Muslims Offered Italian Values

A step toward anti-dhimmitude from Italian Interior Minister Giuliano Amato, analyzed by Federico Bordonaro in IPS (thanks to Designnut):

ROME, Sep 25 (IPS) - Interior Minister Giuliano Amato proposed in August that Muslim organisations in Italy will need to subscribe to a Charter of Values to signal their readiness to be fully integrated into Italian society and its political culture.

Rome is facing a huge challenge: it cannot fail to integrate its increasingly numerous Muslim immigrant population, but since integration policies in Europe are regarded as less than successful, it is forced to seek new solutions....

Less than successful? They've been non-existent, due to demands from Muslim leaders that they not be undertaken. Cf. Eurabia by Bat Ye'or; Abou Jahjah's notorious statement that "assimilation is cultural rape," etc.

After the Madrid and London terror attacks in 2004 and 2005, the Danish cartoon controversy, and last summer's so-called honour killing in northern Italy where a Pakistani immigrant killed his daughter, worries about Muslim integration in Italy have increased.

In particular, public debate among Italian intellectuals and specialists highlights the worry that in Muslim countries only a minority of intellectuals have criticised the call for retaliation issued by religious and extremist political leaders, while conciliatory words pronounced by Iranian President Mahmoud Ahmadinejad after the Pope explained that his speech was "not intended to hurt Muslim feelings" have been cautiously received.

"...only a minority of intellectuals..." Indeed: funny how the Tiny Minority of Extremists never seems to behave like a minority at all.

One thing is sure, though, and it is the heart of the matter: Rome cannot afford to fail to integrate Italian Muslims and to enhance their attachment to national democratic and constitutional values if it is to avoid a bitter political and social conflict..

Since both assimilation-oriented policies and multiculturalism are considered unsatisfying models for effective integration strategies, Italy faces inner divisions among policy-makers and within the public about the right way to address the question. Muslim communities are rapidly becoming necessary interlocutors for shaping new political courses.

Compared with Britain, the Netherlands or Germany, Italy still has a relatively small Muslim population (less than one million in a total of 57 million) and, furthermore, its Muslim communities are politically less integrated than in these other European countries.

In late August, after an anti-Israel advertisement by the Union of Italian Islamic Communities (UCOII), which was widely condemned for being anti-Semitic (it compared Israel's military actions to Nazi brutalities), Amato proposed the draft of a Charter of Values whose details are now being studied. The Charter would set out Italy's basic democratic, constitutional rights and obligations, and provide for acceptance among Muslim communities of republican, liberal-democratic values.

Members of the right-of-centre opposition have sharply criticised the government for "too soft" an approach, and vociferously called for the ban of UCOII. Former ministers like Maurizio Gasparri and Roberto Castelli said Rome should disband and outlaw UCOII, or at least suspend it from the recognised Muslim organisations. The government has said such a move would be unrealistic since UCOII is by far the most important Muslim association, although it is rapidly becoming the most controversial as well.

More importantly, UCOII leaders themselves have adopted a flexible approach to the government's proposal. "Our organisation unanimously recognised the mistake made in the communication form (chosen for the advertisement), which was used by many to lambaste us", UCOII said in a statement Sep. 3. "Our religion forbids us to express any racial discrimination and obliges us to respect Christians and Jews alike."

In past centuries, UCOII added, "Islamic jurisprudence provided the framework for religious tolerance and harmony in the East, in Sicily, in North Africa and Turkey."

Sure, plenty of tolerance and harmony as long as Christians and Jews knew their place.

UCOII then agreed to openly discuss Amato's proposal. Such a choice appears in line with recent attempts made both by Rome and by Muslim communities to define a broad framework for the creation of an Italian Islam, an issue considered particularly delicate and important....

The biggest challenge for Rome is to rapidly find a just and effective solution, combining adequate education offers, political participation, and rules to be respected -- a goal that will be reached only if extremist factions on both sides are successfully marginalised.

...which will not happen as long as no one, Muslim or non-Muslim, confronts the jihad ideology.

Part of the problem seems to be we've forgotten that Rome is the place of Christians.

If muslims have no good values to begin with, how can they be expected to conform to the west's values in which they abhor? They refuse to allow their women freedom, whether to dress as they wish, work, have a say in raising their children, or just in the marital bed.

If they have no respect for other people anyway, I don't see how we can force them to begin. I think all we can do is contain them. To themselves. Or ship them back home.

Thank god for Oriana Fallaci's books and haunting presence, and thank god for Magdi Allam at the Corriere and on the RAI. The current head of the Italian government is the incurably dull Professore Prodi, a man perfectly at home as the E.U. apparatchik he once was, offering every kind of assistance to the Muslims, parroting every deux-riviste cliche about the "Euro-Arab" Dialogue, the Two Sides of the Mediterranean, during his atrocious speech at the "library" (the building is there, but as Roy Campbell would say, where are the bloody books?)of Alexandria.

A new immigration law had given Italy a fighting chance to turn away the tens of thousands of illegals who arrive from Africa. These immigrants, smuggled from Libya by Arabs, are a nightmare for the Italians, and at long last measures were in place so that the boats might be seized, the immigrants quickly brought to Lampedusa, and then returned as promptly as possible back to their countries of origin, is now under attack.

Prodi won, just, because Berlusconi was too outrageous, too big a crook, too intolerable in so many ways. It was mainly a vote against, not a vote for. He should remember that. Or if he can't (Prodi is maddeningly dull -- the same pro-Arab policies, for example, of Andreotti, but without the sometimes amusing ripostes of the latter to criticism, on display even at his Perugia trial), then possibly others will remember for him.

Muslims are not to be trusted to their own recognizance, like bad little monkeys that must be watched all the time. Berlusconi lost because the left lied on everyhting, during the electoral campaign, and now every lie is becoming evident: everything Berlusconi foretold is coming true. Sadly and foolishly, many in the West have come to view these things and many more as 'givens'. To that list we can also add the Bill of Rights and computer chips. There are no guarantees that those things are forever, and it's the height of folly to believe they might be. These things are powerful, but also fragile. If such things are taken for 'granted' such things become extremely brittle and precarious. Over the long span of time, the only things which last are the things which are valued beyond all others, and tended with great care.

Somehow telling the truth these days, or contemplating the idea that one culture may be superior to another is so anathema that such discussions are unutterable in public, unless the discussion is about how non-White non-Western non-Christian culture is always better, or that the only reasons non-White non-Western non-Christian cultures suffer is because of something the White Western Christian culture did, is doing, or will do.

However, you should not mock Amato's proposal. Its purpose is the same as the old questions on American visa and green card questionnaires: are you or have you ever been a member of the Communist Party? Do you advocate or have you ever advocated the overthrow of the American political system? Not that anyone expected real subversives to answer such questions honestly, but that once they put their signatures there, the state had a legal handle to chuck them out if they proved to have lied. Likewise here: if a Moroccan or Indonesian immigrant signs up to this charter of values and then is shown to have violated it - whoops, there you go, boy, back to Morocco or Indonesia. It is a legal instrument placed in the hands of police and immigration authorities, and an implicit threat against extremists.

THE WORSHIP OF DIVERSITY CAN BE CO-OPTED FOR OUR CAUSE

What I find fascinating about this continuing debate is the naive assumption that if Muslim immigrants are forced to pass some sort of test to determine their "Britishness"... or "Dutchness"....etc, that they will then become officially "integrated."

It is a childish fallacy, born of the European belief in the omnipotence of government. Muslims will not jettison their core beliefs easily....particularly to embrace a self-repudiating culture like the one we've developed in the West.

The only solution would seem to be to limit the growth of the Muslim population by implimenting severe immigration restrictions. But as we all know, this would be overt discrimination, which is anethema to established Western traditions and ethics.

There is an answer though: Europe could embrace the terminology and ethos of the Left by developing an immigration policy based on "diversity". This would essentially entail diversifying the immigrant base by bringing in more East Asians, sub-Saharan Africans and Latin Americans, to the exclusion of North Africans, Middle Easterners and Western Asians.

Muslim immigration would be curtailed, not as part of an anti-Muslim policy, but only incidentally, as part of a larger goal of insuring the construction of a truly diverse, truly multi-cultural society...instead of the bi-cultural one that Europe is currently embarked upon. All this, in the name of diversity which after all has become the code-word of everything that is good and wholesome in the Leftist (mainstream European) worldview.

But the prevalence of the phenomenon, and the high degree of freedom and goodness -- as well as complexity -- of the societies in which this phenomenon has so much prevailing influence, militate against the theory that it has been successfully managed by some cabal.

Your description here is putting the cart before the horse: you imagine that these seminars are being crafted in order to influence teachers, who in turn will influence students. But the far more likely -- though far more difficult to solve -- situation is that the seminar-creators and taskmasters themselves are part of a wider, more amorphous shift in world-view, and that, furthermore, this shift affects the teachers before they ever see a seminar; it's simply in the general atmosphere. The seminar-creators are not some sinister group of social engineers, and the teachers some group of naive innocents: we are all in this together. Only in a totalitarian society could there be this kind of social machination going on, perpetrated by a sinister few against the naive many. This is a far more complex sociological phenomenon, precisely because we live in a very free and good and open society (note: I didn't say "perfect"), and, just as importantly, a very complex, sprawling and sophisticated society.

Just so there's no additional misunderstanding: I am not denying a certain degree of machination and influence by Leftist types throughout the 20th century who have an agenda to reform society. But I don't think it rises above a certain threshhold, and certainly doesn't explain the fact that most ordinary Americans and Europeans out there would still not be capable of saying that Islam itself should be condemned and that most Muslims are following an evil belief system.

Only in a totalitarian society could a minority have the kind of mass effect you and other Jihad Watchers seem to think explains the reason why the West is not doing anything about the problem of Islam (other than running around putting out one Islamic fire after another wherever it pops up). 2) Edward Said was himself a cabal, operating not in secret, but openly. This man singlehandedly did more to corrupt higher education than anyone before or after. His attacks on the use of empiricism in the study of non-Western cultures were accepted as gospel. Standards have never been the same. When that librarian was recently dismissed at the U of Wisconsin (or some such northern school) for promoting "homophobic" literature, the entire faculty either voted to dismiss or abstain. Not one Professor stood up for free speech.

Why? Were these Professors uniformly offended at the books promoted by the man in question? Hardly. Simply put, no one wanted to buck the tide...no one wanted the stigma of supporting "homophobia"...even though the accusation was false to begin with.

This is just one anecdote to shine the light on the extent to which the educational gate-keepers have cultivated a stultifying atmosphere in higher education today where no one dare rock the boat or offend the sacred cows...not student, not administrator....certainly not faculty...at least until one is a full Professor with tenure.

The problem is not as complex as you think, nor is the solution. The introduction of intellectual diversity into our universities by hiring conservative professors and creating conservative cirriculum, would go a long way to resolving the problems of Left-wing indoctrination.

It just takes a sustained effort. Thank God for David Horowitz.

PS - My sister-in-law teaches in the public school system. She attends these seminars and imbibes what she is taught, lock, stock and barrel. We discovered last year that the American women running the seminars on how Islam is to be taught in public schools was a Muslim convert who had retained her Christian name. Can you imagine a seminar attended by public school teachers in which an Evangelical Christian was paid to teach educators how to teach Christianity? I can't.
