London wants to be the banking center for the Islamic world. Patey is obviously not a fool, which leads me to conclude that he is a whore and a liar as is the Prime Minister who government he represents.
This goes way beyond blind stupidity; Patey couldn't, wouldn't be offering this line without absolute direction and control from the highest levels.
You have to wonder why anyone with with the slightest self respect would want to be a diplomat...
William Patey should be:
1) recalled for going off on a mental frolic and detour of his own
2) discharged from the diplomatic corps
3) prevented by law from accepting employment, directly or indirectly, from any Muslim or Saudi or Arab interests.
4) publicly mocked by a series of articles about him.
5) forced to read aloud on the BBC the most piquant paragraphs J. B. Kelly's article "Of Valuable Oil and Worthless Polices" -- those about the Western propagandists presenting an image of Saudi Arabia "that the ghost of Scheherezade could not have bettered."
5) forced to read aloud on the BBC, both the World Service and the domestic broadcasts, passages from Saudi textbooks describing the Infidels.
6) held up as an example, for all time, of the most disgraceful and dangerous elements in the West who, once they leave so-called "public service," have a habit of going right on the payroll, directly or indirectly, of the rich Arabs, or otherwise cashing in on their supine, even traitorous performance, while in office and supposedly defending the interests not of the Arab or Muslim land to which they have been sent, but rather the Western interests, the interests of the country which they represent and of which they are, but possibly not in the fullest sense, citizens.

Let me guess: the glorious Kingdom of Saudi Arabia pays full pop for their students??? So our cash-starved universities clamor for the opportunity to teach the best and brightest young Saudi minds about chemistry, biology, physics, engineering, electronics design...? (Hmmm. I'll also bet there aren't a lot of art or music majors from KSA.)
Are we going to find to our dismay, one day soon, that we've taught a bunch of snakes where and how best to bite us? Will these "foreign students" wind up being the next wave of "Mohammed Atta"s who will attack us with a sophisticated understanding of how our systems work (and how best to defeat our safeguards)?

Patey has as much business being an envoy as I have being a brain surgeon if he really believes what he said. He should be sacked for gross incompetence at the very least.
We should perhaps remember the task of an Ambassador as defined by a British (or was it French) politician about 200 years ago.
