In other words, both the Infidel giver and the Muslim receiver assume the natural psychological attitudes of Muslim and Dhimmi in a Muslim-ruled polity, the attitudes of the non-Muslim who gives his tribute, his Jizyah, and the Muslim who takes that tribute, as by right, and insists on more, and more.
When the Obama Administation singles out Muslim states for this kind of solicitousness, it also invites the raising of certain questions.
For example, what's a poor non-Muslim country to think? Should it think: Tiens, perhaps we should start turning Turk, that is becoming Muslim, in order to attract American aid and comfort of every kind? And who can say they would be wrong?
But the impoverished non-Muslim peoples, those mainly in sub-Saharan Africa but also in Asia and Latin America, should not have to think for one second that Muslims will be favored, and this kind of program does exactly that.
The other question that such a program nataurally raises is that of understanding the relation of culture to economic development. How can the Administration continue to ignore the fact that without oil, almost the entire Muslim world would look, economically, like Yemen? The handful of countries that are not in that category include two - Turkey and Tunisia -- that have a secular class that has been responsible for whatever economic development has hitherto taken place (now, here and there, in Turkey there are some religious Turks who are having some modest economnic success in limited fields), and two others -- Malaysia and Kazakhstan -- where there are large numbers of non-Muslims, and in the case of Kazakhstan, the Soviet anti-religion campaign took, so that many of those who call themselves "Muslims" do not exhibit any of the attitudes of Muslims elsewhere, and are non-believers, at best "cultural Muslims."
Three things explain the failure even of the fabulously rich statelets of the Gulf to develop modern economies and to rely entirely on foreign wage-slaves.
One is the Islamic hatred of bid'a, Innovation.
The second is the inshallah-fatalism that is everywhere in societies suffused with Islam, and that acts as a break on hard work -- why bother, if Allah disposes according to his whim.
The third is the culture of the tribal raid, and the absence of any work ethic, so that local Arabs are sorely aggrieved if they have to show up, in Saudi Arabia or the sheiklets, for more than two hours a day. Anything else is horrifying to them.

The only common thread I can detect here is that the Muslim world has none of these and Obama is trying to rid the US of its entrepreneurs (through inflating the currency).

I estimate the islamic world has been lifting fingers using what they call bakshish or bribes and graft. They have been corrupting Western leaders with bribes and bakshish as is normal to their culture. This "Entrepreneurship" in Islamic nations proposal seems to be patterned after the Nixon era "Open China" proposals, which was then as well criticized for being pro-Communist regime. Back then, however, it did open China to entrepreneurship big time, such as it has become an economic giant in our time. But it is unlikely to work in the Islamic countries, since their economic failures (sans oil) is systemic to their religious fundamentals of the Koran, Hadiths, Suras, and their cultural retro-ethos.
The Chinese have had a history of highly successful civilizations going back to pre-Confucius days, predating our current era; whereas Islam had civilizational regress since the establishment of their post-Mohammad Caliphates within the current era. Whatever civilization Islam touched, it destroyed and regressed it backwards after exhausting whatever capital existed before the conquests, mostly through booty and rapine, especially slavery of women and children while killing off the males. (Then they claimed whatever civilization they conquered as their own 'Islamic' origin.) This does not bode well for Islamic future economic development, if they cannot adapt to modern forms of social economic behaviors. They had never done so in the past, and are not likely to succeed in doing so in the present, except to exploit if for their own Jihad aspirations (bombs and weapons) of world conquest. Unless the Obama administration has some special master plan to wean Islamic nations off their Islamic regressions, especially their Sharia legalism (anti-freedom and anti-development), they have no chance of success in this entrepreneurial enterprise. Islam is coded for failure, and unlike China, has no civilizational background on which to fall back.
The "Nixon era" type opening of Islamic nations to economics of the modern world will not work on Islam. They are too entrenched in their socio-politico-economic regressions of their cult like total-belief-system of (Mohammad's uncle's god, Al-Ylah), their 7th century Arabia Cult of Allah. Read EURABIA by Bat Ye'Or for a prediction on what will come of this conference. She chronicles the European-Arab Axis formed after WWII by European leaders trying to blunt the influence of America, secure oil supplies and open markets in the Arab world for their products.
The payment for all this was alignment of the Europeans with the foreign policy goals of the Arab/Muslim world, as in support for their war to eliminate Israel.
What other "products" of Muslim countries could we want except what foreign companies pump out of the ground for them? Have we ever had an administration more willing to throw Israel to the dogs to obtain this resource?
