There may be a mosque involved in the plans, but that doesn't rule out far more, after the fashion of locales such as "Islamberg." But if any law enforcement action should ensue, the resulting propaganda will fixate on the claim of a defiled mosque. Muslim terrorists in the Balkans have established a terrorist training camp in northeast Bosnia-Herzegovina, according to a report in the newspaper Dnevni List.
The Mostar-based Croatian newspaper reported Jan. 6, quoting security sources that the special training camp is located near Gornja Moaca in the northeastern part of the country.
U.S. intelligence agencies have been closely monitoring Muslims in the Balkans amid concerns that fundamentalist Muslims have been recruiting there.
Intelligence reports continued to surface that Al Qaida and other Islamist groups have been aggressively recruiting Europeans and others who do not appear to be from the Middle East or South Asia as part of plans to thwart western counterterrorism security measures.
The report stated that residents near Gornja Maoca, a village between Tuzla and Brcko, are concerned because "a large number of the Wahhabis have arrived in the area over the last few months."

So when I see a headline like, “Balkans: Bosnia 'a haven for Islamist terrorists'” am I surprised? Not really. One of the most disturbing stories to come out of the Bosnian civil war was of one of our soldiers at a road block being approached by a Croatian para-military holding a blood soaked pair of panties fresh from the rape of a muslim woman/girl, waving it as a trophy, knowing that our troops were under orders not to intervene. In a community which went from a medieval government, to Turkish rule, to sectarian division during WWII, to a short lived communistic rule – to short for the generations of hate and retribution to disappear, to all out civil war and societal gangster driven vengeance, what better place is there for islam to hide and flourish its’ extremism?
One thing is for sure, none of the mosques paid by Saudi funds in Bosnia are holding bingo’s and church suppers to help the local community.
Because of our reverence for places of worship, Muhammadenism has found its sheepskin to hide its ravenous blood thirsty divisive, prejudicial hate speech, hate, military motivations, planning, scheming, etc.
Mosque safe havens for Islamic hatred and destruction must be psychologically dismantled and cleansed of its satanic filth to be replaced by socially constructive activities such as peaceloving religious groups, programs and/or homeless shelters more in line with humanity.
Mosques are 'black holes' of civilization, peace, harmony and love. Whatever goes near these spiritual syphons is immediately drained of their ability to stay afloat in peace and civility. Wherever these spiritual vampires appear in a neighborhood they bite their host and prevent the bleeding from coagulating. Immediately the attention that society is placing on global warming, humanitarian causes, cleaner air, water, land, food, social justice and all around attempts at improving our world, gets drained into defending itself from and catering to its attackers.
Mosques and Islamic practice must end if there is going to ever be any hope of a safe, loving and peaceful world.

In principle this could be easily taken care of by programming the proper coordinates into a couple of Predators or Reapers launched from Camp Bondsteel in Kosovo, or Camp Eagle in Bosnia.

I agree that this is in no way a "pretext"—building a mosque and running a Jihad terror training camp are both completely pious acts in Islam. This only seems contradictory to well-meaning Westerners.
They can recruit Jihadists at the mosque—especially with vicious Friday "sermons"—Khutbas. Perhaps they can use the mosque basement as a weapons cache—it's been done before.
