Both "a huge security effort" (at gigantic expense, and with FBI agents taken off of white-collar crime beats, with results we all see) and "a lack of Muslims to answer the call to arms." But the government is doing its best, by apparently not halting all Muslim immigration, to remedy that little problem for Muslims who wish to promote Jihad through violence. After all, those who wish to promote Jihad through violence, that is qitaal (and for many Muslims, what we have no difficulty describing as terrorism is for them merely a form of "qitaal" or combat, justified by the superior conventional military forces of the Infidel enemy), need a sea in which to swim, and that sea, which provides economic and diplomatic support from abroad, also provides, from Muslims already settled within the Bilad al-kufr, the Lands of the Infidels, financial and moral support, and those Muslims who may not be directly involved in terrorism, or a great many of them, do nothing to denounce, and a great deal to make things easier for, Muslims engaged in terrorism, beginning with the constant putting-on-the-defensive of our police and judicial system, by CAIR and its many less-well-known, and sometimes cleverer and even more insidious, allies.

However, I do agree with you 100% that this is a topic that needs more focus. From the article, first, re. the risk to the UK - "Britain has... a substantial community of people who have links with, and can easily travel to, Pakistan" - and the lesser risk to the USA, which is due in part to "the lack of Muslims to answer the call to arms."
Obvious conclusion: the more Mohammedans one has living within one's borders, the more at risk one is from Jihad.
A large Mohammedan population provides, as Hugh has pointed out, the sea in which the jihadists swim, and from which they emerge.
Those who have followed the 'Jihad News' for some time, know that Muslims who appear 'peaceful' may not truly be so (they may merely be biding their time to strike), or having been at one time genuinely 'peaceful' may then suddenly, and unpredictably, 'get religion'...and transform into menacing and murderous jihadists. This is demonstrable from numerous actual cases.
On the other hand - if one has few or no Mohammedans in one's country, one's chance of being assailed, at least from within, by jihad terror, is correspondingly smaller.
The further, and perfectly obvious, conclusion, is one that all intelligent Infidel governments should draw: do. not. admit. into. one's. country. any. more. Mohammedans!! No matter what. Keep them out - and keep everybody else (Jews especially, since Mohammedans have a nasty tendency to engage in murderous antisemitic assaults, but also Christians, HIndus, Sikhs, Buddhists, secularists, you-name-it) much, much safer and happier. And save all that money and time presently spent trying to keep one jump ahead of the proliferating jihad plots.
Further, a gradual eviction of those Mohammedans already present, would be a damn good idea, by way of reducing the very real danger that they present to every other citizen in the country. Start with the convicted criminals and their associates, and the known illegals; out they go. All those caught practising/ attempting to practise/ advocating or facilitating the practice of/ aspects of sharia (such as forced marriage, slavery, talaq divorce, marriage to underage girls, polygyny, Quranically-justified wife-beating, attacks on free speech, attacks on apostates) that breach Infidel civil and criminal law, and are in contradiction to the Universal Declaration of Human Rights...out they go, lock, stock, and barrel.
Planning, or carrying out, practices such as 'honor' murders and FGM, which are not strictly 'Quranic' but are primarily prevalent among Muslims, should also be grounds for deportation on a one-way ticket: not just of the practitioner but of their entire extended family.
Why are Muslims so suicidal? I wish a muslim could explain why they hate life on earth so much and want to do things that ensure their destruction. The ultimate end will be nuclear destruction of the Muslim world before they have a chance to develop weapons of their own. They sit on untold wealth in oil and yet they still are filled with such hatred. Maybe that is the problem, the wealth of oil has cursed them.

NO! Has nothing to do with "oil," has EVERYTHING to do with "Islam."
Very very probable that the next attack will be in the UK.
1. We have a large Muslim population.
2. We have Muslim Ghettos in North England and in London.
3. We have a steady supply of Pakistanis coming to the UK and although our government has now brought in a new points based system for immigration, it has decided to turn a blind eye on five thousand Pakistani Halal butchers(and their families of course).
4. We have Imams preaching hatred in Mosques and Madrassas all over the UK. We also have hate videos and literature being sold too.
5. We have Muslim prisoners converting people to true Islam(radical Islam).
6. We have Hate speech orators like Anjem Choudary giving lectures in London Community Centres with live satellite link broadcasts from Omar Bakri preaching doom and destruction to Kufars in the UK.
7. The government is allowing Wahabism in the UK and faith schools.
8. We have terrorist operatives of Radical Islam in the Security services.
9. We have terrorist operatives working in airports, ports, railways and all over the UK.
10. We have a government that does not equate Islam to terror.
11. We have an Olympic games coming up and a very possible the target for Islamic terrorists.
12. We also have a media that continues to preach rubbish to the people regarding Islam.

WHY would al Qaeda hit the UK? Why does al Qaeda want to involve itself? Are they jealous of the doctors who killed all those people? Are they looking to become relevant?
It would seem counterproductive. There are so many groups that espouse al Qaeda beliefs why can't the task of attacking Britain be delegated? Is al Qaeda looking for attention?
Particularly given items 5,6 and 7 in Richard's list, what would an attack accomplish? Doesn't Britain already have one foot out of Iraq?

An attack by Al Qaeda would actually do exactly the opposite of what most sane people would think. It would actually bolster 'moderate' Islam yet more. They would just continue to state that these are not true Muslims and that they have 'radicalised Islam'. The underlying objective on an Al Qaeda attack would, in fact, continue to go unnoticed - Moderate Islam would continue to gain support(not being related to the Terrorists) and move on with Stealth Jihad. An attack by Al Qaeda would give Islam in the UK yet more protection than it already currently has. It would end up with yet more legislation as our government continues to wrap Muslims in the UK in cotton wool at the behest of Saudi Arabia.

GB needs to be much more aggressive in its approach to eliminate the threat that Islam poses. Their mosques preach violence against non-believers and their leaders preach the overthrow of the government. Consequently, GB should use is sedition and treason laws to close down the madrassas and mosques. It should begin to deport non-citizens of Islamic faith immediately. Citizens found to be practicing Islam and adherring to the teachings of the Koran should be tried and jailed for treason. This sounds harsh, but doing nothing is far worse.

It boggles the mind how, after all that has happened since 9/11 (forget New York - Americans will always be fair game but what about everyone else?), an attack by al Qaeda can strengthen Islam within Britain. Sure more and more Muslims will claim to be "moderate" but what about the rest of the people? It leads me to believe that Western civilization is dead.

The West is dead. It is very dead. It is in fact singing its swan song. AS much as I admire Robert's books and works the only thing that is going to stop the Islamisation of the West is full out war, hundreds of thousands of dead Muslims and the rest deported/dropped into the Atlantic/Pacific/flown into outer space(I don't really care).
Trust me on this. We are not dealing with Hindus, Buddhists or Sikhs here. We are not dealing with peace but an ideology that thinks it is the only ideology in this world and all others are false.
For starters, the West should have a long time ago broken their dependence on Oil. Our continuing purchase of it has allowed Islam to grow and grow and grow. We should also have bolstered Israel ages ago and wiped Palestine, Syria and Iran off the map along time ago. The day Iran put a fatwah on Rushdie, we should have broken off all contact with them and removed all Iranians and their Embassies from the UK.
The West should have built a wall blocking all entry into the Middle East. We should have remembered our history and the Ottoman Empire. A leopard never changed its spots. Islam is what it always has been a deadly ideology, a death and a blood cult, interested in world domination, oppression and slavery.

I am not stating we go to war with Islam. What I am stating is that if we do not remove Islam we will have war and if we try to remove Islam(deport Muslims) we will have war. I am saying that War is inevitable either way and it's something we will have to be ready and prepared for. We are fighting an ideology that is on a par with Nazi Germany. The only difference is that there are 1.7billion more Muslims than there were Germans and Nazis, not forgetting that we fought Germany on three fronts. With Islam there are no fronts as they are already inside our castle walls.
