A counterterrorism official said MI5 was investigating the extent to which Reilly had been manipulated by a “charismatic” Al-Qaeda recruiter.
“It is a grotesque concept but they are using people who are clearly mentally subnormal,” the official said. “We know they have clever radicalisers who will take advantage of anyone they think they can manipulate, whether they have an IQ of 60 or 140,” he said.
Reilly, 22, is a Muslim convert who has spent time detained in a mental health hospital. He has been described as a shambling introvert with the mental age of a 10-year-old. He is believed to have Asperger’s syndrome, a form of autism, and may also suffer from schizophrenia.
Security officials say Al-Qaeda appears to have exported the tactic from Iraq, where disabled “foot soldiers” have been used to devastating effect....

A 10-year-old child is not given freedom to roam the streets. If this man is not an adult in mind as well as in body then he should be in an assisted-living/group home facility of some type or other, under the supervision of adults.
Does British law hold that this man cannot stand trial because of his "mental impairment"? No one who cannot answer for his actions should be given the freedoms of an adult. Not necessarily. It could simply show that they are becoming smarter (a relative term) in their choice of couriers. Someone who appears to be helpless would attract less attention from the authorities or security personnel. Much like the first women to become suicide bombers (at least one of whom was considered physically deficient, since she was infertile and so had no future in Palestine), it's the element of surprise (and a degree of shock) that can make it work.
It becomes that much harder for police to devise anti-jihadist measures if even a baby can be a courier. You end up suspecting everybody. An infant's diaper bag can hold a weapons cache.
Either we'll succumb to a police state mentality, where random searches and "show me your papers" are the routine, or we'll give up trying to secure ourselves and become fatalistic. I think they're hoping for the latter.

You're right. My either/or assumes we maintain our politically correct pose: we either suspect everybody or nobody. Either everybody takes off their shoes in the airport or no one does. We'll never use the Israeli methods simply because there are too many people for us to screen so exhaustively.
On the other hand, if we decide "profiling" is a necessary tool of law enforcement and of homeland security, and that it is not a civil rights violation, we might get somewhere.
I don't know about anyone else, but when I was 10 years old, I knew the difference beteewn right and wrong.

I second that. Two snippets caught my attention:

Is this good news or bad? Will the counter-insurgency resume in earnest once the jihadists have been dealt with? The Sunnis clearly see the US as the lesser of two evils. That doesn't bode well for the US. Any success we have with them may be of short duration.
No European country faces the global challenges confronting the United States, but because of its success in integrating Arab immigrants, America largely faces an external threat. Europeans face one hatching among second or third-generation north Africans, Bangladeshis or Pakistanis, not to speak of indigenous converts.
Perhaps it's time for the US to respond to the external threat and to Europe's failure to recognize and confront the threat its own Muslim population poses to America. End whatever visa-waiver programs still exist. Ban all Muslim travel into the US.
It's just a guess but I would say that America's success in "integrating Arab immigrants" applies primarily to non-Muslim Arabs.
Muslim immigrants have been quite vocal in their requests for sharia, foot baths in public spaces, the right for a woman to be veiled in a picture ID, etc. Of course there are exceptions but the general feeling is that assimilation is not high their to-do list.
I agree with PMK that the assimilation of Arab Muslims in the United States is a premature statement. It is felt that they are assimilated because of the vastness of the United States. However, I do not believe that statement. It is my belief and from all that I have learned from this website they may just pretend to be assimilated and use taqquiya, but as soon as the numbers increase then you will begin to see the demands for sharia, the demands for a separate state and imposition of Islam. As pointed out by PMK it is already beginning from the examples given such as foot baths and on University campus separate hours for Muslim women etc. So the United States is not immune to this horrible ideology of Islam. More and More I am seeing burka clad women in the United States too. That to me is a very uneasy site.
