The US government has repeatedly stated over the years that its official policy is not to negotiate with terrorists. Egad, what a sick joke!!
I am willing to bet this incident really happened and HAMAS (al-qaeda) has documents on American strategies inthe Middle East. Washington has become too inept by far to believe otherwise. (We should err on the side of caution, which means we should believe this incident happened just to be safe).
The Reagan Administration had no problem negotiating with terrorists (with the Ayatollah Khomeini and his mullah-monsters, no less). The Clinton Administration did just that (with Arafat). The Bush(t) Administation did just that as we see here (FATAH is a terrorism organization that was begun by Arafat, modern terrorism's 'godfather').
Of course the US government lives in such denial that Islamic regimes are not terrorist but of course we all know that most of them are and they absolutely LIVE to stab the US in the back at the first opportunity to do so (like in this case). The US government probably believes its own verbiage that it does not deal with terrorists (but does, way too often).
If only the US State Department, CIA, and other branches of the US government actually LIVED UP to that policy of non-negotiation with terrorists. We would all be much better off. And, this unfortunate incident might never have happened.

Eventually our leadership in the West must either come to grips with the truth about the reliabilty of Muslims, or we will perish. Cases like this can serve as warning signs -- one hopes it sends shock waves through the intelligence community, shock waves which are too troubling to ignore by those in power.
If this is true it's both good and bad... I'm fairly confident these files are of somewhat limited scope if they exist. Still, their dissemination will cause serious damage, and many many deaths. But the bright side is this: We should not be sharing much intelligence with ANY Muslims ANYWHERE. Not those in the Middle East or other Islamic regions, and certainly not within our own military and political organizations in the West.
This is inevitable -- how else will the unpersuaded come to know what we know here at this site? They clearly aren't reading up on the behavior and beliefs of Muslims as enshrined within Islam. So it's the school of hard knocks for the West.
More terror. More spreading of Islam. More obfuscation. More subversion. More betrayals. More fragging of officers. More Muslim spies. More Muslim horrors. It's the only way for our slumbering society to wake up.
In the end the questions will be answered. Did we wake up in time? Did we wake up too late? Or did we not wake up at all? In the case of the latter two cases -- if we're too late, or if we don't wake up at all -- I must say sadly we deserve what the Muslims have in mind for us -- for we will have proven ourselves unworthy of the legacy our ancestors fought and died for. I hope we're not such terrible stewards of our legacy as we sometimes appear to be.

The training of the security forces was to be undertaken by the CIA, under George Tenent. We engaged in two or three rounds of this, along with the supply of weapons and etc.,
No doubt the PA kept records of attendees, dates and places of training sessions, transmittal letters for funds and material, course outlines, names of instructors, etc., etc.
CIA documents? Well, kinda. Secret? Well, not very, and certainly not now. Important? Only insofar as a testament to the futility of it all.
OK -- suppose they did find these files, so why would they disclose this to their enemy? Tactically speaking, this could not have been a very bright move.

I'm almost certain whatever the CIA left behind was nothing but trash. I've seen it, where I work. The time rolls around when everyone is told to jettison the junk, and all kinds of irrelevant paperwork ends up in huge stainless steel "crates". Dig through it, and you're apt to find nothing any more useful than an old binder. Open the rings, dump the contents back into the crate, and you have a perfectly nice notebook.
