Any development application for a Mosque should include a study by a City-certified consultant to quantify the financial impact on the community. The study should include any negative impacts on property values, increases in security spending, increases in social spending, and administration.
These costs should be the responsibility of the developer. The dollar figure could be in the tens of millions of dollars, maybe more.
