Senate Bill calls for "consulting with experts to ensure that the lexicon used within public statements...does not aid extremists by offending the American Muslim community"

S. 4, a bill to implement provisions of the 9/11 Commission, is currently on the Senate floor. It includes under "Miscellaneous Provisions" Section 1302, a "Sense of the Senate Regarding Combating Domestic Radicalization." Predictably, it is based on the usual premise (Subsection (a)(1)) that extremists are "exploiting" Islam to achieve "ideological ends" -- but what those ideological ends might be, and how exactly Islam is being exploited, is not explained.

Also predictable are the dhimmi measures suggested to take care of the problem, including:

This is D'Souzaite thinking: if we speak honestly about the Islamic jihad being waged against us, it will drive Muslims who abhor the jihad to join it. That's like saying that a Christian who despises Fred Phelps (the "God hates fags" guy) will join his group if he or Christianity is criticized.

It is unsurprising, but disheartening, to see this kind of shoddy reasoning coming not from a "conservative" pundit, but from the Senate.

Not "Calling upon the Muslim community to expel jihadists and demonstrate its commitment to living in America as equals with non-Muslims on an indefinite basis, without working for the imposition of Sharia law."

"Working directly with State, local, and community leaders to...facilitate the sharing of best practices from other countries and communities to encourage outreach to the American Muslim community and develop partnerships between all faiths, including Islam"

Here again, the assumption that that community is being victimized, and that the outreach need only be in one direction, is deeply embedded.

Clearly, we should not expect a whole lot of clear thinking on the jihad worldwide or in America from the new management in Congress. But of course, we knew that already.

SEC. 1302. SENSE OF THE SENATE REGARDING COMBATING DOMESTIC RADICALIZATION.

(a) Findings- The Senate finds the following:

(1) The United States is engaged in a struggle against a transnational terrorist movement of radical extremists seeking to exploit the religion of Islam through violent means to achieve ideological ends.

(2) The radical jihadist movement transcends borders and has been identified as a potential threat within the United States.

(3) Radicalization has been identified as a precursor to terrorism.

(4) Countering the threat of violent extremists domestically, as well as internationally, is a critical element of the plan of the United States for success in the war on terror.

(5) United States law enforcement agencies have identified radicalization as an emerging threat and have in recent years identified cases of `homegrown' extremists operating inside the United States with the intent to provide support for, or directly commit, a terrorist attack.

(6) The alienation of Muslim populations in the Western world has been identified as a factor in the spread of radicalization.

(7) Radicalization cannot be prevented solely through law enforcement and intelligence measures.

(b) Sense of Senate- It is the sense of the Senate that the Secretary, in consultation with other relevant Federal agencies, should make a priority of countering domestic radicalization and extremism by--

(1) using intelligence analysts and other experts to better understand the process of radicalization from sympathizer to activist to terrorist;

(2) recruiting employees with diverse worldviews, skills, languages, and cultural backgrounds and expertise;

(3) consulting with experts to ensure that the lexicon used within public statements is precise and appropriate and does not aid extremists by offending the American Muslim community;

(4) developing and implementing, in concert with the Attorney General and State and local corrections officials, a program to address prisoner radicalization and post-sentence reintegration;

(5) pursuing broader avenues of dialogue with the Muslim community to foster mutual respect, understanding, and trust; and

(6) working directly with State, local, and community leaders to--

(A) educate these leaders on the threat of radicalization and the necessity of taking preventative action at the local level; and

(B) facilitate the sharing of best practices from other countries and communities to encourage outreach to the American Muslim community and develop partnerships between all faiths, including Islam.

When you read about these new laws coming from the government, that is when l realize how true Rush is, that only good things can come when government is shut down, and no new laws are made. pc environment run amok even in conservative circles. seems not many are immune from this evil islam ideology .

I'm trying to wrap my brain around the logic of this one.

Let's see. Islam is not violent. Terrorists have hijacked what is an otherwise peaceful religion, and exploited it for non-Islamic ends. But somehow, these violent fake Muslims convince an occasional real Muslim to go against his/her religion and become violent. We think that, occasionally, a real Muslim can become a fake Muslim if he/she becomes upset with how the fake Muslims are portrayed by our government. So if we pretend that real Muslims have absolutely nothing to do with fake Muslims, the real ones can resist the temptation to flip because they know that our government knows that they and their religion are peaceful. But if our government actually talks about the flipping process in terms of a real Muslim becomming radicalized from having answered an appeal to his/her religious beliefs, this is likely to get real Muslims upset- and some would flip.

These fake Muslims are very dangerous, and once a real Muslim flips, he/she suddenly becomes very dangerous, too. So it is very important that we work hard to prevent the peaceful real Muslim from ever getting to the point where he/she would suddenly become a violent fake Muslim, and the best way to do this is not to describe the process in direct observable terms, as this would potentiate the process that we can't talk directly about; because if we pretend it's not happening, perhaps it will not happen as often as it's not happening.

And we are being very careful with our speech, avoiding saying what we are seening, out of respect for a not violent religion; not out of fear of the consequences of speaking non-respectfully. We are Americans. We are respectful- not afraid.

INSANE. PERIOD. Needless to say, what else is new?

There is clearly much more in the bill than this section 1302, some (of the more) is likely better thought out. Nevertheless this section 1302 is very wrongheaded, even though it seems to be sense-of-the-senate section, not definitive law. It is disappointing that Senators Lieberman and Collins are pushing this. JW/DW readers from Connecticut and Maine are more likely than others to get through to them, specifically. Since it was reported out of the committee, and is on the Senate Floor, all Senators are now involved. My suggestion is not to ask for no votes on the bill. The bill is likely to pass with wide bipartisan support without real consideration of its contents, particularly this section 1302. Probably better to encourage amendments to remove this 1302 foolishness.

It would provide risk-based homeland security grants to states, create a dedicated interoperable communications grants program for first responders, restrict terrorists’ ability to enter the United States, and improve information sharing among federal, state, and local officials. It also includes provisions to strengthen the privacy and civil liberties of ordinary Americans as we fight the war on terror.

Senate Majority Leader Harry Reid offered a substitute amendment Wednesday morning that combines S. 4 with three bills reported out of the Commerce Committee (S. 184, the Surface Transportation and Rail Security Act of 2007; S. 509, the Aviation Security Improvement Act; and S. 385, the Interoperable Emergency Communications Act), and a measure reported out of the Banking Committee (the Public Transportation Terrorism Prevention Act of 2007).

Specific provisions of the HSGAC bill include:

Authorization of $3.105 billion for each of the next three years for homeland security grants, which would ensure that grants intended to improve prevention and preparedness for terrorist attacks would be distributed overwhelmingly based on risk, while at the same time bolstering support for all-hazards preparedness;

Creation and authorization at $3.3 billion over five years of a dedicated interoperable grant program to help state, local and tribal governments build communications systems that allow first responders from different organizations to talk with each other in a disaster;

Improving the government’s ability to disrupt terrorists’ travel and infiltration of the U.S. by requiring improvements to the Visa Waiver Program;
Strengthening the Privacy and Civil Liberties Oversight Board;

Establishing a voluntary certification program for private sector preparedness that would provide companies with a clear roadmap for strengthening preparedness;

Improving counter-terrorism information sharing within the federal government and among federal, state and local officials.

In 2004, Congress passed and the President signed into law the Intelligence Reform and Terrorist Prevention Act, which enacted the major 9-11 Commission recommendations, including creation of a Director of National Intelligence to forge greater unity of effort among our intelligence agencies and a National Counter Terrorism Center to improve interagency planning to combat terrorism.

“This bill that we began considering in the Senate today continues the process of securing our nation in this new era where our enemies don't wear the uniforms of soldiers or follow any traditional laws of combat but, rather, move silently among us, probing for weaknesses while plotting attacks on innocent civilians,” Lieberman said.

Don't Islamists participate in the democratic process because it favors them, not because they embrace democratic norms?

Doesn't the possibility always exist that different, even contradictory, interpretations of Islamic principles can arise and, in the absence of institutionalized religious authority accepted by all, lead to the subversion of democratic norms?

Isn't garnering U.S. support for their integration into the political process the key to their strategy?

The continued accumulation of Muslim people within our borders will lead to their accumulation to religious authority and political power which will eventually subvert both democratic norms and the separation of powers essential to the functioning of a democracy.

In medieval times, people created fairy tales and magical creatures to make sense of their world. One of the most endearing is the unicorn, a horse with a single horn that symbolized purity and wholesomeness. In our modern times, people in Europe and the United States consider themselves more sophisticated and rational than people from the Middle Ages, but we still create myths, albeit more subtle ones.

Daily we hear reports of violent acts committed by Islamic terrorists on every inhabited continent. We try to wish it away with the wand of the ‘Moderate Muslim’, telling ourselves the Islamic agenda has been’ hijacked’ by a ‘tiny minority of extremists’ and that soon the huge, silent, moderate majority of Muslims will take charge and change things. However, post 9/11 very few Muslims have condemned terrorist actions. We are still waiting for moderates to stand and deliver, identifying and removing extremist thugs from mosques and their communities. Waiting for this self-correction is our modern version of unicorn hunting.

Moderate Muslims will not be able to wrest control of the agenda for several reasons. Mohammed, the Messenger of Allah’s eternal word, was not moderate. How can any moderate legitimately tell another Muslim not to do what Mohammed himself did? Also, the Qur’an condones violence and coercion to further the Islamic agenda. People whom we call moderates are labeled hypocrites by Allah Himself in the Qur’an. Moderates will always lose the argument because, as ex-Muslim author Ibn Warraq says, “There may be moderates in Islam but Islam itself is not moderate.”

Islamic expert Daniel Pipes and others estimate ten percent of the Islamic world to be militant. In 1933 when the Nazi party took control of Germany it had 2 million members, comprising only three percent of Germany’s sixty-six million citizens. A tiny minority of extremists can control a vast number of moderates, making them irrelevant.

Placing hope in ‘The Moderate Muslim’ is like searching for unicorns in the forest.

The very fact that the sponsors of this bill single out Islam for special treatment says something about just how dysfunctional they know this ideology to be. The bill says in effect that Islam is incapable of functioning as any normal religious faith would. We must walk on egg sheels so as not to trigger a violent reaction from its members.

If the sponsors of this bill really wanted Precision and approprietness, they would demand we tell the truth, not foster a lot of pretense.

Senators Lieberman, Obama, et al said

This bill is 180 degrees off course. But consider the fact of its existence. It codifies how bad the current situation is, and documents the Senate's acknowledgement of that situation, whatever their proposed response. There is no similar bill about how "radical extremists seek to exploit the religion of Buddhism through violent means to achieve ideological ends". Nothing similar for Hinduism, Jainism, Confuscionism, Taoism, Christianity, Judaism. Why is that? Why is Islam the one religion that attracts "radical extremists" who try and hijack it? Why don't those "radicals" try to hijack the Quakers, or Baptists, or Zen Buddhists? Could it be because those religions are incompatible with using violent means to achieve ideological ends, while Islam mandates violence to achieve ideological ends? And why is it assumed that the "radical extremists" become that way for some mysterious unknown reason, and then they look for a religion that fits it? Instead of acknowledging that their "radicalism" comes from their study of the Qur'an and the hadiths? They do not become "radicals" and then become Muslims; they become Muslims and then become "radicals". The egg does not somehow form the chicken around it; the chicken lays the egg.

Of course, this bill by these Senators puts the blame (as usual) on us infidels, for not reaching out to, not having enough dialogue with, not trusting, these persons trying to kill us. And the remedy is to try harder to get them to like us, and to trust them more by bringing more into the government where they can monitor and set policy about their co-religionists. That part is crazy, and like I said, it is in the historical record now, that these Senators at this late date unanimously chose that plan of action.

But this bill is also an acknowledgement that the policy of raprochement and appeasement is not working, that there is a problem specifically with Islam, not religions in general, but Islam. The wheels are coming off the cart, and the situation is deteriorating, not improving.

(1) to work toward the goal of dramatically increasing the availability of modern basic education through public schools in Arab and Predominantly Muslim Countries, which will reduce the influence of radical madrassas and other institutions that promote religious extremism

Well here we go with this idea that education cures all of societies ills, yet it hasnt worked in America, nor has it been proven that radical Muslims are uneducated!

Once again I put forth my theory that this sort of action does more to awaken the regular joes in our country than anything we do here.

Because it is the nature of Americans to question when we are told we can't do something or that we should do something that seems so unecessary or ridiculous.
When you make the laws so the bad guys get an advantage people figure there is something they can do.
Every time CAIR makes a ruckus over some little thing it makes people say WHAT?
When they made it harder on homeowners who shot the bad guy in the arm and held a gun in him 'til the cops got there, well the homeowner made sure there was only one story when the cops got there.
When prohibition was made law did Americans become tee-totalers? I think I read somewhere that MORE people started drinking.

Maybe the weak knees in Washington have come up against something that is so insidious and hard to deal with that they are just so scared out of their minds that they don't really have any idea what to do.

I believe that something like this will only make those people who don't want to pay attention to this issue see what we here already see.
That something which calls itself the Religion of Peace should NOT be driven to insane and NON peaceful behavior by something said in an official public statement.
Maybe our government is trying to push them into action so the American public will give them permission to do something.

OT FoxNews did a thing today on the 'Lone Jihadist" and how it has become more popular.
Their morning show also did a defense of Hirschi Ali(I hope I got her name right)

Here is a red flag for Jiahdists and an invitation to go inside the government, attach themselves to delicate security matters and advise our officials as to "the right" way to react to intelligence information. Do we not think that there are Jiahdist who have set their sights on this very notion? Now they have an invitation from the government.

I think we both know the answer to that one...

In truth I expected this to happen becuase both parties are in league with Islamist. Things will get worse before they get better and this is another example of that. I would not be suprised if for a brief period of time forums like this will have to underground due to government interference. For things to break the American people have to get angry enough to at last take charge and vote people in who will get the job done. We may even need a third party.

Iraq's Mandaeans 'face extinction'

The Sabian Mandaeans - one of the oldest religious groups in the world - are facing extinction, according to its leaders.

They claim that Islamic extremists in Iraq are trying to wipe them out through forced conversions, rape and murder.

The Mandaeans are pacifists, followers of Adam, Noah and John the Baptist.

They have lived in what is now Iraq since before Islam and Christianity.

More than 80% have been forced to flee the country and now live as refugees in Syria and Jordan.

Even there they do not feel safe - but they say western governments are unwilling to take them in.

There are thought to be fewer than 70,000 of the Sabian Mandaeans spread across the world - only 5,000 are left in Iraq.

Nine-year-old Selwan likes watching cartoons and playing football.

But he is too scared to leave his flat. The other children tease him.

He has burns all down the side of his face and on 20% of his body.

He was kidnapped by Islamic militants who forced him to jump into a bonfire - because he is Mandaean.

Now his family lives in a tiny flat in a slum in Damascus.

I meet Luay. He is too scared to be identified and does not want to use his full name.

He was dragged off the street by armed men and forcibly circumcised - a practice not allowed in the Mandaean religion.

He is 19 and is now unlikely ever to find a bride from his own faith.

Worse, he was forcibly converted. That means in the eyes of those same extremists if he now declares himself Mandaean he is apostate.

That makes him a traitor to Islam, who may be murdered. He says he will not be safe in any Muslim country.

'Convert or die'

Mazen used to be a prosperous jeweller. Now he lives in a cramped flat, with his wife and children. Water drips through the ceiling.

His legs are peppered with machine-gun wounds, he can barely walk.

Shoaki wears a Manchester United hat and shows me the scars where a gang beat and cut him with a knife - he watched his brother murdered in front of him.

Mandaean elders use words like annihilation and genocide - they believe Islamic militants, both Sunni and Shia, offer them two choices - convert or die.

"Some will not consider us people of the book... they see us as unbelievers, as a result our killing is allowed," says Kanzfra Sattar, one of only five Mandaean bishops left worldwide.

'Wait in line'

He believes they are a litmus test for modern Iraq - in a secular state these doctors, engineers and jewellers would thrive.

In the country as it is without law and in the grip of religious extremism, he fears they will be destroyed.

"We are small in numbers, we ask all the governments of the world to extend a hand of help," Kanzfra Sattar says.

He says he wants the West to accept his people as refugees.

I ask him what will happen if they do not - he replies simply: "Our ethnic minority and our ancient religion will die off."

The UN's refugee agency, the UNHCR, says there may be as many as a million Iraqis who have fled to Syria.

"The numbers that will be resettled are tiny compared to the very large numbers that are here," says Laurens Jolles, the head of a UNHCR team.

He acknowledges that the Mandaeans will just have to "wait in line", with other vulnerable groups.

Roughly two million Iraqis have fled to Syria, Jordan and Turkey. But there are no plans to welcome large numbers to the West.

The US has offered places to 7,000, while Britain says it will consider every case "on its merits".

So the Mandaeans wait in line.

Shoaki puts it more simply: "Here, we live in despair."

I believe it was Nonie Darwish in the "Obsession" documentary who said "We are strangling ourselves with our political correctness." That was the first thing that just came to my mind upon reading the above section from this bill. This is political correctness gone berserk.

Time to clean up Washington.

What most people don't understand is that the reason why muslims feel alienated, is because they are living in western societies which are not yet under sharia law.

When these western societies become Islamic, then they will no longer feel alienated.

Islam is a precursor to terrorism. Mutual respect, understanding and trust with people that practice a religion that teaches them to lie, murder and conquer the world for Islam is a waste of time. Law enforcement, alone, cannot solve the problem of radicalized Islamongers because Islam replicates itself by infecting the host, subverting its internal processes (laws, governance, etc.) for the benefit of Islam and then spreading exponentially within the host. Islam is radical at its essence.

Every mosque and madrassa in the United States that incites Islamic supremacism should be shut down, its clerics and followers scrutinized and prosecuted for aiding terrorists here and abroad.

But, no, our Senate wants to make these terrorists feel welcome. These morons want to trot out the Jihadi-Welcome Wagon and roll out the red carpet for the continued invasion of the Islamic supremacists. PC anal retentives bent on an escalated spiral of the decline of the republic in favor of Sharia law with a mosque on every corner will hasten what every Jihadi dreams of. There won't be one shot fired to defend freedom and liberty because it might offend our Muslim 'friends.'

It will be just that much easier for the Jihadis to subvert our laws, to influence public policy and to buy their way into the highest echelons of our government. Who needs enemies when we have morons at The State Department, etc. who want to pave the way for the PC acceptance of Islam across our shores? I wonder how much money changed hands on this one?

You need to wake up fast.
The direction your country is going in, is not the right one. Is there any senator thinking straight?

America needs to appreciate that Islam is the new war for the 21st Century.
Last century it beat nationlism & communism and triumphed in the cold war. At the moment, it has not worked out who is the enemy (mind you, neither has Europe, yet).

Harry Reid and the usual suspects really have it bass-ackwards on this one.

Reid's drab appearance and monotone voice belies how truly dangerous he really is.

No doubt, Baal and All*h will thank these servants of iniquity, if they haven't already been amply rewarded by free meals, junkets to the best oases in Baall*h Land and generous contributions to the reelection campaigns.

Don't be surprised if they erect an altar to Baal in the Senate next week. All bow down and worship Baall*h.

I've written up a note and sent it to everyone on the Senate Committee as follows:


Dear Senator Collins,

I'd like to bring your attention some items in the S.4 Bill, currently on the Senate floor.

Under the “Miscellaneous Provisions”, Section 1302 lists findings which reveal a misunderstanding of the threat we face. Please take the time to read section 1302 and consider removing the following items from bill S.4. I’ve included my reasoning under each.

Item (a)(6). The Alienation of Muslim populations in the Western world has been identified as a factor in the spread of radicalization.

Separation and antagonism between believers and infidels is part of the very ethos of Islam. Muslims are required by the Qur’an and by the Sunnah ( words and deeds of Mohammed) to remain separate from non-Muslims. Islam requires a permanent division between believers and non-believers. The Qur’an, the eternal, unchangeable dictates of Allah himself, warns Muslims ‘not to take non-believers as friends or advisors’ (3.28, 4.144) It is not the United States people or her policies which alienates Muslims, but the obligations of Islam itself. Taking a conciliatory and accommodating tact with Muslim populations won’t lead to a lessening of radicalization among the potential young, male jihadis already within United States’ borders.

Item (b)(2). recruiting employees with diverse worldviews, skills, languages and cultural backgrounds and expertise;

Although this may sound reasonable and will show the world our tolerance and respect for all peoples, unfortunately this may lead to a lessening of security standards in some federal intelligence and law enforcement agencies and this in turn may lead to compromised security in our War against Global Jihad.

Hiring non-citizens, persons with questionable pasts and devout Muslims into sensitive security positions will damage our ability to fight terrorism. Hiring persons of dubious backgrounds or practicing Muslims as translators will expose the intelligence community to potential misinformation or omission of crucial data as persons with ulterior motives or even sympathy for fellow Muslims may mislead, misdirect or mishandle sensitive communications out of an unidentified fealty to Islam or those in the Islamic world.

Item (b)(3). consulting with ‘experts’ to ensure the lexicon used within public statements is precise and appropriate and does not aid extremists by offending the American Muslim community

The unspoken assumption behind item (b)(3) seems to be that ‘great masses of moderate American Muslims will be radicalized by words appearing in public statements or discussions’. This causal link should be vigorously disputed. Victims of domestic violence have analogous approaches when they walk and talk ‘lightly’ around wife-beaters so as not to ‘set them off.’

Item (b)(3) amounts to a self-imposed restriction on free speech, conscience and expression. It’s a corruption of the spirit and letter of our First Amendment. (b)(3) is the reason I’m writing to you today. Please consider striking this from the bill if you decide to do nothing else.

Besides, if ‘experts’ are consulted, they will most likely be selected by groups like the Council on American-Islamic Relations (CAIR) and similar groups. CAIR has proven ties to Hamas and more than a few leading members of the group have been indicted or convicted of helping to fund terrorist groups overseas. Yet, CAIR is still seen by many in Washington as representative of ‘moderate American Muslims’. The last thing our country needs is to have the rules and terms of our discourse on the matter of global jihadism framed in terms approved by ‘experts’ with ties to the active terrorist groups. Leading secularists from the Middle East, including former Egyptian Nonie Darwish can see the duplicity in these groups. ‘They don't speak for us," Darwish said in response during a question and answer session at a recent Saint Petersburg conference, "CAIR represents the best interests of radical Islam."

Having groups like CAIR frame our lexicon will damage our ability to counter the jihadist challenge as it rises time and time again even in our nation.

Item (b)(6)(A). encourage outreach to the American Muslim community and develop partnerships between all faiths, including Islam

The thinking behind this item would work for most things calling themselves religions. Islam differs from Judaism and Christianity in that it has no Golden Rule. Muslims are required to reciprocate with fellow believers, but are command to be ‘harsh’ and ‘ruthless’ to the rest of us. This ecumenical dream of mutual respect, acknowledgement and toleration will not be extended to unbelievers.

Islam is more than a religion; it’s a complete way of life encompassing all religious, political, legal and social dimensions of a society. Islam cannot permanently co-exist on equal terms with other faiths. It must dominate according to the commands of Allah in the Qur’an and by the example found in the words and deeds of Mohammed, also called the Sunnah. Other beliefs must be destroyed or subjugated to Dhimmi status under shar’ia law. Islam doesn’t recognize any authority other than itself and is a supremacist belief system wherein violence and coercion are accepted means to the end – the end being when ‘all religion is for Allah alone.’

We need to reach out to the former members of the the Islamic community most of all. People such as Warraq, Nonie Darwish and Irshad Manji who have the courage to helped formulate the "St. Petersburg Declaration.”
