One of Britain's top police officers will today warn that anti-terrorism laws are discriminating against Muslims and law enforcement agencies are running a "real risk" of criminalising ethnic minorities.Tarique Ghaffur, assistant commissioner in the Metropolitan police, will also call for "an independent judicial review" of why some young British Muslims turn to extremism. He warns that more work is needed to stop the "flight, fright or separation" of British Muslim communities after the July 7 2005 bombings in London.
Mr Ghaffur, Britain's highest-ranking Muslim police officer, will today address a National Black Police Association conference in Manchester and tell how racism has blighted his own career.
Since the September 11 2001 attacks on the United States, western countries have toughened counter-terrorism laws. Mr Ghaffur will say: "Not only has anti-terrorism and security legislation been tightened across many European countries with the effect of indirectly discriminating against Muslims, but other equally unwanted practices have also emerged, including 'passenger profiling' as well as increased stop and search and arrest under terrorism legislation."
In Britain, people of Asian appearance have borne the brunt of increased stopping and searching. Police have said the practice is "intelligence-led", but Mr Ghaffur appears to cast doubt on this repeated defence: "These practices tend to be based more on physical appearance than being intelligence-led."
Mr Ghaffur will say the July 7 attacks "revealed some of the limitations of the policing response" and other authorities such as Revenue and Customs are acting in a way that could be counterproductive: "There is a very real danger that the counter-terrorism label is also being used by other law enforcement agencies to the effect that there is a real risk of criminalising minority communities.
"The impact of this will be that just at the time we need the confidence and trust of these communities, they may retreat inside themselves. We therefore need proper accountability and transparency round all policy and direction that affects communities."
This should not surprise anyone. Britain is in deep trouble.

If as I suspect he is up to the usual Islamic trick of claiming victimhood to offset reasonable suspicion and investigation then it is about time the UK police forces dropped their pretence of even-handedness and produce the statistical information by ethnic breakdown of WHO is actually commiting WHAT type of crime and WHERE and then everyone would know that from that statistical evidence profiling CAN be justified. I personally would be happy with that. Would anyone else?

In criticising the police for their efforts to combat terrorism, is Mr Ghaffur forgetting that HE is a high-ranking police officer?
Does the National Black Police Association see itself as a force apart from its white colleagues? If so, then its members are effectively declaring themselves as a Fifth Column within the police service, which will do anything they can to hinder the fight against Islamic fundamentalists in the UK.

I am Irish and live in Britain and we have been targeted by the security services working against the IRA for almost 30 years and no one complained. I shrugged off the additional security on my way to Ireland as reasonable in the circumstances.
However we could do something to reassure the Muslim community. A corps of volunteers should be set up to question the correct percentages of non-Muslims about terrorist activities. They could work the streets in the manner of market researchers asking a set of standard questions. The results could be fed into the computers to create the correct ethnic balance thereby saving the security services a lot of work.
BUT TO BE SERIOUS THE TIMING OF HIS STATEMENT IS INTERESTING!!
There is a documentary on Channel 4 tonight entitled “What do Muslims Want?” to which the answer seems to be - An Islamic Britain. I would guess coming at this time his statement would push all comment about this out of the Press much to the relief of Blair and Co.
A leaked Metropolitam Police report from two months ago indicated that officers of pakistani origin are 10 times more likely to be corrupt than average - I would have thought this was a fine argument for being reluctant to recruit them.

Geez, the fact that they were criminalizing millions of law abiding, tax paying British dog owners when they banned the American Pit Bull Terrier, didn't seem to bother the British authorities in the least, and neither did busting down doors, seizing family pets from the arms of sobbing kids and killing the dogs off by the millions in a canine version of the holocaust.
But then everyone knows that a few American Pit Bull Terriers run amok due to irresponsible owners are so much more of a danger to UK national security than islamic terrorists armed with WMDs...
so that makes it different, of course.

Sorry I did not watch the documentary because the trailer made my angry enough and I might have thrown something heavy at the screen. The trailer showed a young beard and went something like,
This man was born and educated in Britain.
This man supports his local football team.
This man thinks the London bombings were justified.
This man thinks British women have no morals.
This man thinks British man are drunks.
This man wants to introduce shria law.
That is as much as I remember but someone else can probably tell you the details.

As with Iraqis I think the High Court Judges decided it would not be safe for them to be sent back to Afghanistan.
However the Government does not mind taking a teenage army reservist away from stacking shelves at the local supermarket and sending him to Iraq or Afghanistan.

I watched the Dispatches report mate. Jon Snow took a very middle of the road approach to the subject matter and in his questioning. Certainly, to my mind, nowhere near hard hitting enough.
