Whatever these mongrel ayatollahs rail against with death threats exposes where they are weakest, what they fear most. They know deep down in their zombie hearts that their violent theo-political ideology is dying. More and more Muslims of conscience will abandon their evil sect. Hence, the ayatollahs enforce their hatreds of all things modern, especially rule of law and reason,education and democracy, as something to be condemned. They pile scorn and contempt onto themselves more and more in doing so. We know this, and so do good Muslims of conscience all over the conquered-Ulema. Their malodorous pile is stacking high for all to see, it will bury them.
Would the procedure be different for a non-Muslim versus a Muslim that burns a Koran? Specifically, would the burning of a Koran by a Muslim require and demand a predicate finding that they instantly and automatically become non-Muslim through such act of defiance? If so could they then be killed simply for the act of being non-Muslim or for the crime of rejecting Islam?
The fatwa could thus be construed as being the crime of being a non-Muslim who burns a Koran because no Muslim would burn a Koran. This would make the fatwa almost superfluous because it seems that being non-Muslim, to a Muslim, is already a crime itself. The fatwa is just a penalty enhancer, sort of like Western "hate crime" legislation is a penalty enhancer for some other crime such as aggravated battery.
If we have a hate crime law that is stripped of the requirement that it be tacked on to some other crime then we too can engage in this fatwa-issuing-farce through secular means by people professing to be acting wholly secularly.

All it takes is one person that gets injured trying to physically restrain a Koran burner (or flag burner) to supply the non-free-speech-related crime (perhaps exposing someone to the risk that fire might engulf them, however improbable it might be) onto which the hate-crime penalty enhancer could be invoked. The power claimed by the Ayatollahs is really not very far removed from that of western advocates of hate-crime legislation, and which is subject to the same arbitrariness in enforcement as our current federal Civil Rights Division.

Since you didn't like or keep my first suggestion, here's my second one.
Pass a UN resolution or International Crimes in Hague that contains a very simple wording to the effect that
"anyone who announces a fatwa or any other religious or racial obligation to slay another human being will be sentenced to 25 years in jail for such a fatwa. Should the said fatwa come to completion (the person named is killed), both the killer and person who made the fatwa will be accomplices to murder and be subject to either the country's judiciary system or something setup by the ICC. if neither are satisifactory, then other means will be made available for justice to prevail."
It's time to put these Imam's on notice that Fatwas being declared calling for another human beings murder will not be tolerated any longer.

This only works for getting US off oil dependency. While its nice it won't do anything to stop the countries in the Middle East from getting oil money. After all, there *are* other countries like China and USSR who would *still* buy from them.
Solution is to go to the heart of the matter which is the religion Islam itself. Either Islam will go through its reformation period or it will be tossed in the dustbin of history. I'm more for having it tossed... but then trying to convince 1.3 billion people to give it up will be quite difficult.

Ahmadinejad's crime of inciting genocide by threatening to annihilate Israel is a far more serious crime.
Strange that burning a book has greater repercussions than threatening to kill millions.
We ought to be burning 7 million Korans - one for every Jew he threatens to kill in Israel. If he stops his threats - we will stop the burning.
