TEHRAN, Iran (AP) -- A package of incentives that represents a major initiative by world powers to persuade Iran to curb its nuclear program contains "positive steps" but also some "ambiguities," the country's top nuclear negotiator said Tuesday.Speaking on state television after receiving the proposals from EU foreign policy chief Javier Solana, Ali Larijani called the talks with Solana "constructive" and said Iran would respond after studying the incentives.
The United States along with the four other veto-wielding members of the U.N. Security Council -- Britain, France, Russia and China -- drew up the package with Germany in a meeting in Vienna on Friday.
Solana, who arrived in Tehran on Monday night, met Larijani for two hours at the Supreme National Security Council building in central Tehran. Journalists were barred from the building.
"The proposals contain positive steps and also some ambiguities," Larijani said, adding that more talks were needed.
"We hope we will have negotiations and deliberations again after we have carefully studied the proposals," he said.
Solana was to explain the details of the package but go no further. The EU envoy, who is heading a seven-person delegation, was expected to meet Iranian Foreign Minister Manouchehr Mottaki before leaving Iran later Tuesday.
They have got to be kidding? If this is how are leaders are going to behave we all might as well start growing our beards out and buying prayer rugs.
The leaders behind this little deal are either giving Iran the rope to hang itself and playing a calculated game ( I doubt it) or they are all certifiably crazy.Russia and China are being snakes in the grass as usual. Maybe I am wrong, but isn't someone considered mentally ill when they persist againest all reality believing that something is true that is not?

The Iranian regime has been noting but honest in their beliscosity, it isn't their fault we don't listen.
Of course incentives aren't going to work, that doesn't mean Iran won't take the money. That they'll do,all the while laughing profusely at our idiocy.
We have Neville Chamberlain all over again. My grandmother recently said that this feels alot like the late 1930s.I agree. We'll reap the bitter harvest of our delusions and stupidity.
One can only hope that this is the bone we have to throw to our fascillating erstwhile allies. Sometimes, though things could not be more clear, they have to be made clear for those who cling to the scales over their eyes. Iran must be abundantly clear also, that war is the other option, one that they will lose disastrously.

Only hope I see is
a) Bush pulls from Iraq quagmire (what's left to acomplish? Drop a few hundred million in arms off to the Kurds - Pull - and let them all kill each other) so then we can bomb the reactors and nuclear facilites w/o worrying about shi'a reprisals in Iraq.
b) Israel grows a pair and does it for the world. (this would still nessesitate pulling from iraq)

Shortboard Surfer. I think you are underestimating the Iraq Shi'a who would launch thier own war aginst our troops if an Iranian Attack took place. Our very presence in Iraq has sinifigantly weakend what we can do with Iran. Which is why we are pussy footing around. The Generals told Bush we would be screwed. Again : Declare victory in Iraq and lets get on with Iran - death from above day and night!
Unless someone convinces me we have anything left to accomplish in Iraq? Our troops are being bleed to death for no good reason as far as I can tell. 2-3 tours now and all they do is get shot at while protecting iraqis from killing one another. Idiotic and wasteful.

I do think that we need to keep our bases in place in Iraq, much like chess pieces surrounding the opponent's king.

I know it's temping to stick with the Presidents plan but he really has'nt voiced those plans succintly and clearly so I can't. I also see nothing good coming from it. Thier fanatics and hate us and don't care if they die - non stop attacks.

The following 4 conditions must be met for this transfer of technology:
1. Iran must give up heavy water reactors.
2. Iran must give up uranium enrichment.
3. Iran must give up uranium reprocessing.
4. Iran must allow full intrusive inspections.

It's a political quagmire at home from both idealoges that's really sicking to watch. I picked up "the board" after I got out of the Navy in 1967 after serving 2 years and 7 months in Vietnam doing river patrols on PBR's. I achieved the rank of DC2. (BTW I learned to surf in Hawaii, Guam, and the PHillipines when I was on leave.)
I went to college on the GI Bill, and went back in the Navy from 1971 to 1973, where I achieved the rank of Lt(jg).
I did my time, and if I wasn't 59 years old, would gladly go over there and do it again.
