Would not Italian officials think it strange that a Muslim population which is 1.8% produces a third of the prison population?

Here is an easy soltion: deport them and then restrict further Muslim immigration. You would have plenty of room inside your prisons and less trouble outside.

And Italian authorities will keep having to fear the "radicalisation" of Muslim prisoners as long as they refuse to implement the necessary immigration policies that prevent the continued influx of Muslims, as well as getting rid of the criminal elements already in Italy.

Ah, Briars, that's 1/3 of the FOREIGN population.
Actually, I'm surprised it's that low; who are all the other foreigners? German and English tourists?

Well that probably does have a lot to do with it. Islam is like a contagious disease, and so it would be spread more rapidly and easily in crowded conditions.
That said, the criminal and violent nature of Islam have even more to do with it.

That's a lot of foot baths and prayer rugs...and Quran's, 10,000 of them...And a captive audience of 20,000 potential converts listening to the constant drone of Allah's words...Sounds like a winner to me...Allah willing, and he always is...

Rumanians. Albanians (who may not be counted as Muslims in the official statistics), black Africans of no determined faith save that of "Vu Cumpra."

Muslim immigration should be halted – that is, halted by law, as well as halted by much greater attempts to enforce the existing laws. Those illegal immigrants that are already there should be located, in a selective enforcement – enforcement is always and everywhere selective – of the laws, and then quickly deported. Make that the hightest priority. Then attempt to interdict Saudi and other Arab money that pays for mosques and madrasas, and instead of temporarily closing any mosque found to contain false papers, explosives, guns, and so on – as mosques have been found to contain, close those mosques forever, and tear them down or put the buildings to other use. Repeat ad libitum.
The new policy, of dragging all boats with illegal immigrants, boats that leave from Libya, to Lampedusa for prompt repatriation back to Libya or other parts of Africa (most of those involved not being Libyans themselves) should continue, and not be changed even when the impossible Berlusconi is finally removed or removes himself from the scene. And Qaddafy, who uses his control over the boats that leave – now letting them leave for Italy, and now holding them back – in order to extort favors from the Italian government, should no longer be bribed, but instead, NATO forces should join the stretched Italian government to interdict these boats.
After all, the Muslim immigrants to any part of the E.U. in the end can travel anywhere in that E.U., that Schengenland. And many of those who arrive in Italy, because if its nearness to North Africa, and the Middle East, and its unguarded long coast line, and the weakness of its central government, and the strength of various criminal groups and gangs, then go on elsewhere. The threat is most immediately to Italy, but in the end it is a threat to Europe and the entire West. If money is needed, it should be taken out of the funds now used by the Italian military, and if NATO objects, it should be pointed out, however obliquely or openly one wishes, that the arrival of large number of Muslims is an issue of both national security, and of civilisational stability and coherence. It affects every area of Italian and Western life. It affects, even, the survival of the art of Italy, as the attempt by some Muslims in Bologna to destroy a famous ekphrastic fresco depicting a scene – with Muhammad -- described by Dante in the Inferno. And in the article above, we see that the new convert to Islam promptly demonstrated his Islam-based hatred for statues (which are prohibited by Islam, unless they have been so vandalized or damaged that they cannot possibly be objects of veneration) by trying to blow up the Temple of Concord in Agrigento. A nice way to include Classical Antiquity which, of course, is an object of hatred – as part of the general Jahiliya that is everything non-Muslim – in one’s gunsights, or bomb sights.
What happens to Muslims in Iraq, Afghanistan, and Pakistan -- how many roads and schools they have, and whether they are willing to temporarily "like" the Americans or other Infidels who have come to help them, is trivial. And to the argument that if we don’t make sure that all Muslims everywhere are prosperous and happy and so on, they will come to our countries, the answer is clear: no Muslim country will ever approach any Western country, in its true prosperity (i.e., one not based simply on an accident of geology, but on belief in individual effort and hard work – that inshallah-falatism undercut—and on the desirableness of useful innovation, which runs up against the Islamic hatred of bidah, or “innovation”). And we are better off, in the non-Muslim world, if Muslims are consumed with their own internecine struggles, and use up their own money, their own men, their own war materiel, in sectarian and ethnic warfare, rather than trying to prevent such warfare, as the Americans have done, at such great American cost, with such a foolish and false realpolitik, in Iraq, and seem to wish to repeat the mistake, mutatis mutandis, in Afghaninstan and, who knows, possibly keep apart the warring factions in Yemen, Somalia, and elsewhere in the permanently violent and aggressive Arab and Muslim world. It’s a waste, and the money that could be saved might be spent to rescue the imperiled countries of Western Europe, now so threatened, with the threat growing every day.
One more time:

If you are a resident of any country in Western Europe, and not part of the class of those who negligently allowed in those immigrants, and who has been whistling in the dark these last few years (or attacking, shamefully, those who, like Geert Wilders, have intelligently sounded the tocsin), then you may or may think “anything can be done” (I think a thousand things can be done) but you cannot, in the privacy of your own mind, disagree.

Thanks, Hugh, I'd forgotten about the massive criminal immigration into the EU from some of the eastern European countries.
It had slipped my mind that I had been talking about just that subject with an Italian-American friend, who still has relatives in Italy, and goes there to visit every couple of years. I remarked that on one of my visits there I had been set upon by one of the gangs of pickpocket children, and escaped largely thru the intervention of a shopkeeper, who swatted them with her broom. My friend told me that they're mostly Albanians, and that Italians refer to them as "Clinton's children" since it was Slick Willy who pressured Italy to take them in, in large numbers.

Yet again, we have an example - from Italy this time, joining cases seen in Germany and the UK and Canada and Australia and the USA, among others - of a person born and reared in a non-Muslim culture, who upon converting to Islam straightway sets out to express his newfound faith with fervency. And does so by the attempt, or the plotting and planning of the attempt, to destroy infidel property and/ or persons.

These temples are 2400 years old--and predate Islam by a century. The only one to survive intact to the present day is the Temple of Concord.

Sorry for the double post--and, of course, I meant a millennium, not a century.

here in the USA, we cater to the criminals giving them all sorts of religious considerations, it doesn't matter whether they are treated kindly or harshly, they will attempt to radicalize anyone they come in contact with. we are seeing high incidences in this. And as we have seen here, we are getting a lot of home grown and second generation jihadis.
