It would be refreshing to see Muslim spokesmen in the West who say they oppose Al-Zawahri to explain why his reasoning is wrong here, and why American civilians killed by Al-Qaeda on 9/11 are indeed innocent and cannot lawfully be killed even on Islamic grounds. But I won't be holding my breath. For one thing, you will notice that the questioner asks him about the legitimacy of killing innocent civilians in a way that makes it clear that he is only angry about Al-Qaeda killing Muslims. Where is the indignation, where is the anger from Muslims when Al-Qaeda kills non-Muslims?

I would like to clarify to the brother questioner that we don’t kill innocents: in fact, we fight those who kill innocents. Those who kill innocents are the Americans, the Jews, the Russians and the French and their agents. Were we insane killers of innocents as the questioner claims, it would be possible for us to kill thousands of them in the crowded markets, but we are confronting the enemies of the Muslim Ummah and targeting them, and it may be the case that during this, an innocent might fall unintentionally or unavoidably, and the Mujahideen have warned repeatedly the Muslims in general that they are in a war with the senior criminals – the Americans and Jews and their allies and agents – and that they must keep away from the places where these enemies gather.
The Crusader-Jewish propaganda claims that the Mujahideen kill the innocent, but the Muslim Ummah knows who its enemy is and who defends it.

My goodness, I had a brief read of this Zawahiri pdf, these guys are beyond reason and insanity, they are zombies. So bizarre it makes your head spin!
If you read the whole thing you see it's a massive spit and slap fight over who's the purest jihadist group, and it's full of logical contradictions.
My initial take is up over at my place. He attacks all those who are attacking him, and brings up the Kharijites, in particular the Azraqi sect of Kharijites from the first muslim civil war (by the takfirist reference.)
Al Qaeda's philosophy is closer to the Azraqi's in all ways than any other jihadi group's is. The good news is that other muslims wiped the Azraqi's mostly out of existence in order to survive.
I did find the section and the questions on the Sudanese connections interesting however. I'll probably write more on that later.

I think Al-Zawari did a fine job of defining OUR enemy for us. By his own reasoning(if you can call it that) We are pretty much able to shoot just about everybody. With the Press unable to claim any innocent Civilian Casualty's.

No one of dar Al-harb can be innocent. Guilt comes with rejecting Allah. Death for rejecting Allah is the natural order of things. To be born into Islam or reciting Shahadah, are the only two ways to innocence, pure purity. Every other path is paved with the bodies of the guilty of dar al-harb.
The idea that death for rejecting Allah is the natural order of things, and the willingness to act, produces a dangerous psychopath. Both of these Islamic spokesmen above are products of 'advanced Islam 101', experts. There is no way they are misunderstanding Allah. It is all about theatrics, and Zawahiri is on center stage front. He will say or do what ever is necessary to maintain this position. Lying is part of the script, as is killing innocents, Muslim or not. If it will get publicity he will do it or claim to have done it. To end it, stop the press, ignore his rants, and condem him to silence. He has not said anything of importance anyway.
