Hekmatyar, who once served as Afghan prime minister, said his forces were mounting restricted operations, partly due to a lack of resources. But he said he had a large pool of fighters and sent a message to President Bush that the U.S. had no hope of defeating the insurgency.
"You must have realized that attacking Afghanistan and Iraq was a historic mistake," Hekmatyar said, addressing Bush. "You do not have any other option but to take out your forces from Iraq and Afghanistan and give the Iraqis and Afghans the right to live their own way."...

Between 1992 and '94, his forces rained rockets daily down on Kabul, demanding of the Rabinni-Massoud government that they break their alliance with Uzbek warlord Rashid Dostum - whom Hekmatyar considered an apostate - as the price for peace. In '94, actually he joined forces with Dostum and their combined militias drove Rabinni from Kabul.

I am quite possibly naive and simplistic but where is the disgrace in the countries who have troops in Iraq and Afghanistan saying.....
We realise that trying to help you is a lost cause. We are leaving to protect our own boarders, our own people and we will impose as many sanctions against you as possible until such time as you prove yourselves fit to join the world as an equal partner and a member of humanity.
We are not helping the innocents now, so removing ourselves is not going to make any difference to them.They already suffer at the hands of their own people and this will continue but unfortunately the time for altruism has gone. We have to stop apologising for being Western and get on with sorting out the mess in our own countries, mainly caused by excessive imigration.
Charity has to come back home, the west isn't everything to everybody and has to stop shitting on it own people to prove it can be nice to everybody else in the world.
