I.e. he will legitimize Hamas and help it stay in power permanently. A geovernment with him as president will be friendly to Hamas. The reasons Mubarak opposed Hamas are that they are a branch of the Muslim Brotherhood, the strongest opposition movement in Egypt, and that they are supported by Iran that has Islamist and imperialist designs for the Middle East.
