind of mindlessness about security that appalls.

Every convenience store and gas staion in the Western world has cameras coming out the wazzoo. That the military intelligence leadership failed to control potentially-devastating images from getting out of this prison, and did not have their own cameras installed to "watch the watchers", betrays a catastrophic naivete and a shocking level of incompetence, top to bottom.

The result was a grotesque, face-losing disaster that certainly cost us at least an extra 1,000 dead soldiers and marines as a result -from the refreshed "insurgents"/jihadists, while it also handed them a priceless propaganda coup.

And caused a loss of American honor for a hundred years in the eyes of the already-inclined-to-think-the-worst-of-us World.

As head of the American forces in the Middle East, Zinni was well-disposed to the Saudis, and has remained so -- and ill-disposed to Israel, and has remained so. That already disqualifies him from ever realizing the full menace of Islam.
