Are there Muslim-majority countries that do not prescribe amputation for theft? Yes, but they do so because they have implemented Western-style legal codes in whole or part, not because they have a different version of Sharia.

An Iranian court has condemned a man convicted of robbing chocolates and cocoa from a Tehran pastry shop to have a hand chopped off, Fars news agency reported on Saturday....Fars said police arrested him on May 29 and found in his possession 900 dollars worth of cash, three pair of gloves, chocolate and cocoa.

'The Guardian'(UK)reported this, but added that the amputation of limbs rarely happens. It's a sort of empty threat to dissuade others from stealing.

I would need multiple hands to sacrifice to make up for all the chocolate I have stolen...if you have any chocolate laying around, and I find out about it, your chocolate is gone...I'm not a thief by nature, I'm just addicted...When I can't find any to steal, I buy some, I especially am hooked on Mint Chocolate Chip Ice cream...I always buy it, but that's because the store manager watches me closely if I approach the ice cream freezer...if he wasn't watching, I might lose control of myself and go for the gallon...Chocolate addiction is a pleasant curse...I really don't want to 'kick' it...My motto is, 'On my honor I will do my best, to buy some chocolate, and steal the rest'...

Thereby ensuring that poverty spirals even faster. The amputee becomes even less able to earn a living, so he steals even more, then loses a foot (from the opposite side of his body) - and down, down until there's nothing but an immobile torso who has to be cared for by others equally as poor, so they steal and get a hand chopped......you get the picture.

I'm wending my way through the tedious tomes of the Sahih al Bukhari, and just today came upon Muhammed's saying "If my own daughter stole, I would cut her hand off" when people petitioned him to save the life of a woman accused of a particular crime. It's in volume 4 of the Muchsin Khan edition, in The Book of the Deeds of the Prophets.
Holy crap. Even the Torah states a thief has only to pay restitution.
