Researcher Bill van Esveld said Thursday that most of the rockets hit civilian areas, suggesting Hamas deliberately targeted civilians. He said their actions amounted to war crimes....
Hamas targetted civilians; occasionally it might even try to strike a soldier or two. But the main target for Hamas has always been civilians.

These rockets are left over Soviet weapons from World War II. They have all the accuracy of a thrown rock. You can aim them at a general target, but you cannot zero in on anything in particular.
