Security agents have arrested 17 people allegedly trained in Pakistan to launch suicide attacks in Afghanistan, the country's intelligence agency said.
The 17 were detained in Nangarhar, Kunduz and Kabul provinces and told authorities they attended militant training camps in neighboring Pakistan, intelligence agency spokesman Said Ansari said Wednesday. It was unclear when they were detained.
Ansari said that militants in Pakistan encourage fighters to carry out suicide attacks by telling them that girls in Afghanistan are wearing un-Islamic clothes or studying subjects in school unrelated to Islam.
"They are telling those people that they should conduct suicide attacks because the foreigners who are here are doing bad things in Afghanistan that are unacceptable in an Islamic country," Ansari told a news conference.
Few details were provided on the 17 detainees.
A report from AFP adds, amid claims by the spokesman for Afghanistan's National Directorate for Security that the men were "brainwashed," that they were equipped by foreign jihadists operating in Pakistan:
"All of the detained have confessed they received training for suicide attacks, attacks against schools and institutions from Arab, Chechen and Uzbek instructors on the other side of the border (Pakistan)"...

I have to say I'm not sure about the conclusions drawn about tribalism-based support. If the Iranians are joining in the fray, it's because it's very much in their immediate interest to reclaim Afghanistan as an extreme Sharia state (as opposed to Karzai's more "moderate" Sharia state) and thereby discourage the Americans and any allies they might find from attacking the Persian Mullahocracy:
IRAN SENDING JIHADISTS INTO AFGHANISTAN?
The Guardian reports that Western intelligence agencies have discovered a new source of jihadists in Afghanistan, and it comes as a bit of a surprise. The Sunni-based Taliban have apparently received a boost in personnel from the Shi'ites in Iran:
Knock-kneed with fear, the young prisoner perched on the edge of his chair in the windowless Afghan intelligence office. Eyes bloodshot and hands trembling, he blurted out his story.
Abdullah had reached the end of a pitifully short career as a Taliban fighter. He had been arrested hours earlier, just 10 days after signing up to the insurgency. But the 25-year-old with a soft face and a neat beard had something unusual that aroused the intelligence agents' curiosity.
"I come from Iran," he said in a quavering voice, wringing his hands nervously. "They told me the Americans had invaded Afghanistan and I should go and fight jihad. But I was cheated. Now I am very sorry that I ever left." ...
Military and diplomatic sources said they had received numerous reports of Iranians meeting tribal elders in Taliban-influenced areas, bringing offers of military or more often financial support for the fight against foreign forces. The sources, who spoke on condition of anonymity, said the meetings took place in Helmand province, where more than 3,000 British troops are based, and neighbouring Nimroz, a lawless desert province bordering eastern Iran.
Although the reports are hard to confirm due to security fears, officials say the direction of flow is unmistakable. "There's definitely an Iranian hand," insisted one western official, who said the phenomenon was being quietly monitored by western intelligence and militaries. A top-ranking Afghan military official said he had received similar information. "The Iranians were offering money and weapons. This is a very sensitive issue," he said.
This seems very strange indeed. Afghanistan, as the Guardian points out, is one of Iran's critical trading partners. They cooperate on drug interdiction and they have normal diplomatic relations. Even more to the point, the Taliban are radical Sunnis, the exact kind of Islamists the Iranians have opposed for a long time. Why would they suddenly want to bolster the Taliban and give the Sunnis back power on the Iranian doorstep?
It gets back to the tribal issues that Eric Margolis noted yesterday. Western intelligence believes that the jihadis come from the minority Baluchis in Iran, which have actively operated against the Iranian mullahcracy. They want to encourage the drug trade, and they want to encourage Sunni jihad. The Baluchis comprise a small area in Afghanistan, but they comprise almost all of western Pakistan, and it appears that their tribal area would reach significantly into Iran.
The captured terrorist believed himself to be an agent of the Iranian government. He attended a training camp in Iran, he told interrogators, and the main point seemed to be training Shi'ites to fight for a Shi'ite theocracy in Iraq. Most of his classmates went to Baghdad. Abdullah, though, went to Afghanistan, and he claims that the camp was run by Abdullah Shafi -- a former leader of Ansar al-Islam, the al-Qaeda group that should therefore be fighting for Sunni/Wahhabi domination.
If this information is on the level, it looks like the Islamists have either become very confused or less inclined to reject each other than in the past. It still doesn't look like an alliance, but perhaps Iran is willing to use whatever tools are at hand to disrupt the American effort to remake the region through democracy. After all, the only constant between the two are that Iraq and Afghanistan have democratically-elected governments, and Iran fears the effect that more secular democracies will have on the region. The newspaper said announcements were made and pamphlets distributed in the town asking residents to co-operate with the Taliban in keeping peace in the agency, where bin Laden and his deputy Ayman al-Zawahiri are believed to have their operational base.
Apart from the public emergence of an organisation that is doing battle with -- and killing -- NATO forces across the border in Afghanistan, Dawn also reported that Pakistani military authorities have returned AK-47 assault rifles, books and other materials belonging to a seminary owned by Afghan jihadi commander Maulvi Jalaluddin Haqqani.
Officials said security forces had raided the seminary a few months ago and seized arms and equipment as part of a crackdown on militants.
But under Pakistan's controversial September 5 peace accord between the Government and the Taliban, it was agreed that the Government and militants would return weapons and other equipment taken during army action.

Extra police are being drafted into the Windsor area today after three nights of violent clashes between white and Asian youths.
Gangs have fought battles in the streets using baseball bats and pitchforks. A Muslim-run dairy which wants to build a mosque was petrol bombed.
Dozens of officers have been deployed to stop and search youths and mounted police are being brought in.
The Queen usually spends weekends at Windsor Castle and no decision has yet been taken over whether she would change her plans. A senior source said: "We are aware of what is happening and all appropriate security measures are in place."
Tensions have been growing between residents and the owners of the dairy, who have applied to convert an office building into a mosque for their workers.
Despite a lack of planning permission to use Technor House as a place of worship, workers and visitors have been praying there.
Violence flared for the first time on Monday outside the building in Vale Road in the Dedworth area of Windsor.
There was an altercation between a teenage boy and dairy staff during prayers. It escalated and the windows of several vehicles were smashed.
Amid claims that the boy, his mother and teenage sister were assaulted, up to 50 young people clashed on Tuesday night.
Windows of the makeshift mosque and dairy vehicles were smashed. Residents said gangs of Asian youths travelled from Slough to fight the white gang. One youth was reportedly arrested for carrying a 12-inch knife.
Dairy manager Sikander Khan, 50, said the 50 predominantly Asian workers at the dairy were now worried about their safety.
The firebomb attack took place on Wednesday night. Mr Khan said: "The youths threw a petrol bomb at us.
"The flames damaged the front of the building, but we were able to put it out with a fire extinguisher. Workers are fearful now because we are under attack."
Nearby, one hooded youth claimed the problems had started after the previous owners, Express Dairies, left.
The 17-year-old said: "I've been here all my life and there were no problems with the old owners, they used to give us milk and stuff.
"We have had a couple of fights with this lot before, but now they're taking it seriously. We want them out of Dedworth."
Police stopped cars full of white youths and searched them as other officers photographed and videoed them. Several youths hurled racist abuse at the dairy from their cars as police looked on.
A woman living nearby, who did not want to be named, said the trouble started on Monday.
The following night numbers on both sides had swelled and there was largescale brawling.
"On Monday three young lads, about 15 or so, were in Shirley Avenue when the men came out of prayers and attacked them with pitchforks, baseball bats and iron bars," she said. "Whether they were provoked or not I don't know.
"I'm worried that if they allow the mosque things will get worse."
Other residents said that late-night noise from the dairy was driving them out of their homes and they feared a mosque would make things worse.
A spokesman for Thames Valley Police said: "We are investigating incidents of disorder and criminal damage on Monday and Tuesday nights.
"These have involved groups of predominantly white and Asian teenagers. As a result of the disorder one business and at least five vehicles have been damaged."
He added: "We will monitor the situation and are working with the community, the business and the local authority to prevent further disorder."
A 16-year-old boy arrested on Tuesday night was charged with possessing an offensive weapon. There were two other arrests, including one for common assault, and 22 people have been searched by police. Three youths are in custody today after the petrol bomb attack.
The unrest came the day after David Cameron waded into the debate over multiculturalism, saying there could be no place for communities living "parallel lives" in Britain.
Earlier this week the Queen gave permission to convert a room at Windsor castle into a prayer room.
The room in the Saxon Tower allows Nagina Chaudhry, who works in the castle gift shops, to carry out the halfhour lunchtime prayer which is required of all Muslims during Ramadan.

A Muslim police officer was excused duty guarding Israel's embassy for safety reasons, Scotland Yard has said.
The Sun newspaper said the officer was reassigned on "moral grounds" as he objected to Israeli actions in Lebanon.
The Diplomatic Protection Group officer, named as Pc Alexander Omar Basha, had Lebanese relatives.
But Metropolitan Police Deputy Commissioner Paul Stephenson said the move was due to risk assessment - "not about political correctness".
The decision to excuse the officer has been attacked by some former police officers and politicians, while being defended by groups representing officers.
Commissioner Sir Ian Blair ordered an urgent review into the matter.

Mr Stephenson said: "At the height of the Israeli/Lebanon conflict in August this year the officer made his managers aware of his personal concerns which included that he had Lebanese family members."
Following a risk assessment, a temporary decision was made not to deploy him to the Israeli embassy.
The Association of Muslim Police Officers said it was a "welfare issue" not a political one - with the officer having a Syrian father and a Lebanese wife.
The association said Pc Basha had asked to be excused from his duties because he felt "uncomfortable and unsafe".
Superintendent Dal Babu, from the association, told BBC News Pc Basha was now back on diplomatic protection group duties and that "if an incident happens at the Israeli embassy he will deal with it".

'Sensible' request
"From a security point of view, the Met would be seriously criticised if this guy has relatives in Lebanon and his picture was used around the world to demonstrate the irony about having a Muslim defending the Israeli embassy in the UK."
Glen Smyth, chairman of the Metropolitan Police Federation, which represents rank-and-file officers, said just one two-hour slot outside the embassy had been affected.
The officer had not refused to do duties and had made a simple request which it was "fairly sensible" to grant, Mr Smyth said.
Lord Janner, former president of the Board of Deputies of British Jews, said it was a "grave error" to allow a police officer to avoid his duty.
The Israeli embassy in London, meanwhile, said it was confident the Met Police would find "a satisfactory solution to this particular problem".
