So, if I have this right, Filipino authorities agree that terrorism will continue even after any peace agreements with the MILF, but disagree as to why. Some authorities say that it will be due to deviant elements of the MILF that its leadership cannot control -- i.e. some are rogues. Other authorities say that the MILF leadership itself will be responsible -- i.e. that they're all rogues. What we seem to have is a ROP -- Islam -- that has been hi-jacked by a tiny minority of terrorists -- the MILF; and the terrorists in turn have been hi-jacked by an even tinier minority of rogues. But just how tiny are all these minorities?
As the poem goes:

And so ad infinitum.

The MNLF signed a peace-deal with the Philippines in the 70s, and the breakaway MILF was born to carry on the armed struggle. Now, we're told, if the MILF signs a deal, a new breakaway faction will continue the armed struggle.
Hmmmm. Might there be a pattern here?
