Note how the emphasis in this story is entirely about what the British government ought to be doing to combat "radicalization" and "extremism," with virtually nothing about Muslim communities' responsibilities save the fact that many "distrust police and are reluctant to inform on extremists, preferring to deal with problems inside their communities." That must not be allowed to serve as a cop-out for civic responsibility (or a cover for more sinister motives), particularly given the emphasis that has been placed on integration of immigrant communities in the country, and the stated unacceptability of "no-go zones" of any kind.

While most reject violence, many distrust police and are reluctant to inform on extremists.
The report was commissioned by the Association of Chief Police Officers (Acpo) after last year's failed bomb attacks in London's West End and at Glasgow Airport. It is to be discussed at Acpo's annual conference this week.
In the most comprehensive research of its kind to date, Prof Martin Innes, of the Universities' Police Science Institute in Cardiff, led a team of researchers which carried out face-to-face and telephone interviews with more than 600 Muslims in London, Birmingham and Oldham.
They found that the radicalisation of young British Muslims was more widespread than previously feared, with "a disturbing proportion" expressing support for extremist elements.
The report, which is being distributed among senior officers, Whitehall officials and ministers, finds that:
• Anger and disaffection are "widespread in sections of Muslim youth".
• There is tacit support for extremist violence within sections of the Muslim community.
• Police need to do more to win the trust of Muslim communities if they are to tackle radicalisation.
• Many Muslims distrust police and are reluctant to inform on extremists, preferring to deal with problems inside their communities.
The study, entitled Hearts and Minds and Eyes and Ears: Reducing Radicalisation Risks Through Reassurance Orientated Policing, warns that "the threat to the UK from jihadist terrorism may increase in the future".
It concludes: "Increasing numbers of young Muslim people are becoming sufficiently disaffected with their lives in liberal-democratic-capitalist societies that they might be willing to support violent terrorism to articulate their disillusionment and disengagement."
Across Britain, the security services have said they are tracking 2,000 individuals suspected of having links to terrorism, investigating 200 networks and monitoring 30 plots.
Professor Innes's report warns that Islamist terror groups are increasingly operating away from traditional Muslim areas, and are seeking new ways to radicalise vulnerable young people. It comes as police investigate alleged terror plots in Exeter and Bristol.
Anti-terrorism detectives have remarked on the speed with which young people have been converted to extremism and become involved in operations.
And still they are unwilling, for fear of causing offense, to examine and confront the traditional Islamic teachings that provide such fertile ground in which the "extremist" message can take root, even in the ostensibly "moderate."
As long as you deny, stick your head in the sand, explain away and generally refuse to identify the enemy you will never, I repeat NEVER, come up with a workable plane to confront much less correct the problem.
The enemy is the intransigent, backward looking, racist, prejudice and hate mongering Religion of Peace. It's direction and aim is the complete and total over through of western non muslum countries and cultures. Any resistance will be meet with all force and deceit and fear.

I think it's got something to do with absolutely left-wing politicians (we can start by blaming the
Flamingly Liberal higher education systems we have somehow created in the West). From the
lefty/liberal mindset, politics is always about class or group struggle against entrenched, powerful interests: The "establishment" is inherently exploitative, and therefore owes the "exploited masses" whatever-it-takes to right the wrongs done to them, to make them equal. Those in the minority group, those with less power, need "help" (gladly offered by the politicians, in return for votes) to successfully overcome the oppression of the ruling class. So the liberals buy into grievance politics, and focus on forcing the host society to elevate the status of the immigrant/minority group. In essence, the balance of power is inverted.
Notice the implications of this mindset:
(1) "These people can't make it by themselves, can't function in our society without help, therefore they are inadequate/lazy/stupid"
and
(2) "We have to force our government and our unwilling fellow-citizens to undertake these measures which are obviously necessary to elevate the powerless newcomers to equal status; therefore our government is immoral and the right-wingers are bigoted and callous. WE hold the moral high ground, our virtue is evident to all."
The liberals are so besotted with the idea of their morality and superior virtue that they don't see the damage they are doing to the country they claim to serve; nor do they recognize the disservice they're doing the immigrants ("you don't have to try to become one of us"- and so they never do adapt, they never do belong, and they remain alien and "other").

As for me, I don't prefer "trying to figure things out". I prefer hard, cold historical evidence which points to the fact that Muslims don't have "a reason" for what they do. It's what they've been doing since Islam's inception. None of this is new. It's all history repeating itself over and over for 1,400 years. This is simply ISLAM.

You should take a look at the stats of rapes against women in Sweden. It will curl your toenails, I promise. It's something like 3,500 in the year 2007 alone, with a 10% increase in rapes between 1996 and 2006. Sickening and heinous.

There is also irrational conspiracy theories and a wanton denial within the Islamic community. "Regular" Muslims still deny that 9/11 was the work of Muslims. This kind of denial is deadly and makes "Moderate" Muslims complicit in the radical Muslim violence.
Any civil society requires that law abiding people report criminal and treasonous members of the community. This is something that Muslims and many other non-Muslim folks don't seem to comprehend. If someone in my Church is talking about beheading the Prime Minister, I'd report him in an instant. If someone in my Church was talking about collecting fertilizer, I'd be on the phone to CSIS in a second, even if I was a rabid anti-America (I use to be but got over it).
People who don't report these activities and those who support them are morally, and in some clear cases, legally complicit.

Why? For one small, small thing.
Twice - twice, ladies and gentlemen, twice in that article - we see the 'J' word, which appears to have been used by Prof Innes and his team, and has then been duly transmitted by the Telegraph.
Observe these passages from Mr Sawer's account of Mr Innes' report (my emphasis added):

and, direct quote from Prof Innes' report:

At the moment, it seems, the English language is unsure whether it will adopt 'jihadi' or 'jihadist'; but the word *is* entering the language, despite all the best efforts of the spin-doctors.
As Mr Spencer has pointed out in his commentary, the report, and the article which describes it, display major cluelessness as to what is going on; but I am quite pleased that they have at least used the word 'jihadi/st'.
Letters should praise this example of correct terminology, and offer a few choice snippets of background information to explain why its use is advisable.

I wonder how many of the Muslims interviewed during this research understated their support for extremism? It's a fair bet that what these Muslims say to each other in private is more extreme than what they say to infidel researchers.
Therefore the problem is even worse than the research indicates.
It is completely absurd to believe than one day our radical Muslims will wake up and think "Hey, it's not so bad here in the UK. From now on I'll obey UK law, I won't make any demands of my hosts and I certainly won't contemplate committing or supporting any acts of violence. I might even shave off my beard and wear Western dress. Long live the Queen!"

It eventually failed in the USSR - after millions were murdered by the state - but now even alleged right-wing leaders such as Nicolas Sarkozy are pro-EUSSR. The UK government has many closet (and non-closet) Communists amongst its ranks.
Communism is anti-Nationalism. What better way to destroy Nationalism than to import people who don't care about the nation to which they are migrating, thereby forcing large numbers of indigenous people to flee abroad?
And what better group of people to undertake this task than Muslims? They hate the West, they're anti-democratic, they believe in the global Islamic ummah and they're willing to die for their cause.
