Body armour and (legally acquired) defensive/offensive weaponry is up to you, but I’d highly recommend you deal with professionals in personal security and let them assess these needs, and provide, or at least point you in the way of, training and safety procedures.

Robert, the miscreant is probably operating behind a Tor server. Tor servers are distributed internationally and bounce emails and web postings between 1,654 different IP addresses so the miscreant is impossible to track.
I had a troll annoying me from a Tor server last week and wrote a post about what Tor servers are. You can get one free by downloading their software. The Tor servers were created to allow Chinese, Iranians and others in totalitarian states to communicate freely without being traced. However, they can also be used for abuses such as this one.
