Tehran: Iran has extended $1 billion in credits for reconstruction projects in Iraq, a senior Iranian official said on Tuesday ahead of an international conference on stabilizing Iraq.Ali Larijani, Iran's top nuclear negotiator, said a committee of experts from both countries was discussing possible development projects, including some involving energy, the state-run news agency IRNA reported.
"We are prepared for implementation of economic projects in Iraq. For this purpose, we have allocated $1 billion in credit," IRNA quoted Larijani as saying.
His comments came two days before Iran joins the United States, European powers and Arab countries at a conference in Egypt to discuss a plan for stabilizing Iraq.
Oh good. Maybe Saudi Arabia will kick in a few billion as well.

Does this mean that these "funds for reconstruction" won't be wasted as they were in Iran?
Does this mean that the technicians will repair and maintain, that the local population won't steal and loot - just because the funds are from an "Islamic source"
Does this just mean that more "reconstruction money" will go missing and be used to buy weapons?
Or does this just mean that the "reconstruction money" will take the form if Iranian supplied weapons?

Yeah, the Iranians will no doubt give the Iraqis "credit" (meaning eventually stolen and forge U.S. dollars) to build some more Shiite mosques and fund some transplanted Iranian mullahs. That's winning the "hearts and minds" along with providing some "spiritual" energy. Hope the Saudis in support of their Sunni brethren will also become "inspired".
Whooptee doo! Iran gives $1 billion in credit. That all of a sudden means that Iran is involved in Iraqi affairs and that we should all be very concerned about it. Right? Bull. Try the upwards of $30 billion in cash that the United States has appropriated to be used towards the "reconstruction of Iraq." Not to mention the 100,000+ soldiers and at least that many private American mercinaries walking the streets every day. Does anybody here get worried that the United States might be having an influence on Iraqi affairs? Of course not, we would never be "occupiers," just "liberators" who are building the largest embassy known to human history there, and making sure that all of the secondary airports get turned into top-notch military bases.....nothing to see here, Iraqis, just rebuilding your country...(it all reeks of the mandate system).
