Have the mike linked to a computer which would compare his voice to ones on record from the spy-planes. Then if there is a match, have him speak certain key-words to see if a better match can be made. If there is, then lock him up.
The same method could be used as part of air-travel security: have a mike pick up the responses to the questions they ask at check-in and have a computer compare the voice to the records; if there's a match, the traveler can be detained at the security check.
