Holland, Sweden and the United Arab Emirates have all decided to renew funding to the Hamas-led Palestinian Authority. The countries are following the lead of the United States, which authorized funding of the Fatah faction in the PA through a PLO account set up by Fatah official Salem Fayyad.US President George W. Bush announced Friday that he intends to deposit $18.8 million into the new PLO account set up by Fayyad – ostensibly to help Fatah fight Hamas. Hamas is not technically a member of the PLO.
A May 14 letter from the US to the European Union authorized the deposit of funds in Fayyad’s PLO account – a move seen by many as effectively ending the international boycott of the PA in place since the PA public voted the internationally recognized terrorist organization Hamas into power.
The White House recently gave Fatah $59 million for training and weapons for armed groups controlled by Mahmoud Abbas. Hamas later claimed it had intercepted weapons purchased with the money.
One of the recipients of such training, Khaled Shawish, was arrested by Israeli security forces last month for scores of shooting attacks on Israeli civilians he oversaw – including the murder of Binyamin Ze’ev and Talia Kahane.
The Dutch Foreign Ministry announced Saturday that it will be dispatching a “special grant” of 6.3 million euros ($8.4 million) to the PA in the coming months. Foreign Minister Maxime Verhagen insisted that the funding is "also in Israel's best interests" as the money would improve the humanitarian situation for 17,000 armed men and their families.
The United Arab Emirates have also shown their support to the PA, transferring $80 million in aid to the PLO, of which Hamas is not a member of and therefore does not violate US anti-terror laws.
In recent weeks, Qatar gave $44 million, Norway gave $10 million and Saudi Arabia donated $50 million to the PA.
Japan is also considering renewing direct funding of the PA. It has donated about $900 million to the PA since 1993.
The European Union is also planning to resume funding of the PA, with external relations commissioner Benita Ferrero-Waldner saying that, "Hopefully at the next council we will be able to take a decision.” That meeting is scheduled for June 18. The plan is to supply $30 million a month to the PA.
According to my calculations, the President's question is a non-starter. "Us" and the terrorists are one and the same.

I’m really starting to wonder if President Bush is intentionally trying to bring this government in for a soft landing. Islam is a convenient threat that can be used as an excuse to consolidate power. The bankruptcy of our social safety net by flooding the system with high school dropouts will make the executive more powerful. The new global warming kick will accelerate the bankruptcy. The President of Russia is able to protect his Country more effectively than the President of the United States. Perhaps President Bush is a genius and is looking out for my family's long term interest.
It makes sense to me that we get rid of our ‘Problem of Overproduction’ sooner than later. A strong executive is the only real defense against Islam and will make us more competitive against big-boy world powers. He can’t believe that his actions are in the interest of the American people for the reasons stated. He can’t be that dense.

I have a gay black friend who called me all up in arms about the terrorist plot against JFK.. he talked my ear off for an hour.. looking for answers to islamic terrorism and when I said the Patriot Act may in fact have been instrumental in foiling this plot he emphatically agreed..

The decision last week by federal regulators to fine Riggs Bank $25 million for a "willful, systemic" violation of anti-money-laundering laws is raising new questions about whether the Bush administration's ties to powerful moneyed interests is unduly influencing U.S. foreign and national security policy. Riggs Bank is headed by longtime Bush family friend Joe Allbritton, employs President Bush's uncle Jonathan as a top executive, and other executives have been financial donors to the Bush campaign. The bank is at the center of a controversy, according to the Wall Street Journal, for failing to monitor "tens of millions of dollars in cash withdrawals from accounts related to the Saudi Arabian and Equatorial Guinean embassy," including "suspicious incidents involving dozens of sequentially numbered cashier's checks and international drafts written by Saudi officials, including Saudi Ambassador Prince Bandar bin Sultan." Sen. Charles Grassley (R-IA) "said members of the bank's board of directors should be held to account for failing to exercise their watchdog role over Riggs's operations" and said refusal to follow money laundering laws "allows terrorists to funnel their blood money through the system."
CONNECTION – JONATHAN BUSH AND RIGGS: Jonathan Bush, President Bush's uncle, was appointed CEO of Riggs Bank's investment arm in May of 2000, just months after his nephew secured the nomination for the presidency. At the time of the appointment, Jonathan Bush had already become a major financial backer of his nephew, rising to "Bush Pioneer" status by raising more than $100,000 for his nephew in 2000. The move solidified the relationship between Jonathan Bush and Riggs, which was originally initiated in 1997 when, according to American Banker newsletter, Riggs paid Bush $5.5 million for his smaller investment firm. That transaction, according to the NYT, "deepened [Riggs's] links to the Bushes." While Riggs denies any connection between Bush and the accounts being investigated in the money laundering probe, Riggs President Timothy Lex told the Washington Times in 1997 that "there's a blurring of distinctions between banks, mutual-fund families, broker dealers and everything else across the board."
CONNECTION - ALLBRITTON-BUSH LINK: Allbritton, who said during the federal probe that he was stepping down from Riggs's board, also was close to the Bush family. As the NYT reported, he (along with Riggs client Saudi Prince Bandar) was a financial backer of the George Bush Presidential Library and Museum, with National Journal noting he contributed between $100,000 - $250,000 to the project. And there also appears to be a personal bond with the current President Bush: As the 2/15/01 WP noted, "When President Bush climbed out of his limousine on Inauguration Day at the corner of 15th Street and Pennsylvania Avenue, he spotted Allbritton, waved and said, 'Hey Joe, how are you doing?'" That might have something to do with the fact that, according to the 11/7/2000 Arkansas Democrat-Gazette, Allbritton-owned TV station KATV in Little Rock broke 39 years of precedent and publicly endorsed Bush in the 2000 presidential election. The station, which is the biggest in the state, proceeded to air its endorsement 10 times throughout Arkansas, and refused to give equal time to Democrats "who asked for the time to present an alternative to the station's endorsement."
ACTION – LOOSENING BANKING REGS THAT COULD AFFECT RIGGS: According to Daniel Benjamin and Steven Simon's "Age of Sacred Terror," upon taking office the Bush administration tried to halt efforts to tighten international banking laws – some of which may have affected Riggs. As he notes, the new Bush Treasury Department "disapproved of the Clinton administration's approach to money laundering issues, which had been an important part of the drive to cut off the money flow to bin Laden." Specifically, the Bush administration opposed Clinton administration-backed efforts by the G-7 and the Organization for Economic Cooperation and Development that targeted countries with "loose banking regulations" being abused by terrorist financiers.
