Check Reliance of the Traveller and you will see. One "symptom" of apostasy is "denying something is part of islamic law when islamic scholars agree about it". Now islamic scholars agree that a blasphemer should be executed: if he is a muslim, a blasphemer has committed apostasy so needs to be killed; if he is a dhimmi, he should be killed as well because by criticizing Islam his contract of protection is stopped. Reliance of the Traveller further states that it is the prerogative of the caliph to have the death penalty executed but if anybody else does it he is reprimanded but has no further punishment waiting for him because killing somebody who deserves to die is not a real issue. Much like in many countries in Europe, you can not have drugs on you, but if you have a quantity for your own consumption, you are not prosecuted. In Islam they have the same with killing apostates. The fact that no cleric wanted to lead the funeral prayer is also part of islamic law because you can not pray for an apostate. Voilà, in Pakistan they follow the real Islam, masha allah.
