If it was my decision, I would sentence them to the rest of their lives in prison.

Um...beheading does NOT insure immediate nor painless death. Instead it's reasonable to assume consciousness continues for 10 to 20 seconds of semi-awareness from the violent dis-embodiment. ATP and glucose stores in neuronal tissues are forcibly metabolized due to sudden hypoxia and blood pressure loss. Sight, taste, hearing still click just fine until anoxia shuts cellular processes down.
