A "cultural programme"? He doesn't mean a series of Mozart concerts, or Shakespeare in the park. He means the transformation of Iraq into a Sharia state, proceeding by means other than military.

NAJAF, Iraq (AFP) - Radical Iraqi Shiite cleric Moqtada al-Sadr on Thursday ordered a halt to armed operations by his 60,000-strong Mahdi Army militia, blamed by Washington for some of the worst sectarian killings of Sunni Arabs in the war-torn country."The Mahdi Army suspension will be valid indefinitely and anyone who does not follow this order will not be considered a member of this group," Sadr said in a statement issued by his office in the Shiite shrine city of Najaf.
The militia, created after the 2003 US-led invasion to fight invading American troops, became the most active and feared armed Shiite group in post-Saddam Hussein Iraq, accused of operating death squads blamed for the killings of thousands.
In 2006, at the height of Iraq's communal bloodletting, a Pentagon report said the Mahdi Army was the greatest threat to the country's security, even greater than Al-Qaeda.
At that time Mahdi Army death squads reportedly carried out sustained campaigns of violence -- kidnapping, torturing and brutally killing members of the minority Sunnis Arab community across Iraq, especially in Baghdad.
Dozens of tortured and bullet-riddled bodies of Sunni Arabs used to be found dumped on the capital's streets, allegedly killed by Mahdi militiamen.
The US military cautiously welcomed Sadr's decision.
"We welcome this announcement that appears to be an effort to support the Iraqi people," military spokesman Major John Hall told AFP. "The proof is always in the actions and not just in words."
Sadr said the militia would now focus more on cultural programmes.
"We have set a cultural programme for the Mahdi Army and we have named it Al-Mumahidun (Supporters of the Mahdi), and everybody should abide by it and whoever does not agree with it will be expelled from the army."...

Al Sadr expects to spend the next several years in Iran, studying in Qom to become a full-fledged Ayatollah. Once his theological bona-fides are established, his vision is to become Iraq's Khomeini, leading a revolution - violent or otherwise - to impose a Shia theocracy on Iraq, with himself positioned as Supreme Leader.
We haven't heard the last of Moqtada Al Sadr.

What is the sane thing to do? Partition. Not a thuggish, criminal amputation of Kosovo from Serbia that the US and NATO committed in 1999, but a legal, civilized divorce like the one that Czech and Slovakia concluded on Jan. 1, 1993, splitting Czechoslovakia into 2 independent nations by mutual agreement. Iraq is an artificial creation of the English colonialist criminals, who cobbled together 3 parts that don't fit together. The only way to keep them together is by brutally crushing them together as Saddam Hussein did. But officially, Iraq is still a "country", so the way to go is a democratic referendum on partitioning this unstable country into 3 stable ones: Kurdish, Sunni and Shi'ite. It shouldn't be a tough sell to the Shi'ites, because as a separate country, they will not have to share their enormous oil wealth with the Sunnis. And the Kurdish people will be overjoyed to at long last have their own independent state on a small part of their tortured land. The whole oil-rich city of Kirkuk and its entire province we must give to the Kurds. Ditto the city of Mosul and the entire Mosul province. Any protests by the Arabs and the Turkmens there must be decisevely brushed away. The Kurds have suffered for centuries under brutal Arab, Turkish and Iranian oppression. It won't be unfare if some Arabs will learn to live under far more civilized Kurdish rule. 200,000 Arabs have fled into the Kurdish area anyway, from the violence ... by other Arabs. A large number of Christians have also found a safe haven there. Whatever Turkish cruelties on Christians Kurds took part in 90 years ago, today's Iraqi Kurds a life-savers, literally, to Christians fleeing the bloody chaos of the American "liberation" of Iraq that destroyed Christian life there. And we must practice "tough love" with Turkey who is all but certain to try to sabotage Kurdish independence, lest her own Kurds get any ideas. We must sit down with the Turks for a tough "either-you-are-with-us-or-you-are-against-us talk. The Independent Kurdistan, with our mediation, will offer Turkey a treaty, renouncing any claims to any part of Turkish Kurdistan and recognizing Turkey's territorial integrity. In exchange, Turkey will have to lay off Kurdistan and let it be. Kurdistan will pointedly decline to offer such territorial recognition to Iran and Syria, and will serve as a sharp scalpel which, with our aid, will slice Kurdish areas out of those jihad countries. We should declare Iran a colonial empire - which it is - and give our total support to the Kurds, Azeri Turks, Turkmens, Khuzistan Arabs and Baluchis to wage wars of independence against Iran. We should offer Turkey a path of glory: westward, to liberate their Azeri and Turkmen bretheren from Iran, and unify them with Azerbaijan and Turmenistan respectively. Those countries will form a land bridge linking the Turks with more of their kin in Central Asia. Oil- and gas-pipelines will be run from there to Turkey, delivering Central Asia's great oil and gas riches to the Turkish Mediterranian coast and on to the West. Iran must be occupied and disarmed. Enragedsince1999, the problem with the partition is that it doesn't work with Muslims. Islam can never survive without a host culture to parasitize, so it must always have colonialist ambitions. Look at Sudan: they already killed off and enslaved the Christians, but that wasn't good enough so they had to make it an Arab racial thing. They don't even need a real excuse. Then there's the oil issue, which will cause wars just by itself, since Muslims can temporarily survive if they live on land with oil, provided they import thousands of infidels and their equipment because even the insanely rich Saudis can't pump a single drop of it out of the ground without infidel equipment and manpower, even having had 35 years to work on it and an order from their Pervert to keep all the infidels out of Arabia. So the fact that Iraq sits on top of a ton of oil - which must be piped all over - causes them to believe that they can be semi-self-sustaining for 5 minutes historically-speaking, and they will fight for that too. It's never about religion. It's always supremacy and politics with Muslims. The Shiites are a coalition and so are the Sunnis. It's not an ideological struggle. It's a political one, and now they're both vying for more US money.
And if the 'Palestinians' serve as any sort of example, we will have to re-rebuild Iraq or never hear the end of it. We created a partition there and somehow Muslims get to claim the only people who decided to remain 'refugees' for 60 years, never get their sh*t together, never build roads or schools or any semblance of civilization generally, without anyone oppressing them. Enraged, in principle I like your partition plan, and for the very reasons you outline. Who knows? If O is elected, and with Biden on record as advocating such a split, maybe this would be attempted. I worry that NATO might not have the muscle to pull it off, though, in the event that Turkey and Russia team up to actively (meaning militarily) oppose it.
