What are talking about? WOULD breach? Iran has been in violation of international agreements since at least the end of the Iran-Iraq war.
As a party to the NPT Iran agreed not to develop nuclear technology for weapons. That this is being tolerated shows the pointlessness of all international agreements.

India and Pakistan - do to their existential rivalry, were considered a special case went they both went nuclear in '98. But with Iran, the proliferation genie is definitely out of the bottle. Anticipate clandestine programs moving full-speed ahead in Saudi Arabia, Egypt, and eventually, anybody and everybody with the desire and the means.
Meanwhile, considering the US nuclear arsenal has been down-graded significantly since the end of the Cold War, anticipate Iran proceeding with an ICBM program which, once completed, will end up fielding literally hundreds of delivery vehicles capable of striking the USA with nuclear weapons.
The weapons aren't meant to be used en mass, apocalyptic visions of the return of the 12th Imam notwithstanding. Like the Soviets before them, the Iranian nuke program is essentially one of prestige and deterrence.
What they want is a future in which they are able to blackmail us with nuclear terror of the suit-case variety...knowing we won't retaliate with ICBMs due to a rebirth of the MAD concept.
