This seems like the correct ruling to me. It simply says that laws governing freedom of religion for prisoners applies not only to jail facilities after conviction but also to any cell that someone is held in by law enforcement. The lawsuit itself has no merit and I doubt it will be decided in her favor. Still, the ruling is correct and it would have been a dangerous precedent to rule that laws concerning treatment of prisoners are different depending on the type of holding facility.
