Insulting Islam can mean anything, but it probably means writing something that for whatever reason we dont like. Some Aegyptian cleric could call for the age of marriage to be reduced to 9, and for the return of chattel slavery and use the koran and hadiths as authority for his opinion, but some other person could point out the same hadiths and koran verses and be accused of slanderring the religion.
Well, "acting against any blogger who insults Islam" that is a sign of weakness. An acknowledgenment of powerlessness.
Let enough people "insult" Islam and it will wither away like lettuce on a hot pavemet.
Islam is so stupid and intellectually unhjustifiable that it needs a special environment (usually a hypocritical dictatorship) in order to survive.
